Legislative Update
ACA Reform
The AMA sent a letter to the Senate leadership Wednesday, expressing its opposition to the Cassidy-Graham-Heller-Johnson Amendment to H.R. 1628, the "American Health Care Act of 2017." The legislation does not meet the AMA's principles for health system reform that were shared with Congress on the first day of the 2017 legislative session. In particular, it would result in millions of Americans losing health insurance coverage, further destabilize the health insurance marketplace, undermine the health care safety net provided by Medicaid, and jeopardize important insurance reforms such as the ban on pre-existing condition exclusions and benefit caps. The Medical Society of New Jersey stands with the AMA against this legislation. Read press coverage about the impact to NJ and watch Senator Booker's remarks.

The Governor signed A.1661, which expands eligibility of inmates for medical parole and requires inmate enrollment in Medicaid under certain circumstances.

UPDATE: UHC Delays Consult Code Policy
In July, MSNJ was joined by 36 medical and specialty societies in a
letter to United Healthcare (UHC) opposing its proposed policy change to no longer pay for consultation CPT codes 99241-99245 and 99251-99255 for dates of service on and after October 1.
This week, UHC advised MSNJ that it will delay implementation of the policy. An announcement regarding the delay, including details of the length of the delay, will be included in UHC's October 2017 Network Bulletin. MSNJ asked UHC to provide more information about the delay in advance of the Bulletin. We will keep members apprised of new developments in e-News.
MSNJ Continues Advocacy against AmeriHealth Modifier 25 Policy
As of August 1, AmeriHealth changed its payment policy to pay evaluation and management (E&M) codes appended with modifier 25 at 50% when they are submitted for the same date of service by the same provider as a minor procedure or when they are submitted for the same date of service by the same provider as a preventive E&M. PQRS Feedback Reports and Downward Adjustment Notifications
CMS recently released PQRS feedback reports for the 2016 reporting year. These reports show your PQRS performance for 2016 and whether you are subject to a payment penalty for 2018 claims. Eligible Professionals are urged to review their reports for accuracy. See the CMS Quick Reference Guide for Accessing 2016 PQRS Feedback Reports for more information on how to access your report. CMS will also issue letters to providers subject to the penalty soon. If you believe the penalty has been applied erroneously, you are entitled to an informal review. Ongoing Horizon NJ Health Payment System Issues
Last year, several of our members reported erroneous denials for claims submitted to Horizon NJ Health (HNJH). When MSNJ investigated the matter, we were advised by HNJH that a transition to a new vendor in April 2016 resulted in multiple claims payment issues, most of which have now been resolved. We were also advised by the NJ Department of Banking and Insurance that they were aware of HNJH's systems issue and that they were investigating the matter. Recently, we have heard from a few members who are still having claims payment issues with HNJH. If your practice has ongoing claims payment issues with HNJH, please
