Mandatory BoS KYHMIS Data Clean-Up Deadline and Webinar
The U.S. Department of Housing and Urban Development (HUD) System Performance Measures include a set of seven measures that each Continuum of Care (CoC) must submit to HUD annually. The set includes: total number of people experiencing homelessness, length of time people spend experiencing homelessness, percentage of people who leave homelessness to permanent housing, number of people who return to homelessness, and more.

Kentucky Housing Corporation (KHC) must submit the Kentucky Balance of State (KY BoS) CoC data in May. 

All housing projects in the Kentucky Homeless Management Information System (KYHMIS) are required to be included in system performance measures, regardless of funding. At this time, SSO, PREV, and VSPs will not have to submit data for system performance measures.

Agencies must complete data quality and completeness clean-up using the System Performance Measures Data Clean-Up Guide  and submit an accurate 640 report by Wednesday, May 10, 2017 to the  HCA Help Desk with the subject line '640 Report'.

New this year is a Data Quality Tab that must be submitted with the System Performance Measures. This tab is where KHC will have to submit data for the BoS for multiple project types for four separate years (FY13-FY16) to give HUD an overview of where our CoC's data quality is in HMIS.
Statewide Full SPDAT Webinar with OrgCode
KHC and OrgCode will be hosting a statewide full SPDAT webinar training from 1-4 p.m. ET, on Wednesday, May 24, 2017. To ensure each person wishing to attend has access to a training site, we have asked representatives from each Area Development District (ADD) to host a training location. If there is not a training site located close to you and/or your agency, please email Ashley VonHatten at [email protected] to find a location or create a new training site to accommodate the need.

Learning Opportunities for KHC
In recent weeks, Wendy Smith, KHC consultant, trained Housing Contract Administration (HCA) on the HOME program. Now, HCA will begin applying our new knowledge to your projects. As we work our way through your documentation, please be patient with us as we ask you more questions and analyze your numbers in a different way. We are trying to be more familiar with your projects and your styles for putting them together. We just want to help support you and think this an excellent opportunity for all of us!
VAWA Implementation: Emergency Transfer Plans Required by June 14, 2017
VAWA applies to: HOME, ESG, COC, and HOPWA funding sources.
HUD released a  Final Rule: Violence Against Women Reauthorization Act of 2013: Implementation in HUD Housing Programs. This new rule became effective December 16, 2016, and applies to all the funding sources listed below. All partners receiving funds through one of the programs listed must implement The Emergency Transfer Plan requirement by June 14, 2017. 
 
If you have a project with one of these funding sources please read the applicable rules that have been updated to include the VAWA requirements. Partner agencies are responsible for, and HCA quality assurance staff will be monitoring for compliance on, the implementation and adherence to VAWA-related requirements after the effective date.
 
COC, ESG, and HOME TBRA Toolkits have been updated and HUD's Model Emergency Transfer Plan is included as a required form. Please refer to the program rules for the funding your agency receives to ensure you complete the Emergency Transfer Plan as applicable. If you have questions, please submit a request through the  HCA Help Desk.

In general,  all HUD projects must follow  24 CFR part 5, Subpart L - Protection for Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking.
