As of July 1, 2015 many of the provisions of the Workforce Innovation and Opportunity Act (WIOA) take effect. This new law has the potential to make a tremendous difference for tens of millions of workers, job seekers and students across this country. WIOA's transformation of our publicly-funded workforce system means that all of us-federal and state partners, governments, non-profits and educational and training institutions, must be pressing for innovations to ensure:
  • the needs of business and workers drive our workforce solutions
  • one-stop centers, also known as American Job Centers (AJCs) provide excellent customer service to both job seekers and employers and focus on continuous improvement; and
  • the workforce system supports strong regional economies and plays an active role in community and economic development.

Trying to Make Mental Health First Aid as Familiar as CPR

If someone suddenly collapsed and appeared to be having a heart attack, you wouldn't just walk on by, right? You'd at least call 911.  So why is it that when we see obvious signs of mental or emotional crisis in a friend, colleague or even a casual acquaintance, our first reaction is to withdraw? We typically consider behavioral health issues too personal for our intervention, out of bounds for anyone but a family member or a very close friend... Link 
Benefit Change Approved for Retirees with Special Needs Children

A newly released Defense Department policy allows military retirees with special needs children to take advantage of a law changing the way their Survivor Benefit Plan can be paid after their death.

The Survivor Benefit Plan allows military retirees to provide to a designee a monthly payout after their death of up to 55 percent of their retirement pay, depending on the plan they choose. Users pay a monthly premium. If the retiree outlives the person for whom he has designated the payout, the premiums are lost. Link
Every Student Succeeds Act (ESSA)

Colleen Riley, Special Education Services Direction of the Kansas Department of Education would like you to be aware that Every Student Succeeds Act (ESSA) was passed in December 2015 by both the U.S. Senate and House of Representatives.  The President signed the bill a few days later.  It is important to understand that ESSA will change some regulations, remove some regulations, and add new regulations to the Elementary and Secondary Education Act (ESEA) which is already in place.  However, ESSA leaves most of the current ESEA law intact. The child in a motorized wheel chair caught the attention of Hutchinson News photo intern Jake Byk. Since arriving in town seven months ago, Byk has spent a lot of time scouting out interesting subjects to photograph.
