President's Message - Brad Duffy

My name is Brad Duffy and I am President of NCISS. I would like to thank everyone who came to our annual Hit the Hill meeting, which was the most exciting one we have had in my tenure as a member of NCISS. The awards luncheon at the Capitol honored U.S. Capitol Police Special Agents Crystal Griner and David Bailey with the John J. Duffy Memorial Award for their heroism in 2017 in helping to save Congressman Steve Scalise's life. Congressman Scalise himself spoke at our luncheon at the Capitol, in addition to Congressman David Young, and there were appearances by Senator Jeff Flake and Congressman Rodney Davis.
Congratulations and thank you to all newly elected officers Chris Reynolds, Wes Bearden, Mark Gillespie, and Candace Ivey. A special congratulations to Andrea Orozco for moving up to 1st VP and also receiving the Wayne J. Wunder Award. Also, congratulations to Brandy Lord who received the Vinson Award. We had many wonderful speakers including Terry Kilburn and Cynthia Hetherington. Due to weather, and flights, our speaker schedule changed. Tim Dimoff was scheduled to speak, but gave his time to Cythia Hetherington so she could deliver the full presentations. Thank you so much for taking the time to speak at our conference.
It was nice seeing old friends and making new ones. A big thank you to everyone who had a hand in planning this event. We have a very strong board with a lot of passion and I look forward to serving as your President.

At the Annual Meeting, held March 19th, NCISS held its Annual Meeting and Hit the Hill event in Washington DC. As part of the Annual Meeting, elections were held and awards presented.
Officers (serving one-year terms):

The NCISS 2018 Annual Meeting and Hit the Hill - Success and Fun!
The planning and attendance of each Annual Meeting and Hit the Hill event starts early - from choosing a venue to lining up volunteer training speakers, and coordinating special events, elections and awards. Each year is fun and unique
.
Inside are photos from the Board meetings, and Annual Member meeting, as well as elections, swearing in, and the presentation of the Wayne J. Wunder Memorial Award, and the Vinson Award.
It's not all business, there is also time for networking, fun and camaraderie! Attending were over 50 members from 19 states. NCISS members also attended as leaders from their state associations, as well as the World Association of Detectives, National Association of Legal Investigators, Council of International Investigators, National Center for Missing and Exploited Children, and National Association for Missing and Exploited Children.

This year presented a special opportunity and exceptional honor for NCISS - the presentation of our highest honor, the John J. Duffy Memorial Achievement Award to US Capitol Police Special Agents David Bailey and Crystal Griner. They were assigned to the personal protection detail of House Majority Whip, Rep. Steve Scalise, when on June 14, 2017 during a practice at a nearby softball field, an active shooter began firing upon several attending Senators and Representatives - critically wounding Rep. Scalise, and being injured themselves. Despite being outgunned, Special Agents Bailey and Griner directed their return fire and neutralized the shooter. Their actions saved lives and prevented what would have been a massacre.
Our special thanks to the US Capitol Police, US Capitol House and Senate Sergeant at Arms, Offices of Sen. Chuck Grassley and Sen. Jeff Flake, Offices of Rep. Steve Scalise and Rep. David Young, and members Brad Duffy, Wes Bearden, Dean Beers, Terry Myer, and Francie Koehler for their assistance in bringing this ceremony and luncheon together.

Wayne J. Wunder Memorial Award Vinson Award
|
Wayne J. Wunder Memorial Award - Andrea Orozco The award recognizes exceptional contributions to NCISS by members who characteristically are not in the forefront in terms of recognition. This year the committee of the "Wunder" past recipients selected 3rd Vice President, Andrea Orozco. Her steadfast leadership and accomplishments on behalf of the Council and the profession epitomize what the Wunder family originally had in mind for recipients of the Award.
Here are some comments from NCISS leaders who have worked with Her: "When she says she will get it done - it gets done." "She goes outside the box for solutions - and this is reflected in her tenure as a Board member." "She is always thinking of others first.""She quietly goes about her work and never cares about taking credit." and "The Council owes her a lot over the past several years and she will play an integral part in securing its future."
Vinson Award - Brandy Lord
The award is presented annually since 2012 to an elected Director, Committee Chair, or other member in recognition of outstanding leadership, dedication, and service to the National Council of Investigation and Security Services. Selected by the Executive Committee, this year's award was presented to At Large Director, Brandy Lord.
Brandy is alternatively described as "dynamic" and a "powerhouse." An unabashed NCISS supporter who knows the importance of the Council's existence and lets other professionals know every chance she gets. She is a respected President of her state association in Indiana and a recruiter extraordinaire for the Council.

Its been very quiet for the investigation and security professions in Congress and regulatory agencies. That's a good thing - for now. We must always be prepared. One way we do that is to personally visit our Senators and Representatives every year - and stay in contact with them throughout the year. We also stay in touch with our members.
State Legislative Awareness Monitoring (SLAM)
Lobbyit has set up NCISS's "state-level" tracking and continues to identify hundreds of bills in currently active states. Members may view bills impacting private investigators, private patrol operators or security guards in your state, by going to the Advocacy Hub and State Legislation at

The following are the current categories of membership:
- Regular Member: $175 -- includes the NCISS Legislative Fund and receives all rights and privileges of membership.
- Inactive / Retired: $87.50 for inactive / retired members over the age of 65 years with at least 10 consecutive years of NCISS membership.
- Affiliate Member: $175 -- Investigative & Security employees of government agencies, law firms, insurance firms or related business.
- Associate Member: $75 -- Unlicensed employee of a Regular Member agency.
