ENTERS CLOSING STAGES
$3.7M INCREASE FOR ABE & PROTECTIONS FOR IMMIGRANT FAMILIES ON THE LINE
 
House and Senate negotiators will soon meet in a joint conference committee to reconcile their competing budget proposals and to craft a single version of Massachusetts' FY 2019 budget to present to Governor Baker for his signature. Outreach to your Representatives and Senators TODAY could make a huge difference in shaping the conference committee's final decisions.  
 
While both the House's version of the budget and the Senate's make substantial progress in bolstering funding for adult basic education in the coming year, there's still a lot riding on the conference committee negotiations:
  • Though the House would increase the appropriation (line item #7035-0002) for adult basic education to $32.73 million in FY 2019, the Senate would go even further and set funding at $33.35 million. That $600,000 difference would allow adult education programs to extend their reach to even more students and to continue to strengthen curricula and to improve working conditions.
  • In addition, over the course of their respective budget debates, both the House and the Senate added earmarks for specific adult education programs to the ABE line item. MCAE opposes earmarks, as they undermine the open and competitive grant process, and will seek their removal from the final budget.
  • Finally, the Senate's version of the budget includes several new legal protections for Massachusetts' immigrant families that are desperately needed but are not found in the budget approved by the House.  Massachusetts can't stop ICE from breaking up families in our communities, but we shouldn't help them do it. 
Since the conference committee has only a very limited time to complete its work, MCAE asks that you please call both your Representative and Senator TODAY.   You can find your elected officials and their contact information here.
 
If your Representative or Senator is one of the negotiators on the conference committee (see list below), please urge them to:
  • Keep the Senate's ABE funding level of $33.35 million (line item #7035-002) in the final version of the budget AND
  • Keep the Senate's protections for immigrant families in the final version of the budget as well.
If neither your Representative nor your Senator is a member of the conference committee, please ask them to:
  • Speak with their colleagues serving on the conference committee and with their legislative leaders and ask them to:
    • Keep the Senate's ABE funding level of $33.35 million (line item #7035-002) in the final version of the budget AND
    • Keep the Senate's protections for immigrant families in the final version of the budget as well.
Whomever you call, thank them for their support of adult basic education this budget cycle and, no matter whom you call, please do so as soon as possible!
