2018 NACO Scholarship Recipients
Announced
2018 NACO Scholarships Awarded
 
Twelve children of county officials and employees have been selected to receive $1,000 NACO scholarships to assist with college tuition and expenses for the 2018-19 school year. The recipients and their home counties are:
 
Raegan Andresen, Saunders County; Colby Camelin, Washington County; Easton Clark, Lincoln County; Cara DeMers, Hamilton County; Katelyn Fischer, Cedar County; Hope Gubbels, Dakota County; Sheyenne Hammond, Cherry County; Camry Moore, Saline County; Sophia Svanda, Cass County; Dalton Tremayne, Thurston County; Kyla Wallinger, Holt County; and Nick Wordekemper, Dawes County.
 
A special scholarship, the Ronda L. Dix Memorial Scholarship, was awarded to Gretchen Sornson of Otoe County.

Deputy Director Position To Be Filled
NACO is in the initial phase of fulfilling the transition plan approved by the NACO Board of Directors earlier this year. Zelle Resource Solutions has been contracted to search for a Deputy Director who will be hired and will move into the Executive Director role within 2-3 years as determined by NACO's Executive Committee.

MIPS and TVI Partnership Formed
MIPS Inc is pleased to announce a partnership agreement with Tax Valuation Inc.
  
A partnership contract has been signed with Tax Valuation Inc (TVI) for appraiser services for all Nebraska counties. 
 
MIPS and TVI will be working to provide ways for counties to obtain appraisal expertise for all areas of mass appraisal. As with all MIPS products, the impetus behind this partnership is to bring more efficiency to counties in this time of budget constraints. TVI and MIPS will be working on solutions that will assist in all facets of the tax valuation process.
 
By working together, the staffs of TVI and MIPS will be creating options for all 93 counties that have never existed before. We believe this partnership will evolve into a model that will save counties time and money for their mass appraisal needs.
 
Many ideas have already been discussed on how to help all 93 counties with the mass appraisal and tax valuation process. Many more will be rolled out in the future.
 
This partnership takes effect immediately and will provide Nebraska counties an opportunity to obtain needed appraisal expertise. MIPS Inc and Tax Valuation Inc are Nebraska corporations.
Government Ethics Training Open to
County Officials
The Nebraska Bar Association has asked to share this seminar information with individuals who may be interested in the topics related to employment issues. This seminar is being presented by the Government and Administrative Practice Section of the Nebraska Bar Association.
 
This seminar is open to attorneys who can register at the link contained within. The seminar will be held Friday, June 1 at the University of Nebraska, College of Law, 1875 North 42nd Street, Lincoln, Nebraska.
 
Additionally, the seminar is open to non-attorney county officials, too—anyone who can use the information. The labor/employment presentations in the morning should be of broad interest. Non-lawyer registration is $87 for the day. The morning focus on labor and employment issues will be of most interest to non-lawyers. A non-lawyer can’t register online; he or she will need to call the number listed on the seminar agenda or fill out the paper registration and just note they’re sending a non-lawyer registration. See the contact information for Amy Prenda.

Inheritance Tax Treatment
 
The daughter of a long-time fiancé is not entitled to preferential inheritance tax treatment as a stepchild under a Nebraska Supreme Court case decided on April 13.
 
In In re Estate of Hasterlik , 299 Neb. 603, 909 N.W.2d 641 (2018), Kimberlee Voss appealed the county court’s decision that she failed to prove that her late mother’s fiancé of nearly 30 years stood in the acknowledged relation of a parent to her. She pointed to visits to Nebraska when her mother and the decedent, Hasterlik, lived in Wisconsin and holidays spent together. Her mother and the decedent provided money to Voss “at times” and bought her son a car when he graduated from high school. After her mother died, Voss and her family continued to spend holidays with Hasterlik and would see him about once a week. They also helped with grocery shopping and home maintenance.

Voss’ affidavit indicated that Hasterlik was protective of her and would give her “fatherly advice and guidance.” He referred to her as his stepdaughter. She attached a previous will that disinherited his biological daughter in favor of Voss’ mother and, if Voss’ mother predeceased him, to Voss.

NACo Annual Conference Resolutions Process Now Open!

Submit Your Policy Resolutions and Platform Changes by June 13

In preparation for the National Association of Counties (NACo) 2018 Annual Conference , held in Nashville/Davidson County, Tenn. from July 13–16, we invite NACo members to submit policy resolutions and platform changes to be considered by NACo's membership at the conference. All resolutions and platform changes must be submitted electronically (preferably as a Word document) via email to resolutions@naco.org by June 13, 2018.
