Bfields 2013 Networking Event for MN attendees at Brownfields 2013
The U.S. Environmental Protection Agency (EPA)'s Brownfields conference in Atlanta is rapidly approaching. If you plan to attend, mark your calendars for a free networking/social event for Minnesota attendees on Wednesday, May 15 from 6:30-9:30 p.m. Come after visiting the exhibit hall, before the environmental justice caucus, or stay for the whole evening. An email with further details will be sent shortly.    


MPCA logo Staff Changes within Minnesota Pollution Control Agency

Hans Neve, currently supervisor of the Minnesota Pollution Control Agency's (MPCA) Voluntary Investigation and Cleanup (VIC) program, will be moving to the MPCA's Superfund area. Replacing Hans as the VIC program supervisor will be Gary Krueger. Hans has been a representative on Minnesota Brownfields Advisory Committee for the past few years. We appreciate his efforts within the VIC program and wish him success in the future.  


Comments Sought on Draft Soil Leaching Value Guidance
The MPCA Remediation Division has posted a Draft Soil Leaching Value (SLV) Guidance for public comment on their webpage. The guidance can be used for evaluating risks posed by leaching of contaminants in soil to groundwater.  Comments will be accepted until Monday, May 13, 2013 and should be directed to Hans Neve via email

Bill Tracker:  Environmental Response Fund 
As of this writing, the provision to reinstate the mortgage registry and deed tax funding Hennepin and Ramsey County's Environmental Response Funds are now included in both the House and Senate Omnibus tax bills, HF677 and SF552 At issue is whether to extend the sunset for 10 years or to eliminate it altogether. Stay tuned for further updates between now and the end of the 2013 Session.


Dakota County Hearing on Solid Waste Management Ordinance 
The Dakota County Board of Commissioners will hold a May 7th public hearing on a proposal to amend Dakota County Ordinance No. 110, Solid Waste Management.  Major amendments include a new section regulating off-site use of minimally contaminated soil from development projects and road construction projects, with new definitions, exclusions, and sampling requirements for the re-use of minimally contaminated soil.  The hearing will be held at 9:00 a.m. on May 7 in the County Board Room, Dakota County Administration Center, 1590 Highway 55, Hastings. Copies of the proposed amendments can be found on the Dakota County website. Comments can be emailed until 4:30 p.m., May 6, 2013. 
   

Brownfield Grant Round Details
The Minnesota Department of Employment & Economic Development (DEED)'s Contamination Cleanup and Investigation Program, expects to grant approximately $4M in funds; applications were due on May 1. Meanwhile, Hennepin County expects to grant between $1-1.5M through the Environmental Response Fund. The Metropolitan Council Livable Communities Tax Base Revitalization Account and Ramsey County Environmental Response Fund will also be evaluating grant applications this month. Draft Petroleum Vapor Intrusion Guidance Released  
The U.S. Environmental Protection Agency recently released draft guidance for addressing petroleum vapor intrusion at leaking underground storage tanks. Comments can submitted until May 24th.  Click here to view the draft guidance.
