Board of Supervisors Meeting Highlights - August 2

Dynamic Curve Warning System Approved
Township supervisors approved the purchase of a dynamic curve warning system in the amount of $10,525 at the August 2 board meeting. To be installed in the area of 1442 Coraopolis Heights Road, the system is designed to r
educe speed-related crashes, reduce head-on and cross-median crashes, and prevent/mitigate roadway departure crashes. Two corporate neighbors are partnering with the township by contributing $2,000 each ($4,000 total) toward the cost. Additionally, PennDOT will be upgrading the road surface. 

New Traffic Signals to be Installed on University Boulevard
The township won a competitive grant from Pennsylvania's Green Light-Go Program in the amount of $296,206, which requires the township to match with $74,502. Supervisors approved the agreement, clearing the way for four new traffic signals to replace existing signals on University Boulevard near I376. The new signals will enable better synchronization which will improve safety and traffic flow in that area, especially during rush hour.

Sidewalk and Curb Ramp Construction to Begin 
Supervisors approved a bid for $24,713.75 to construct sidewalks and ADA ramps at the corner of Brodhead Road and University Boulevard (in front of the BP gas station). This project will connect sections of sidewalk that are already in place in the area and is an example of the township's commitment to creating a pedestrian-friendly community. Monies for this project will be allocated from the township's Sidewalk Fee In Lieu Of program, which is funded by property owners that chose to pay a fee rather than build sidewalks in places where the construction of a sidewalk is impractical. 

Public Comments Regarding the Pollution Reduction Plan
The stormwater requirements of the federal Clean Water Act are administered under the Pennsylvania Department of Environmental Protection's Municipal Separate Storm Sewer (MS4) Program. Moon Township is applying for its 2018 MS4 permit. To comply with this program, the township has developed a Pollution Reduction Plan (PRP) to reduce discharge of sediment and/or nutrients to impaired surface waters within the municipality. The PRP is available for public review and comment at the Moon Township Municipal Building, 1000 Beaver Grade Road from 8:30 a.m. to 4:00 p.m. through August 24.

The Board of Supervisors regular public meeting is held on the first Wednesday of the month at 7 p.m. at the Municipal Building. You can watch live on

Steer Clear of Raccoon Rabies Vaccine Baits

Over the past 16 years there has been a significant reduction in human and pet exposures to rabies throughout Allegheny County. This is largely due to the efforts of the rabies vaccination program for wild raccoons spearheaded by the U.S. Department of Agriculture's Wildlife Services (USDA), who the Allegheny County Health Department (ACHD) partners with for this massive effort. This year, employees and volunteers of ACHD and the UDSA will be distributing vaccine-containing baits from August 4 through August 11 across Allegheny County. Baits will be delivered by hand and from vehicles in every municipality of the County. 

The risk of adverse effects to humans and animals due to exposure to the vaccine is minimal, but the public is encouraged to avoid contact with the bait if possible. If a stray bait must be moved, it should be picked up using rubber or latex gloves or a shovel. Please keep your dogs on leashes from August 4-16 so that the raccoons eat the baits instead of your pups.

Allegheny County Vacant Property Recovery Program
 
For a limited time, Allegheny County will be accepting applications to acquire vacant properties at a reduced cost to applicants. Moon Township is one of 50 municipalities to which the program is being offered by the county. The program is designed to acquire blighted, tax delinquent properties and resell them to applicants for a reuse outlined in their application and approved by the township. 

Under the 2017 Side Yard and Blighted Structure Program, the county will waive the standard parcel fee of $3,000 for applicants for side yards to their primary residence and will discount it to $1,400 for applicants proposing to rehabilitate or demolish a blighted structure. All applicants will be responsible for the appraised value of the property, a good faith deposit, and closing costs. Applications must be submitted no later than August 31, 2017. 

Up to 60 applications, with a maximum of five per municipality, will be accepted in the order received for consideration. For information or to request an application, please contact the Allegheny County Economic Development department at 412.350.1090.  View this document for more information.




2017 Property Tax Information

Township of Moon Property Tax
The Moon Township property tax office finalized the FACE period for the Township of Moon property tax collection period on July 31, 2017.  We are now collecting the 10% penalty amount which runs from August 1 to December 31, 2017. Any Township of Moon property taxes that remain outstanding after December 31 will be turned over to Keystone Collections Group as appointed for the delinquent collections by the Township of Moon municipality. 
 
