National Recreation and Park Association (NRPA), in collaboration with Disney, ESPN and ABC, will provide 16 communities with resources to improve local parks through projects that connect kids to nature, inspire kids and families to live healthier lifestyles, and increase access to sports for youth through the Meet me at the Park Earth Month campaign.

Throughout the month of April, the general public will have the opportunity to nominate a city or town anywhere across the country to be entered for the chance to receive a $20,000 grant that will be used to support a local park within that community.

Peoria City Council Studies Budget for Fiscal Year 2019

Peoria City Council this week reviewed the proposed Fiscal Year 2019 Budget. The total proposed budget of $660 million maintains core citizen services with small, but necessary, adjustments to utility rates and without any increases to taxes.

"The FY 2019 proposed budget addresses key areas that council and city leadership have prioritized for the coming year, including public safety, economic development, neighborhood initiatives, youth and recreation, and capital improvements," said Peoria City Manager Jeff Tyne. "The budget is an excellent balance that will both address community needs and maintain the city's healthy fiscal path."

The proposed budget is comprised of four major categories: the operating budget at $294.4 million represents the day-to-day operations of the city; the capital budget at $277.1 million entails large, one-time capital projects; debt service payments at $41.5 million; and contingency reserve at $47 million. Also, the city is proposing a 10-year Capital Improvement Program (CIP) of $729.1 million.

As the community grows, new projects and amenities are needed to serve a growing population and maintain service levels. As the CIP is updated, city leaders took a hard look at the community needs and re-prioritized projects, timing, and funding to create a balanced set of amenities that will serve the community and further council goals. The recommended CIP includes major investments in economic development, parks, roadways, public safety facilities, and water and sewer infrastructure. This includes funding for the construction of several major projects already underway, including the expansion of the Pyramid Peak Water Treatment Plant, the Happy Valley Road Widening between Lake Pleasant Parkway and the Agua Fria River. Additionally, the CIP includes financial support for the Innovation Center in the P83 Entertainment District. Funding for the construction of Peoria's third community park is programmed in FY 2019, as is the Old Town Peoria identity plan and the Pedestrian and Shade Master Plan to enhance public spaces and the livability of the community.

"Creating and managing a balanced budget is one of the most important responsibilities of city government," said Mayor Cathy Carlat. "And, as we begin this process for FY 2019, we remain focused on our community's goals and long-term considerations to ensure every tax dollar is put to work for those that call Peoria home."

While the revenue picture is improving, expenditure growth across all city operations continues to outpace expected revenues. The FY 2019 proposed budget strikes a balance between available revenues and the needs of a fast-growing community. Priority areas within the proposed budget include:
  • Public Safety: Public safety is a critical component to Peoria residents' quality of life. The FY 2019 budget includes 12 new positions: three police officers, six police service officers, a police support assistant, a communications specialist and a crime prevention education coordinator. Police service officers provide organizational and administrative support, help coordinate community programs and perform technical tasks that lighten the workload of sworn police officers. Additionally, the Peoria Fire-Medical Department will expand ambulance service within the city, increasing from two to four fulltime ambulances and 14 new firefighters. New equipment and technology will help the organization continue its emphasis on data-driven and community-based policing and training for eight new paramedics, which will enhance community care.
     
  • Neighborhoods: These efforts will be supplemented by several neighborhood-focused initiatives. The city is able to continue supporting the Community Works Program, which provides for small, targeted capital improvements that make an immediate difference. New this year, a Park and Retention Basin Refresh Program is proposed to address existing landscaping and aesthetics improvements within and around Peoria neighborhoods. And, lastly, a Support and Resource Center is proposed in FY 2019 to provide direct program services, intake and referral services to residents throughout the community.
     
  • Youth and Recreation: The city has a long history of providing family-friendly and culturally diverse events. The FY 2019 budget continues funding these popular events throughout the community. Additionally, the budget includes important repair and maintenance needs at various parks and recreation facilities.
     
  • Economic Development: One of the keys to any community's quality of life is a vibrant and diversified economic base, with both a qualified workforce and quality jobs. As such, the recommended budget includes investments in a number of economic development initiatives and projects. An example of this is a new partnership with Arizona State University to create a unique entrepreneurial development program, assisting companies and attracting new innovators to Peoria. This program, called the Peoria Forward Plan, will anchor the future Innovation Center at P83.

New Artistic Mural at Theater Works

Theater Works, the master tenant at the Peoria Center for the Performing Arts, received a wonderful gift from Peoria resident and local business owner Thom Gyder.

With a mission to increase the presence of arts in Old Town Peoria, Mr. Gyder generously commissioned and gifted a new artistic mural to adorn the walls at Theater Works.  The art was designed and executed by Maggie Dewar and R. Wall of Mural Mice Universal.

Arizona Watercolor Association Spring Show

The West Valley Art Museum, located inside Peoria City Hall, will open a new exhibit on April 16, which will run through May 24, 2018.

Peoria Celebrates Earth Day with  'Planetpalooza' 

The third annual Planetpalooza Earth Day Festival is Saturday, April 21 from 4 to 8 p.m. at Westwing Park, located at 27100 N. Westwing Parkway. The festival cultivates and celebrates the natural resources the environment has to offer through food, music, learning, entertainment and family fun.
 
"The City of Peoria recently achieved a STAR Community Rating for national leadership in sustainability; and as we continue to demonstrate our commitment to carefully managing our precious resources, we are proud to offer Peoria families fun and engaging ways to learn more about how they can incorporate sustainability into their own lives," said Mayor Cathy Carlat.
 
The festival will feature student and adult recycle fashion shows hosted by WHAM Art Association. Garden demonstrations, beekeepers, the Mad Scientist, recycled artwork and Peoria's Desert Defenders superheroes will be on hand to promote water and energy conservation and recycling. Deb's Dragons and Phoenix Herpetological Society will be there to teach our youth about the importance each animal plays in our eco-system.
 
Attendees can learn to be more sustainable in daily life while also enjoying giveaways, crafts, the Eco Kids' Zone, Front Porch Pickins Handcrafted items, food trucks and live music from VansGuard and The Hamptons, photo booths, face painting, hippie hula hoop entertainment and more.
