MSNJ's New Statewide Interoperability and Analytics Tools
MSNJ Objects to Clinical Laboratory Fee Rule
MSNJ joined AMA and others in a
letter to CMS objecting to regulations implementing the clinical laboratory fee rule provisions in the Protecting Access to Medicare Act of 2014. The method by which data is being collected to set laboratory fees may result in physician office-based laboratories being priced out of the market. This would cause patients not to receive essential rapid testing in the office setting. We seek a rule amendment to conduct targeted market segment surveys (including reference, independent, hospital and office-based laboratories) to validate price data in each market segment.
Medicare's 2018 Physician Fee Rule
MSNJ filed comments on CMS's 2018 Physician Fee Rule proposal on September 11 echoing the concerns of AMA and organized medicine. We supported the delay of the implementation of the Appropriate Use Criteria (AUC) program, the reduction of penalties under the Value Modifier program in 2018, and the reduction of documentation submission requirements for Medicare Shared Savings Program Accountable Care Organizations. We expressed significant concerns with CMS's proposal to report 2016 Physician Quality Reporting System (PQRS) data on Physician Compare and implementation of the clinical laboratory fee schedule.
DOH Seeking Healthcare Professionals after Hurricane Irma
The State Emergency Operations Center is seeking healthcare professionals willing to serve in disaster response roles for Hurricane Irma. There is an immediate need for medical personnel including physicians, emergency medical technicians, nurses, paramedics and pharmacists to work in medical needs shelters. With 30 people in attendance via webinar, the Revolving Reference Committee met on August 31 to discuss two resolutions and made the following recommendations:

Prior Authorization: Report Your Issues to MSNJ and DOBI
MSNJ's House of Delegates approved a resolution at the 2017 Annual Meeting for MSNJ to work with the New Jersey Department of Banking & Insurance (DOBI) on prior authorization issues. Members are urged to report their prior authorization issues to MSNJ and to DOBI. MSNJ joined the AMA and other state and national specialty societies in support of Prior Authorization & Utilization Management Reform Principles, which endorse Transparency and Fairness; Timely Access and Administrative Efficiency; Clinical Validity; Continuity of Care; and Alternatives and Exemptions.
Effective September 1: Aetna Bundling Laminotomy with Arthrodesis
Aetna announced in its
June Newsletter
that effective September 1, 2017, Aetna will deny payment for CPT codes 63030, 63042, 63047, and 63048 when billed with CPT code 22632. Likewise, Aetna will deny laminotomy/laminectomy CPT codes 63030, 63042, 63047, and 63048 when billed with arthrodesis CPT codes 22633, 22634, or 22612. Modifier 59, which indicates a distinct procedural service, will not override these denials. MSNJ continues to work with the American Association of Neurological Surgeons/ Congress of Neurological Surgeons on this issue and plans to sign onto their letter, once received and reviewed.

If you have never attested to meaningful use under the EHR Incentive Program before and you are transitioning to MIPs for the 2017 reporting year, you may be eligible to
apply
for a "
Transitioning to MIPS Hardship
." This is a one-time exemption and must be filed by October 1, 2017.