Moon Area School District Property Tax
The Moon Area School District property tax discount period runs from July 1 to August 31, 2017. If you choose to pay installments, the first installment must have been received by my office no later than August 31. All taxpayers paying installments receive a sheet with the remaining three coupons for September, October and November and the amount is at Face. Installments are not eligible for the discount.

The Moon Township Farmers' Market is in full swing. The market is a traditional producer-only market, meaning that all vendors grow or make their own products for sale. To promote food safety, Moon Township requires vendors to provide health certificates and proof of insurance. The market accepts cash, debit and credit cards, and SNAP benefits.

Gather up your unwanted items for the next electronics recycling day. Items collected include computers, laptops, printers, copiers and televisions. Only one television per vehicle will be accepted. The collection is for Moon Township residents only. Identification is required.



Waste Management at Your Door Program

Can't make it to one of our recycling days? Waste Management offers a residential curbside special materials pickup. The "At Your Door Special Collection" program allows most Moon Township residents to easily and safely dispose of household materials.

There are three ways to schedule a collection:

After scheduling your collection date and time, a Waste Management representative will provide you with information and instructions for preparing your collection. Make It Moon Night with the Pittsburgh Riverhounds

Moon Township and Moon Area School District (MASD) have teamed up to create "Make it Moon" Night with the Pittsburgh Riverhounds.  Join us for a night of community fun as we watch the Pittsburgh Riverhounds take on the Richmond Kickers on Saturday, August 5 at Highmark Stadium.
 
The MASD and Moon Area Soccer Association (MASA) soccer teams will be recognized on the field during halftime. MASD's PIAA Class 3A Girls Soccer Champions will also receive recognition during the game.  
 
Tickets for the event are $12 with the option to purchase a food voucher (which includes a hot dog, chips and soda) for an additional $3.  Gates open at 5:30 p.m. and the game starts at 7 p.m. Click here to purchase tickets.

Family Fun Nights

Summertime movies in the park kick off this month. Pack some snacks and grab a blanket to watch some family-friendly movies at Moon Park. The shows start at dusk.

Robin Hill Lunchtime Concert Series

Visit the gazebo at Robin Hill Park to enjoy some free music this summer. Hotdogs, snacks and water will be available for purchase, or you can pack your own lunch. The concerts are from 12-1 p.m. on the third Wednesday of each month. Here's the lineup for the rest of this summer:

Check out all the collector cars at the annual Moon To wnship Volunteer Fire Company Car Cruise. Enjoy the DJ and a live performance by classic rock/oldies band Kardaz.
 
If you want to show off your wheels, come to the park and pick a spot to settle in. The cruise is open to all classes of cars, trucks, motorcycles and specialty vehicles. The gate opens at 7 a.m.
 
The event is free to attend, but make sure to show your support by visiting the food booths sponsored by the firemen (don't miss their famous hamburgers) and the ladies' auxiliary. All proceeds benefit the Moon Township Volunteer Fire Company.
 



MCA-TV Offers Free TV Production Training Classes

Moon Community Access Television (MCA-TV) announced dates for its next television production training course. Classes are free and open to residents of any community.
 
The training course is a series of four hands-on classes providing the basics of camera operation, lighting, audio and editing. Successful completion of the course provides the opportunity to be an official MCA-TV volunteer, ready and able to assist with any MCA-TV production.
 
Moon Township residents who successfully complete the production training course may choose to become a community producer. Community producers provide the original and entertaining productions of MCA-TV's programming schedule. Non-residents wishing to create a show to air on MCA-TV must work with a community producer who actively participates in the program development.
 
Several MCA-TV original shows have won national and state-wide awards including "The Doctor Is In", produced by Dr. Marc Schneiderman, and "Soak it Up: A Storm Water Documentary". These award-winning shows express the evident value of community-produced programming.
 
Classes run from 6 to 8 p.m. on Wednesdays for four weeks beginning Wednesday, September 20 at the MCA-TV studio located at 1700 Beaver Grade Road, Suite 140, Moon Township, PA 15108.
