 Police Civilian Arrested for Theft from Explorer Post

On November 4, 2015, the Elgin Police Department became aware of an unauthorized checking account being utilized by the Elgin Police Explorer Post. All financial transactions involving the Explorer Post were supposed to have been handled through the normal city finance system where rules are in place to ensure financial transactions are authorized and fall within generally accepted accounting practices. It was determined that civilian Animal Control Officer(ACO) James Rog ran the unauthorized account and handled all of the financial transactions for the Explorer Post. ACO Rog was ordered to provide all of the financial records to police administration to ensure there were no inappropriate transactions. On November 11, 2015, ACO Rog submitted financial records from 2015 which appeared to be suspicious. ACO Rog was immediately placed on administrative leave while a criminal investigation was conducted.

During the criminal investigation, it was determined that the unauthorized Explorer checking account had been opened in March of 2012. Personal withdrawals from the account started in 2012 and continued until the account was audited in November of 2015. Investigators analyzed thousands of financial documents including various financial accounts, fundraising records and records from Explorer program activities. The investigation showed that ACO Rog stole $6,063.78 from the Explorer program.

The Kane County State's Attorney's Office was contacted and after reviewing the facts of the case, authorized two counts of Theft (class 3 felony) and two counts of Official Misconduct (class 3 felony) against Rog. A warrant was obtained for Rog with a bond set at $40,000 (10 percent applies). Rog was arrested on January 4, 2016 and posted $4,000 bond. He resigned his position with the City of Elgin.

Chief Swoboda stated, "I am very disappointed that one of our employees betrayed our trust and the trust of the community. The Elgin Police Department is committed to self-policing and taking appropriate action when we discover inappropriate conduct. This isolated incident should not reflect on the dedicated and professional employees who serve with honor everyday."

The public is reminded that an arrest is not evidence of guilt and that all defendants in a Criminal case are  presumed innocent unless and until proven guilty in a court of law.
