The Michigan Sheriffs' Associations began a new communications campaign last month and the  feedback we received from our citizen members has been overwhelmingly positive!  I can't tell you enough how much your support means to us.  It is literally the difference between us being able to continue our mission and having to close our doors.

I would like to continue our communications with a report on our training activity for the last two weeks in May and first two weeks in June.  On May 15 the Michigan Sheriffs' Association held an Open House at our new offices.  The very next week we held Honor Guard Training in Alpena and June 9-11 we hosted our Summer Conference in Bellaire.  Articles on those events are included below.

Recently the Michigan Sheriffs' Association mailed a Special Appeal to our members asking for additional support for our many training programs.  Each year the we provide training for 1,500 - 1,800 Sheriffs, Undersheriffs, Jail Administrators, command staff, deputies and civilian volunteers.  We do this all while working diligently to protect your Sheriffs' funding levels, monitoring legislation for changes which will impact Law Enforcement, providing your local Sheriffs with individual counsel, preparing public service messages and much, much more.  Did I mention we do all this (and more) with a staff of just four full-time and three part-time employees?  These are just a few of the many reasons why any support you can give us is greatly appreciated!

Programs Facilitated by the Michigan Sheriffs' Association for your Sheriff:
  • Director's Updates are sent to your Sheriff and his command staff outline proposed legislation, newly passed Public Acts which affect law enforcement, recent court rulings which affect law enforcement, changes to funding, grant opportunities and much more.  They help keep your Sheriff "in the loop".
  • MISSION - the Michigan Sheriffs' Special Investigation Operations Network was formed to provide every Sheriff in Michigan with the skilled resources necessary to resolve complex internal investigations.
  • SMMART - the Sheriffs and Municipal Memorial Assistance Response Team responds to a line of duty death anywhere in Michigan.  This specialized team has in-depth knowledge of the intricacies involved in planning a funeral for an officer killed in the line of duty.
  • STOPPED - Sheriffs Telling Our Parents and Promoting Educated Drivers is a FREE parental notification program available to anyone who allows their vehicle (car, boat, ORV, moped, motorcycle, snowmobile...) to be driven by someone under 21.   
  • TRIAD - community based groups of seniors are encouraged to form partnerships with their county sheriff and local law enforcement.  TRIAD provides advice, training and technical assistance to community-based crime prevention programs for senior citizens.
  • Training - the Michigan Sheriffs' Association hosts as much training as we can throughout the year including three major conferences (Fall, Summer and Victim Services), three week-long academies (Marine Officer, MISSION Investigator and Honor Guard) and dozens of one and two-day specialized training events.
  • Partnerships - the Michigan Sheriffs' Association partners with many vendors who provide grant opportunities and other forms of support to your Sheriff.  For example:  State Farm funds an Arson K-9 program which fully funds the cost of the purchase of an arson dog and training for the dog and handler. To be eligible for this program your Sheriff needs a recommendation from us. In addition companies like Verizon and Securus Technologies provide funding to the families of deputies and corrections officers killed in the line of duty.

Summer Conference

MSA had members of Michigan K9 Search and Rescue stop in to speak with the Sheriffs.  MiSAR is a non-profit organization that provides K-9 search teams to law enforcement free of charge.  Teams may be called in 24/7/365 to help locate a missing child or vulnerable adult.  Pictured Tim Burns and Rio.  They are trained in air scent search.

West Bloomfield Police Chief Mike Patton (center) and the parents of slain Sergeant Patrick O'Rourke, Dan & Arlene O'Rourke attended our 2013 Memorial Banquet.  Sgt. O'Rourke was posthumously awarded the Sheriffs' Cross.


Calhoun County Sheriff Matt Saxton, Antrim County Sheriff Dan Bean, MSA President Mackinac County Sheriff Scott Strait and Oscoda County Sheriff Kevin Grace all graduated from Lake Superior State University.

MSA Summer Training Conference

More than 150 Sheriffs, Undersheriffs, Jail Administrators and Executive Assistants attended the Michigan Sheriffs' Association's annual Summer Conference June 9-11 in Bellaire.  Among the many topics presented were "Next Generation 911" and "Next Generation Identification".  State 911 Administrator Harriet Miller-Brown discussed the changes necessary to the state's antiquated 911 system and FBI Consultant Peter Fagan discussed the new techniques being used to identify suspects.

