March 2018 Tarheel Scouter
Dear Scouts and Scouters:

There is nothing more important that we do as Scouters than protect the Scouts in our care. I greatly appreciate how our leaders take this charge seriously. You will notice there are several articles in this month’s Tarheel Scouter regarding youth protection .
 
An unfortunate part of my responsibilities as Scout Executive is to deal with youth protection issues. They make my skin crawl. My wife tells me, “You’re not supposed to like youth protection issues.” Please read and heed the updated youth protection policies for troops . New rules apply starting June 1 – take action now. Several situations of which I am aware could have been prevented if Scouts were better educated to protect themselves. I strongly encourage troops to show the video A Time to Tell at a troop meeting and lead a group discussion before summer camp. More information can be found here . The all new YPT 2.0 training was released February 1. ALL registered leaders must take the new training no later than November 1, 2018. There are four segments which may be completed one at a time or all at once.
 
May 1. That’s the date girls may register as Cub Scouts in the East Carolina Council. The Council Executive Committee determined this made the most sense for our council. Girls in kindergarten through 4 th grade will be included in spring recruiting in time for Cub Day Camps this summer. New Cub Scout handbooks will be released in late May and will include pictures of girls and the new red Wolf neckerchief and hat.
 
The BSA is committed to the single-gender nature of Scouting. Boys and girls will be in separate dens at the Cub Scout level and in completely separate units at the Boy Scout age. The BSA announced on March 6 that girls ages 11 – 17 may join beginning February 1, 2019.
 
Registration is open for National Youth Leadership Training (NYLT) at Camp Boddie this August. I promise the knowledge and skills a Scout learns there will improve your troop, crew, or ship. Space is limited to the first 48 applicants. The participant application can be found here .
 
Only three spaces remaining for Scouts from East Carolina Council to register for the 2019 World Scout Jamboree . There are still adult leader openings as well. I had the opportunity to attend one many years ago. Phenomenal experience. I highly recommend anyone interested read the information and apply.
 
I’m excited to announce the Camp Boddie pool is being refurbished and will be ready for summer camp.

Scouter Code of Conduct
 
On my honor I promise to do my best to comply with this Boy Scouts of America Scouter Code of Conduct while serving in my capacity as an adult leader:
1.     I have or will complete my registration with the Boy Scouts of America, answering all questions truthfully and honestly.
2.     I will do my best to live up to the Scout Oath and Scout Law, obey all laws, and hold others in Scouting accountable to those standards. I will exercise sound judgment and demonstrate good leadership and use the Scouting program for its intended purpose consistent with the mission of the Boy Scouts of America.
3.     I will make the protection of youth a personal priority. I will complete and remain current with youth protection training requirements. I will be familiar with and follow:
a.      BSA youth protection policies and guidelines, including mandatory reporting: www.scouting.org/YouthProtection.aspx
b.      The Guide to Safe Scouting : www.scouting.org/scoutsource/HealthandSafety/GSS.aspx
c.      The Sweet Sixteen of BSA Safety:
4.     When transporting Scouts I will obey all laws, comply with youth protection guidelines, and follow safe driving practices.
5.     I will respect and abide by the Rules and Regulations of the Boy Scouts of America, BSA policies, and BSA-provided training, including but not limited to, those relating to:
a.      Unauthorized fundraising activities.
b.     Advocacy on social and political issues, including prohibited use of the BSA uniform and brand.
c.      Bullying, hazing, harassment, and unlawful discrimination of any kind.
6.     I will not discuss or engage in any form of sexual conduct while engaged in Scouting activities. I will refer Scouts with questions regarding these topics to talk to their parents or spiritual advisor.
7.     I confirm that I have fully disclosed and will disclose in the future any of the following:
a.      Any criminal suspicion, charges or convictions of a crime or offense involving abuse, violence, sexual misconduct, or any misconduct involving minors or juveniles.
b.     Any investigation or court order involving domestic violence, child abuse, or similar matter.
c.      Any criminal charges or convictions for offenses involving controlled substances, driving while intoxicated, firearms or dangerous weapons.
8.     I will not possess, distribute, transport, consume, or use any of the following items prohibited by law or in violation of any Scouting rules, regulations and policies:
a.      Alcoholic beverages or controlled substances, including marijuana.
b.     Concealed or unconcealed firearms, fireworks, or explosives.
c.      Pornography or materials containing words or images inconsistent with Scouting values.
9.     If I am taking prescription medications with the potential of impairing my functioning or judgment, I will not engage in activities which would put Scouts at risk, including driving or operating equipment.
10. I will take steps to prevent or report any violation of this code of conduct by others in connection with Scouting activities.
Updated Adult Registration Requirement
Beginning with 2018 Boy Scout Camp Season
The BSA’s new adult registration requirements announced November 1, 2017 mandate that all adults accompanying a Boy Scout troop to a residence camp or other Scouting activity lasting 72 hours or more must be registered as a leader , including completion of a criminal background check and Youth Protection Training — effective June 1, 2018 , at the start of the BSA’s summer camp season.
With the increased emphasis on youth protection and safe Scouting, this new requirement applies to the area of “highest risk” insofar as Boy Scout activities involve the most youth whose parents are not present. This will serve as an added layer of protection for our highest risk activities.
Requiring registration, background checks, and YPT for adults on Boy Scout extended activities adds another dimension of protection. Additional requirements, such as mandatory YPT for any adult participating in a unit activity, shortening the activity period requirement from three nights, and extending the registration requirement to additional programs, are under consideration for future action. Recognizing the affect these requirements have on parents and programs, this first step is being taken to underscore how important youth protection measures are to safe Scouting.
The BSA fully recognizes the affect these requirements will have on parents and programs and offer the following clarification:
  • This change applies to the Boy Scout program only at this time
  • The new requirement applies to any adult accompanying a Boy Scout group on a single Scouting activity where they are present for three or more nights (not necessarily consecutive)
  • These adults must be registered as leaders, including the completion of a BSA Adult Application, a criminal background check and Youth Protection Training before the activity.

