MWFPA, AFFI Implore Congress to Reject New Food Taxes
FDA MWFPA and a coalition of more than 60 food groups, headed by the American Frozen Food Institute, are urging Congress to develop a budget that adequately funds U.S. Food and Drug Administration (FDA) food safety programs without saddling consumers and food makers with burdensome new taxes or fees.  Read more.

WI Would Be Hit Hard By New Rule On Emissions
Wisconsin is among 10 states that must make the biggest cuts in greenhouse gases to meet new requirements forcing utilities to make sharp reductions of carbon dioxide emissions.

Previous estimates from state utility regulators predicted total costs ranging from $3.4 billion to $13.4 billion for Wisconsin power plants. The final rule actually requires stricter emission targets for Wisconsin, thus driving energy prices higher. These higher costs will be paid by every family and business in Wisconsin that uses electricity.

Additionally, manufacturers will find it difficult to compete in domestic or global markets unless they have access to affordable and reliable energy. The EPA rule will raise electricity prices, driving factory jobs overseas to countries such as China. Wisconsin will be hit especially hard because manufacturing is our No. 1 business sector.  Read more

Congress Reconvenes September 8, Debt Ceiling, Highway Trust Fund, Budget Battles On Horizon 
Capitol The U.S. Congress is scheduled to reconvene, following its summer recess, on September 8, and once in session, it will have only three workweeks left until the end of the 2015 fiscal year and eleven legislative weeks until the year's Congressional calendar runs its course.

On the horizon: Sept. 30 deadline to authorize fiscal year 2016 funding for most Federal agencies; October 29 sees expiration of Highway Trust Fund authority and associated mid-December prediction for when transportation funding will run dry; a forecast mid-November to early-December Federal debt ceiling collision.

 
IL Budget Stalemate Continues, Moody's Issues Warning 
The IL budget standoff between Republican Gov. Bruce Rauner and Democrats who control the General Assembly continues.

Lawmakers are now returning to the Capitol for a day or two nearly every week to try and find a sol ution to fund state government.

Moody's Investors Service said that the stalemate underscores "weak governance" and is symptomatic of other "severe" challenges like ballooning pension payments, debt costs and dwindling revenues as a 2011 temporary income tax increase rolls back.

Moody's says ILs' projected budget hole is about $5 billion, and addressing it will become harder if lawmakers approach the September end of the fiscal quarter without a budget deal.

The start of the state's fiscal year began on July 1, but part of the fiscal crisis was averted by court decisions and consent decrees affirming that state employees, many hospitals, transfers to local governments, and Medicaid programs must be funded regardless of whether a state budget is in place.

Additionally, Governor Rauner signed the budget for K-12 education ensuring that schools will open on time this fall while vetoing the rest of the Democrat-backed budget because it spends $4 billion more than it generates in revenue.
