National charter school outfit unhappy with West Virginia charter school law

The National Association for Public Charter Schools (NAPCS) is unhappy with the West Virginia law for various reasons, all of which are absurd. The West Virginia law requires that only local school districts can authorize charter schools. That is the way it should be!
The law provides for slow growth of charters. NAPCS doesn’t like the provision that no more than three charters can open, and not before 2021-2022 and an additional three after July 1, 2023. If Ohio had had such a provision, the charter industry would not have expanded to $100 million in the second year.

Ohio should have evaluated the charter industry before expanding it. Online charters should have never been authorized. Management companies should have been outlawed. Essentially Ohio should have initiated chartering in the same manner as West Virginia.