This year we were pleased to have the Sheriffs' Administrative Assistants join us for training. They were offered sessions on Ethics, Family Medical Leave Act, Military Leave, Anatomy of a Lawsuit and Workers Compensation.

Each year we open our Summer Conference with a Memorial Banquet where we honor Sheriffs' Deputies from across the country and any law enforcement officer from Michigan who made the ultimate sacrifice while doing their sworn duty in the past year.  The Memorial Service is followed by dinner and Awards Presentation.  This year six officers were honored by the Michigan Sheriffs' Association.  They are:
  • West Bloomfield Sergeant Patrick O'Rourke received the Sheriffs' Cross posthumously.  Sgt. O'Rourke was killed in the line of duty on September 9, 2012.   • Ionia County Detective Phil Hesche & Ionia County Deputy Fredrick Straubel received Sheriffs' Medals of Honor for meritorious actions on June 22, 2012 when the City of Ionia was under attack by an armed man.   • Mason County Sergeant Oscar Davila and Deputy Derrek Wilson received Sheriffs' Medals of Honor for meritorious actions on June 26, 2012 when they responded to an "officer down" call and confronted an armed gunman.  Pictured from left are Sergeant Oscar Davila, Deputy Derrek Wilson, Mason County Sheriff Kim Cole and MSA President Mackinac County Sheriff Scott Strait. 
  • Oakland County Deputy Sarah McCann received a Sheriffs' Medal of Honor for her meritorious actions on January 6, 2013 when she responded to a domestic dispute and was attacked by an armed, mentally unstable man. All together more than 30 hours of training was provided to your Sheriff, Undersheriff, Jail Administrator and their Administrative Assistants over the three-day conference.

SMMART Honor Guard Training
New Honor Guard Members Graduated May 24

 

 

 

Sixty Law Enforcement Officers and Firefighters representing more than 30 agencies across Michigan participated in a Memorial Service honoring Otsego County Sheriff's Deputy Carl Darling Friday, May 24. Darling, who was killed in the line of duty in 1986, received this special service as part of the final exam and graduation for the Officers and Firefighters who are completing a week-long Honor Guard Training School.

 

The school's hosts - Sheriffs' & Municipal Memorial Assistance Response Team (SMMART - Line of Duty Death Team) - brought in the nationally renowned DFL Honor Guard Training to provide instruction in proper flag etiquette and funeral protocol when laying to rest an officer who has given his life in the line of duty. This is the very same training given to our nation's finest honor guards currently serving at Arlington National Cemetery.

 

"While the honor guards for the various agencies will perform many different tasks, none are as important or hollowed as the funeral of a fallen brother or sister," said Michigan Sheriffs' Association Executive Director Terrence L. Jungel. "This school will prepare them for that honor!"

 

The class final exam and graduation exercise included a simulated full honors funeral. These specialized protocols include casket watch, funeral honors, procession from the church to the cemetery and final graveside honors.

 

A law enforcement officer is killed in the line of duty every 52 hours in this country. Michigan has suffered the loss of 565 law enforcement officers in the line of duty. Most recently West Bloomfield Officer Patrick O'Rourke was shot and killed on September 9, 2012. His funeral was the first one provided by the newly combined SMMART line of duty death team.

 

Originally formed in 2004 the Michigan Sheriffs' Association's Sheriffs' Memorial Assistance Response Team's (SMART) mission was to help a fallen officer's family and department manage the details of a full honors funeral and assist them in any area help was needed. In 2012 the Michigan Sheriffs' Association and the Michigan Association of Chiefs of Police partnered in this endeavor and the team became known as SMMART.

On May 15 the Michigan Sheriffs' Association's staff held an Open House at our new offices   Current Sheriffs, Retired Sheriffs, Legislators, Vendors and even two Supreme Court Justices (pictured above from left: Supreme Court Justice David Viviano, MSA Executive Director Terrence Jungel, Supreme Court
Chief Justice Bob Young and MSA President Mackinac County Sheriff Scott Strait) were among our more than 125 visitors.  Staff stayed well after their normal day to tend to our guests and our Preferred Commissary Vendor, Canteen Services, generously donated the food and beverages we served.