2018 ECC Webeloree
Wild Wild West
The East Carolina Council Webeloree is right around the corner.  Don't let your Webelos Dens miss out.  Webeloree will be held at Camp Charles near Bailey NC the weekend of Friday March 23 rd  – Sunday March 25 th.  The weekend theme is “Webelos of the Wild West” 
 
The Webeloree is modeled after what a Boy Scout Camporee will be like.   There will be pack events such as BB and Archery, campfire skits, campsite inspections, along with a surprise event.  All the Saturday morning events are ‘divided patrol’ based. (All Webelos divided into equal size Patrols with no Pack affiliation). So each Webelos will be in a patrol with some people they do not know. They will have to work together to overcome various events.  There will also be a dutch oven cook off for the leaders to take a part in. 
 
At the Saturday night campfire there will be a chance for your Webelos to have an Arrow of Light / Crossover ceremony by the Order of the Arrow.   The Toisnot Chapter of the Order of the Arrow will have a trading post open with various snacks, drinks, and items for sale.

Zombie Outbreak!
2018 Pitt District Cuboree
Are you prepared for a zombie epidemic? Join Cub Scouts from all over Pitt District on March 23-25 at Camp Boddie as they learn the necessary skills in the event of a zombie apocalypse.

Saturday events will include building zombie response kits, emergency preparedness, plant defense against the zombie virus, BB shooting, slingshots, and teambuilding games because you won't survive a zombie outbreak alone. Saturday day will conclude with a zombie-themed campfire program and a zombie-free Crossover Ceremony.

Croatan Lodge 2018 Award Banquet
Time of Recognition
"To close out 2017, and enter into 2018, Croatan Lodge hosted the annual lodge banquet on Saturday, February 3rd, 2018. It was a later date than planned… thanks to the snow… but as always, a good time was had by all. The event was kicked off by an exquisite North Carolinian feast– BBQ. We then had the honor of hearing former Klahican Lodge Chief, Ethan Syster deliver an encouraging message. From there, we rolled into the night’s awards. The Fall Fellowship and Indian affairs winners were recognized. Those scout that completed the requirements to be a First Year Arrowman received the like named coveted patch. The 2017 Vigil class was recognized again. With the tragic passing of Mr. Arnie Formo, Croatan decided to pay tribute to the man that gave so much to the Lodge. Once we had laughed over the stories of Arnie’s time at Boddie, we recognized one adult and one youth that would receive the Founder’s Award. Mathew Hodges and Gil Respess received this well deserved award. Mathew delivered the State of the Lodge Address and the new Lodge officers for the 2018 year were installed, among them, was the new Lodge Chief, Kyle Furgason. Kyle delivered a powerful message to give everyone a glimpse at the incredible year that is beginning to unfold."
24 th World Scout Jamboree Mondial
July 22 – August 2, 2019

Only 3 remaining spaces for youth from East Carolina Council.  Don’t miss this true once-in-a-lifetime Scouting experience comes once every four years. The World Scout Jamboree, organized by the World Organization of the Scouting Movement (WOSM), brings Scouts from 169 countries together for two weeks to share their Scouting and cultural experiences. Requirements and prices are set by WOSM. This WSJ is co-hosted by the United States, Canada, and Mexico. The Southern Region has notified us they are still looking for more adult leaders.

·          Youth participants : Boys and girls age 14 to 17 on the first day of the Jamboree. (Birthday between July 22, 2001, and July 21, 2005)
·          Adult leaders :   Age 18 or older on the first day of the Jamboree. (Birthday before July 22, 2001
·          IST (Staff) : Age 18 or older on the first day of the Jamboree. (Birthday before July 22, 2001)
 
Cost:
·          Scouts and Leaders: $2,500. Price includes travel from a “hub city” to be announced later.
·          IST (Staff): $1,800 (plus travel costs)

Scouts
Scouts will be notified if they have been accepted or are being put on a waiting list. Applicants on the waiting list that are not selected will receive a full refund (including their initial deposit).
 
