Recently, Rep. Phil Roe (R-TN) introduced H.R. 1259, the inappropriately titled “VA Accountability First Act of 2017,” the latest bill to target dedicated VA doctors, nurses, and other rank-and-file employees. Under the pretense of wanting to make it easier to fire poorly performing employees, this bill is little more than an attempt to obscure transparency surrounding operations and workforce actions at the VA.

While the text of House bill H.R.1364, the “Official Time Reform Act”, has not yet been released, it is a direct attack on federal unions and their ability to represent workers. The bill, introduced by Rep. Jody Hice (R-GA), is intended to limit the use of official time and would exclude it from counting towards an employee’s retirement and pension eligibility.
