What is USAJOBS?
To successfully create an effective application on USAJOBS, it's important to understand what USAJOBS is, and what happens to your application after you apply.

USAJOBS is a tool used by U.S Government agencies to find the best applicants for their open positions. This tool contains several screening processes that you must pass before you are referred to the hiring manager. One of those screening processes is the ridiculously long initial application process.

Most government agencies such as the Department of Veterans Affairs, posts their open positions on USAJOBS, and the application process for all positions is pretty much the same. Expect the first time you apply for a position on USAJOBS to take about an hour. In addition to uploading your federal resume, you will also need to fill out a questionnaire, and submit any supporting
documentation for Veterans preference etc... And then you wait... and wait some more.

It can take several weeks to receive feedback about the status of your application, or you could never hear back about your application. It really depends on the amount of applications received, and the urgency to fill the position.

Tips and Tricks
Copy and paste the major duties and basic requirements description from the announcement into your resume. I only recommend this if you do actually possess all the specific skills and requirements listed in the posting
Understand the people screening your resume have little to no knowledge about the position you are applying for. They see hundreds of resumes a day, and scan resumes for key words. (Could a civilian off the street read and understand your
resume?)
Be willing to move or apply for announcements in many different areas.
The V.A and Army Corp of Engineers seem to be the agencies easiest to get an interview with For positions requiring KSA, create a document with all the questions and write in your responses out so they can be copied into the electronic form. KSA statements help the low-level HR person better connect your experience
Only about 10-15 applications are referred to the hiring manager, and only 3-5 of those are interviewed

What's next?
So you have found an announcement you are interested in, read the ENTIRE announcement and determined that you possess the specific experience they are looking for. Great, now comes the hard part.

You need to make your application stand out (from hundreds), and you do that with an excellent resume. Federal resumes are not pretty, they must contain only SPECIFIC RELEVANT experience pertaining to the announcement you are applying for. Highlight
your education and any certifications relevant to the announcement posting.

If your resume has an objective, I recommend you include the job title from the announcement, and the major duties description from the announcement.

Ten (10) years recent and relevant professional experience including business financial analysis, engineering, production and quality operations, organizational restructures, supplier management, cost structures and rates, development of communication techniques, and design and management of corporate continuous improvement deployments.
Five (5) additional years of relevant experience will be considered equivalent to/in place of a Bachelor's degree.
Proficiency with tools such as Microsoft Project (or similar scheduling tool) is preferred, with advanced MS Excel (formulas, macros, charts) and MS PowerPoint capabilities a big plus;
Any experience with "wInsight" is a huge plus;
Demonstrated experience in collecting various forms of information and producing reports, summaries, and presentations to support conclusions and/or recommendations.
Ability to establish rapport, gain an understanding of a clients/end users needs, and to help influence decision makers via strong data analysis and reporting.
Experience in statistical process control techniques is required.
Experience in the achievement of publicly recognized world-class quality, delivery, and cost performance levels for R&D, design, production or sustainment activities across multiple industry groups is desirable.

An active Secret clearance is required.
Travel Requirements: Occasional travel within the continental United States should be expected.

The ideal candidate will have a vast range of military training support experience and will have served for at least 12 years in a training capacity, will have experience with the training missions formerly carried out by US Joint Forces Command, and will have high level military education.

  

Position Requirements: 

  • Must have 12+ years of experience in military training, in the military, or as a Government Civilian with direct exposure to military training operations.
  • The successful candidate must meet three (3) of the following:
  • Knowledge and experience in the Intelligence system and capabilities for both the US and designated opposing force to include management, collection, processing and dissemination of intelligence.
  • Knowledge and experience in Special Operations Forces (SOF) simulations requirements (e.g., civil affairs, psychological operations (Military Information Support Operations), strategic reconnaissance and direct action teams).
  • Knowledge and experience in Doctrine for apportionment, allocation and employment of air combat power, air transport (intra and inter-theater), Air Land, air reconnaissance, and Air Tasking Order preparation and formatting.

Must have 5 years of professional experience as a Senior Military Systems Analyst, Military Analyst, or experience at a comparable civilian organization equaling field grade rank or above.
A Bachelor of Science or Bachelor of Arts degree in one or more of the following areas is required: management, engineering, computer science, Management Information Systems (MIS), or physical science.

Desired: 
Demonstrated experience in the preparation and conduct of seminars, study groups, and map events for general and senior field grade officers.
3 years knowledge and experience with joint/combined staff organization, functions, and procedures.
Experience in 3 of the following 4 areas: 1) program/project management, 2) emergency preparedness/operations, 3) emergency planning, 4) emergency training, or continuity program support.

Skills:

Will be responsible for coordinating and appropriate aspects of the program, such as member eligibility and ensuring satisfactory DHA completion rates
Will comply with all MTF infection control and safety procedures, practices, and standards and applicable AAAHC standards
Will maintain a working knowledge of content and intent of DOD and USAF policy regarding deployment health
Will report DHA compliance metrics and program initiatives (i.e. Population Health Working Group, Community Action Information Board) to the MTF and installation leadership

FOCI 

 

FOCI is recruiting one local volunteer (transportation manager) based in Port-au-Prince, Haiti for our handicap project.

FOCI is an international organization that intervenes to assist vulnerable populations in time of conflict or natural disasters. FOCI also involved in situation to promote the rights of persons with disabilities. In these activities, FOCI is looking for a long-term project manager to advocate, promote and make the transport more accessible to people with disabilities in Haiti in the national level.

 Responsibility
 Under the direct supervision of the program Coordinator, the transportation manager:
- Participate in the financial management of the project
- Ensure awareness of compliance with the internal rules
- Manage HR, logistics and project budget
- Managing external partner of the project
- Participate in the monitoring of compliance with the quality of work and deadlines. Interface with projects.

Working conditions
- Start: May 15, 2013 - Type of contract: CDD full-time
- Duration of contract: 15 months renewable
- Salary range: $ 300 / week depending on experience and qualifications

Experience required:
-  Experience in managing project at least 2 years in Haiti.
-  Experience at least two years in team management related to transportation is a plus.
-  Fluent in French and Creole
- Proficiency in computer skills (Word, Excel, PPT)
Degree required
* 4 years degree in sociology or urbanism

Capabilities required
* Capacity management and leadership (listening, capacity to mobilize, capacity for action and organization)
* Management and planning, responsiveness, involvement, initiative;