Leaders
There will be four leaders per unit. BSA area and regional leadership will select leaders based on the leader qualifications.  The Southern Region has notified us they are still looking for more adult leaders.  Leader applicants who are not selected will receive a full refund and encouraged to apply for the International Service Team.
 
IST (International Service Team)
Once approved by the U.S. contingent leadership, the application will be sent to the WSJ organizers. The host will notify the applicant of acceptance and job assignment. Some assignments will likely be given in 2018 and some in 2019. If an applicant is not accepted, he or she will receive a full refund.

Neuse Basin Silver Basin Recognition
2017 Silver Beaver Award
On February 25, Jennifer Potter was one of four recipients of the East Carolina Council BSA Silver Beaver Award.   The award is a council-level exceptional character and distinguished service award of the Boy Scouts of America. 
 We in Neuse Basin District are proud of her selection and of the work she and other Volunteers before her that have been so recognized.

Leader Training
Are you WEATHER Smart?
 
The weather is improving, and more Scouts will be getting out and about in the outdoors. Have your leaders taken Hazardous Weather Training? This training must be renewed every two years. Keep your Scouts and leaders safe. It takes 30 minutes online to renew/take this course which is required of at least one leader per outing. 
 
Are your training certifications CURRENT?
 
Keeping Scouts safe and keeping Scouting leaders up-to-date with current information and methods means that some courses need to be retaken. Below is a list of these.  Note that Youth Protection accreditation of the old course taken prior to Feb 2018 expires 10/1/2018 due to new course content regardless of the current listed expiration date. Upon taking the new Youth Protection training, the course must be renewed 2 years from the certification date.

NOTE: There are courses that are required for a unit (Pack/Troop/Crew/Team) to safely camp with youth. Offering these training courses requires a lot of man power and time. While these certifications may not expire, it is a good idea to take these again if it has been several years. The syllabus changes, as well as, the sharing of ideas between leaders will allow you to enhance the program for the youth. It is also a fun time to camp with adults and meet other leaders in the Council.
By the way, the Volunteer Training Committee encourages you to take the most current training courses for your Scouting position even if you are considered “trained” as a result of taking an older course. It is always better for our Scouts when their leaders stay up-to-date!

YOUTH PROTECTION TRAINING 2.0 (YPT2) RELEASED
On February 1, 2018, the Boy Scouts of America released updated youth protection training, called YPT2. There is now only one YPT training for all levels of Scouting adults from Cub Scouts through our young adult programs. This is the one designated Youth Protection Training for all adults.
 
The mandatory training is closed captioned and includes three modules covering the following:
·          Overview and Policies
·          Sexual Abuse
·          Bullying
 
YPT2 is accessible from a my.Scouting.org account, but BSA registration is not required to take the training. BSA chartering organization members are welcome to take the training free of charge. The training certificate will only be available for printing after completing the three required training modules and passing the test which completes the Youth Protection Training. The training certificate must accompany a new BSA adult application.
 
By October 1, 2018, all new and currently registered leaders will be required to complete the updated training . The enhanced and updated content will allow leaders and councils to comply with all current legal requirements. While this may be inconvenient for some, it reflects the BSA’s commitment to the safety of all youth.
 
Other recently announced new policies to ensure compliance with mandatory training requirements, including:
  • As of January 1, 2018, no new leader can be registered without first completing youth protection training.
  • As of January 1, 2018, no council, regional, or national leader will be allowed to renew their registration if they are not current on their Youth Protection Training.
  • As of September 1, 2017, no unit may re-charter without all leaders being current on their Youth Protection Training. Registrars no longer have the ability to approve charters without full compliance.
·          Effective for the 2018 BSA summer camp season, all adults accompanying a Boy Scout troop to a residence camp or other Scouting activity lasting 72 hours or more must be registered as a volunteer, and complete YPT2.
·          Adult Youth Protection Training is required for adult program participants 18 years or older. Adult program participants (Venturing, Order of the Arrow, Exploring) must complete adult Youth Protection Training before submitting their adult application.
·          The only position exceptions to taking the required the Youth Protection Training are institutional heads of chartering organizations and adult partners in Tiger and Lion programs.
·          Parents and guardians are strongly encouraged to take the training.
·          Youth Protection Training for youth members will be available in 2019.
·          New supplemental youth-on-youth training resources required for camp staff were released.
 
 
The announcement from the National Key-3 stated, “When it comes to the safety of children, our goal is to continually improve. Sustained vigilance on youth protection is a central part of our culture. Nothing is more important than the safety of our children. The Boy Scouts of America will not stand by while people take advantage of our trusted program to harm children.”
