North Hill Status Report

You may remember when mobile homes populated North Hill, a 33-acre site owned by the Fairfax County Redevelopment and Housing Authority (FCRHA). North Hill is part of 48 acres that FCRHA acquired in 1991 using federal Community Development Block Grant (CDBG) funds. (The other 15 acres were redeveloped into Woodley Hills Estates, a manufactured home community containing 115 mobile home pad sites.)
 
With its topography and problem soils, North Hill is difficult to redevelop. Nevertheless, the FCRHA received a development proposal for North Hill in 2012, which triggered a Request for Proposal (RFP) process under Virginia's Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA), which was designed to bring private sector expertise to public projects, saving time and money. The outcome of the PPEA's RFP process was the selection of CHPPENN I, LLC, a partnership of Community Housing Partners and Pennrose Development, to develop the property. An interim agreement was reached in January 2015, and a community outreach meeting was held in May 2015.
 
After a lengthy due diligence and negotiation procedure, the proposal has been refined to include 278 multi-family units for affordable housing, and up to 195 townhomes, some reserved for first-time home buyers. The multi-family units would be subject to set-asides at various income levels, with the lowest rents for one tenth of the units priced for those making 30% of the Area Median Income (AMI). While this sounds like a small amount, it should be noted that AMI is more than $109,000, so the affordable units would be rented by families generally making $32,760 to $65,520 annually.
 
In addition to homes, more than one third of the total property would be set aside as public parkland.
 
The community will have more opportunities to weigh in on the proposal. As the property is currently zoned C-8 (Highway Commercial) and R-2 (two detached houses per acre) and planned for passive recreational use, the Comprehensive Plan will need to be amended and the property rezoned, both of which will require public hearings before the Planning Commission and Board of Supervisors.

Embark Richmond Highway moves along
 
"Embark Richmond Highway" is the name given by Fairfax County to the process of planning for future transportation improvements along the corridor: widening the road to a consistent six lanes with bicycle and pedestrian facilities, median-based Bus Rapid Transit (BRT), and an eventual two-stop extension of Metro's Yellow Line.
 
The Embark Advisory Group began meeting in the summer of 2015, but only recently has a regular meeting schedule been set; meetings will be scheduled on the fourth Monday of each month, alternating between mornings and evenings.
 
So far, the county staff has drafted a set of Planning Objectives and Areawide Recommendations that would replace the existing sections in the Area IV volume of the county's Comprehensive Plan. Staff presented boards that included existing conditions for land use, transportation, parks and recreation and heritage resources in the corridor. Existing conditions of environmental, schools, public safety libraries and housing will be presented at a future meeting.
