2017 HOME TBRA Competitive Application
Kentucky Housing Corporation (KHC) began accepting applications for the HOME Investment Partnerships Program (HOME) Tenant-Based Rental Assistance (TBRA) program on the Universal Funding Application (UFA) on March 10, 2017. The submission deadline is Monday, April 10, 2017.

The 2017 HOME TBRA Competitive Application Guidelines-which includes specific information about how to apply for this funding round, pertinent dates, and required application fees-are available on the KHC website under Development, Single-Family, HOME TBRA as of Friday, March 10, 2017.  

Applicants must meet minimum thresholds to submit an application. New applicants are welcome.

Minimum Thresholds for Previously Funded TBRA Projects
  • Applicants with unexpended TBRA funds from a project assigned TB14 or earlier are not eligible to apply to this round for TBRA funds.
  • HOME funds awarded in 2016 (project numbers beginning with TB16) are not eligible to apply for this round of TBRA funds.
  • HOME funds awarded in 2015 (project numbers beginning with TB15) are eligible to apply, but must meet the following condition:  
    • 70 percent of funds must be expended no later than the application submission to KHC. All draw requests required to meet this threshold must be submitted to and approved by KHC no later than the application submission deadline date of Monday, April 10, 2017.
KHC HOME TBRA Policy Manual 
Applicants should refer to the updated KHC HOME TBRA Policy Manual  for more information on eligible TBRA activities and other details regarding the administration of a TBRA program. Over the past several years, the TBRA policies have been included in KHC's HOME/AHTF Policy Manual, which also included information about homebuyer and homeowner rehab projects. The HOME TBRA policies are now included in a separate, stand-alone document in an effort to provide better clarification of program policies and requirements.

Mandatory 2017 KYHMIS Project Information Submission
KHC is requesting that all non-housing project types; such as Support Service Only (SSO), Street Outreach (SO), and Prevention (PREV) complete the 2017 KYHMIS Project Information questionnaireThis survey must be completed by Friday, March 31, 2017. VAWA Implementation Rule and HCA Funding Sources
This is an important announcement for projects with the following HCA funding sources.

The U.S. Department of Housing and Urban Development (HUD) released a Final Rule: Violence Against Women Reauthorization Act of 2013: Implementation in HUD Housing Programs. This new rule was effective December 16, 2016, and applies to all the funding sources listed below. If you have a project with one of these funding sources please read the applicable rules that have been updated to include the VAWA requirements. Partner agencies are responsible for, and quality assurance staff will be monitoring the implementation and adherence to VAWA-related requirements after the effective date. In general, all HUD projects must follow 24 CFR part 5, Subpart L - Protection for Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking.  

In addition, there are specific changes to each of the following program rules: 
BoS CoC Request for Letter of Support Policy
The Kentucky Balance of State Continuum of Care (KY BoS CoC) Advisory Board has adopted a new policy for organizations requesting letters of support from the CoC for grant applications or other projects. Organizations planning to submit grant applications should read the funder's notice of funding availability submission requirements as soon as possible, in order to have ample time to request a letter of support from the CoC. Requestors will be asked to complete a form, which includes questions about how the proposed project will support the CoC's vision for homelessness to be rare, brief, and non-recurring in the BoS.  
  • Requests for letters must be submitted 10 business days before the requestor's specified "due date". 
  • All requests for letters of support must be submitted through the HCA Help Desk.
  • Once the request has been received via the Help Desk, it will be emailed to the KY BoS CoC's representatives appointed by the Board to approve support letters. The group is comprised of the board chair, vice chair, committee chairs, and one at-large member.
  • The designated representatives will have 3 business days to respond with concerns or requests for additional information.
  • Requestors will be notified within 5 business days of receipt of the HCA Help Desk request if the organization will receive a letter of support on behalf of the KY BoS CoC.
  • The request must include:
    • A completed KY BoS CoC Request for Letter of Support Form; and,
    • A copy of an editable sample letter for signature.

The form will be available on KHC's website under Specialized Housing, Continuum of Care in the near future. Organizations needing to request a letter of support at this time may request the form through the HCA Help Desk.  

PSC Ends State Low-Income Subsidy for Wireless Phones
In a press release on Friday, March 10, 2017, the Kentucky Public Service Commission (PSC) stated that it "is revamping the state program that provides assistance to low-income telephone customers and refocusing it on meeting the needs of the mostly elderly and rural customers who rely on landline phones."

Beginning Monday, May 1, 2017, PCS will no longer provide a $3.50 monthly per-customer payment to carriers that provide wireless phone service for eligible low-income customers. Eligible wireless providers will continue to receive the $9.25 per month, federal subsidy for each customer that receives Lifeline service.

PSC says it is shifting its focus to landline phones to compensate for the impending loss of the federal subsidy in December 2021, and to reduce overall operating cost of the Lifeline program. Please see the press release from the PSC for full details about this change.
Full SPDAT Training
Various Kentucky Homeless Management Information System (KYHMIS) partners have requested training for the full version of the Service Prioritization Decision Assistance Tool (SPDAT). KHC is planning a SPDAT training via webinar this spring. The webinar will be a three hour training covering how to use the VI-SPDAT pre-screens and SPDAT assessments.

KYHMIS BoS Trainings Online!
In an effort to improve efficiencies, the KYHMIS new user training for BoS is now offered online via the HCA Help Desk, under KYHMIS Training Documentation, Videos. These training videos can be accessed at any time for your convenience. Due to the new capabilities of the online training, in-person trainings will no longer be offered. Information needed to complete the homework assignments and gain access as a new user to KYHMIS can be found within the training segments.

For current users who wish to fulfill refresher training requirements, at this time, you will also access the same online training videos. Once you view the videos, credit will be given for this requirement.
