A Note from The FILCO Executive Team:  
On Friday, March 3 rd the New York State Association of Health Underwriters issued a press release in response to the suggestion that New York should adopt a "Medicare for all" approach to health insurance. Assembly member Richard Gottfried has again released a single payer healthcare proposal which he advises would save the state money if the Affordable Care Act is repealed. The idea that single payer would mitigate the impact of ACA repeal is akin to pouring gasoline on a roaring fire in the hope that it will put it out.
 
Healthcare analyst, Avik Roy, in conjunction with NYAHU, released an economic analysis of the New York Health Plan. Roy conclusively shows that the estimates used by supporters of this proposal are flat out wrong. The passage of A.4738 / S.4371 would irrevocably damage New York State's economy by nearly quadrupling the size of the entire state budget and raising state taxes by unsustainable amounts while driving businesses - and taxpayers - out of New York, and shows conclusively that the savings that Assembly member Gottfried and supporters of single payer claim will come from making the sale of health insurance in NYS illegal and replacing it with a state-government run "Medicare for all" are not factual. We have a duty to work in the best interest of our clients and their employees while assisting in providing healthcare options to protect their families. Please inform your clients that UnitedHealthcare/Oxford have terminated their agreement with St. Johns Episcopal Hospital Network as of February 15, 2017. 
*In accordance with the two-month cooling-off period mandated by the State of New York, covered services received at St. John's Episcopal Hospital will continue to be in-network through April 14, 2017.

P lease Note: 3/1/17 NY community rated group renewal notices were sent out  late, as a result some groups will be receiving a credit on April invoices, due to the requirement that a 60 days' notice of renewal. See the attached sample letters from Oxford that have been mailed.

AmeriHealth NJ:
AmeriHealth NJ has made some changes to the Select Drug Program formulary, effective April 1, 2017.   Click here for a summary of the changes for your clients.
Idilus Self Funded Plan: 
Idilus is now offering an association plan (The American Human Resource Association) licensed in all 50 states.  This association plan will have self-insured options and each group will require medical underwriting to validate the rates (the renewal increases will also be based on each specific group's claims).  With only a minimum of 20 needed to enroll, 50% participation (after valid waivers), a 48-hour turnaround time to quote and several networks to choose from, this plan could be a game changer!   Quoting can begin this April 1st, for May 1st or later effective dates. More detailed underwriting guidelines can be found here, stay tuned for more details over the next several weeks!

Medicare Spending on the Rise - Protect Your Clients
  • "Medicare spending growth is projected to have been 5.0 percent in 2016 and is expected to average 7.1 percent over the period from 2016-2025. Faster expected growth after 2016 primarily reflects utilization of Medicare covered services increasing to approach rates closer to Medicare's longer historical experience. This results in Medicare spending per beneficiary growth of 4.1 percent over 2016-2025 (compared to 1.6 percent growth for 2010-2015)."  These statistics are according to a recent study released by the Centers for Medicare and Medicaid Services on February 15, 2017.  Purchasing a Medicare Supplement will help ease some of this financial burden by covering the gaps in original Medicare.

NJ NAHU Update
A Note from NJ NAHU  
The New Jersey Association of Health Underwriters, representing health insurance brokers statewide, believes state lawmakers should not raid the reserves of Horizon Blue Cross Blue Shield as part of efforts to plug the proposed fiscal 2018 state budget.
Horizon, as the state's largest health insurer serving more than 900,000 Medicaid members, helps New Jersey's most vulnerable and financially challenged residents. Taking money from families that Horizon insures, including people who rely on Medicaid, will only make insurance more expensive and less secure in New Jersey
The claim that Horizon and its policyholders have an "abundant surplus" is just plain wrong. It is our firm understanding that those reserves have only enough to cover 75 days of claims or just a single day of hospital care for every person Horizon insures. 
Moreover, the company's net income was less than 1 percent of revenues in 2016. Despite being structured as a not-for-profit, Horizon paid more than half a billion dollars in federal, state and local taxes last year. 
While other insurance companies have left, Horizon has stayed in the Affordable Care Act marketplace, demonstrating its ongoing commitment to New Jersey.
