Office of the City Auditor Wins Back-to-Back National Awards

Dear Oaklanders, 

 

When I took the Office of City Auditor nearly eight years ago, I promised to deliver a model performance audit organization. I believe that being a model organization means not only reaching the highest standards of government auditing, but also being recognized by your peers for your work. I am pleased to report to you that the Office of the City Auditor has been awarded the highest national award for our shop size for the Non-Interference audit issued last year and that I have been named one of the Most Influential Professionals in Government Auditing.

 

2013 Gold Knighton Award Winner

 

The Association of Local Government Auditors (ALGA), a national professional organization, has awarded the Office of the City Auditor the 2013 Gold Knighton Award for the Non-Interference in Administrative Affairs Audit. The Knighton Awards are presented to the best performance audit reports of the previous year in three categories (gold, silver, and bronze) based on audit shop size.  Audit reports are evaluated by a panel of professional internal auditing peers from around the country. 

 

In announcing the award, ALGA stated that:

The (Non-Interference) audit is particularly notable for its willingness to hold the City Council members accountable for their actions. Because of their political nature, City Council actions are rarely audited, but this audit boldly shows how failure by Council members to adhere to internal controls on their actions created a toxic tone at the top and degraded trust in City governance. The report was well-developed and supported and the layout helped the readers move through the findings easily. Finally, the report made strong recommendations designed to address the root cause problems that the team identified.

The Knighton Award will be presented at the May 2014 Association of Local Government Auditors Annual Conference. I will present our award-winning report at the conference.
  

Most Influential Professionals in Government Auditing

  

I was both thrilled and humbled to recently learn that I have been selected by the American Center for Government Auditing (ACGA) as one of the "Most Influential Professionals in Government Auditing." The Institute of Internal Auditors launched the ACGA to advance the professional practice of auditing in the public sector. As part of the launch, the ACGA named an inaugural group of 15 individuals from around the country, recognizing professionals who have promoted the value of auditing in government and demonstrated the courage and integrity necessary to stand up and face difficult situations. The ACGA noted that I have promoted accountability and transparency in government and demonstrated the value that auditing can bring to local governments.

 

It is affirming to be acknowledged for my belief that audit work must be relevant and impactful and that government auditors must boldly embody our mission of accountability, integrity, and ethics, even when doing so is not popular or elicits strong opposition.

Back-to-Back: Oakland Auditor Ruby and Her Office Receive Two of Industry's Highest National Honors for Achievement

Ruby named one of Most Influential Professionals in Government Auditing; Office receives 2013 Gold Knighton Award for the Non-Interference Audit

 

OAKLAND, CALIF (April 2, 2014) - In recognition of her positive impact on the practice of auditing in the public sector, Oakland City Auditor Courtney Ruby has been selected as one of the Most Influential Professionals in Government Auditing by the American Center for Government Auditing (ACGA) - a recognition that coincides with the Office being awarded the Association of Local Government Auditors (ALGA) 2013 Gold Knighton Award for the Non-Interference in Administrative Affairs Audit.
  
"I am thrilled and humbled to be awarded this tremendous honor," said Auditor Ruby. "This acknowledgement affirms that audit work must be relevant and impactful and that government auditors must boldly embody our mission of accountability, integrity, and ethics, even when doing so is not popular and elicits strong opposition."

As part of the launch, the ACGA named an inaugural group of 15 individuals from around the country, based on the following criteria: promoting the value of auditing in government; demonstrating courage and integrity necessary to face difficult situations; willingness to call out opportunities to improve efficiency and effectiveness in government operations, even when doing so may not be popular or may incur strong opposition from those in power; and influence in the profession.
  
ACGA noted that Auditor Ruby has promoted accountability and transparency in government and demonstrated the value that auditing can bring to local governments. Selection by the ACGA recognized Auditor Ruby's achievements in public-sector auditing, including her work promoting the value of auditing in government and demonstrating the courage and integrity necessary to stand up and face difficult situations.
  
"Beyond ACGA's recognition, I am so enormously proud of my team and our efforts on the Non-Interference in Administrative Affairs Audit. ALGA not only acknowledged the quality of the work, they also called out our efforts to inform the public on an issue that desperately needed addressing," continued Auditor Ruby.

ABOUT OAKLAND CITY AUDITOR RUBY 

City Auditor Courtney A. Ruby, CPA, CFE, took office in January 2007 and was re-elected November 2, 2010. Performance audits of the City's Pension Systems and Measure D and a recommendation follow-up for CEDA Loans Receivables are in progress.
