Welcome to the September 2014 issue of Network News, the Supportive Housing Network of New York's monthly e-newsletter. In this issue, you'll find lead articles on Executive Director Ted Houghton's move to HCR and on our annual gala coming up next month. As always, we welcome your story ideas and tips for future issues. After eight years at the helm of the Supportive Housing Network of New York, Ted Houghton has been appointed Executive Deputy Commissioner at New York State Homes and Community Renewal (HCR).  Under the leadership of Governor Andrew M. Cuomo and HCR Commissioner & CEO Darryl C. Towns, Ted will direct affordable housing program activities of all HCR subsidiaries, and coordinate housing policy across all State agencies.

 

While we are sorry to see Ted leave the Network, we are excited by his appointment, and wish him the best in his new position.  Ted will start at HCR on September 15th.  His last day at the Network was August 22nd.

 

Deputy Executive Director Nicole Branca is the Network's Interim Executive Director while the Network Board conducts a broad, but time-limited, search for a new Executive Director. 

 

In the eight years that Ted led the Network, it grew significantly in size and stature. Under Ted's leadership, the Network played a major role in expanding funding for supportive housing across New York State. In 2012, following a year of advocacy, the State was persuaded to fund the establishment of a brand new Medicaid Redesign Team (MRT) Supportive Housing Program, which to date has committed nearly $270 million toward supportive housing creation.  Also in 2012, Network advocacy helped to convince New York City to double its annual production of supportive housing, despite substantial federal cuts. Most recently, in 2014 the NYS Office of Temporary and Disability Assistance doubled its funding for the Homeless Housing Assistance Program, one of supportive housing's premier capital development funding streams.

 

Also under Ted's tenure, the number of attendees at the Network's annual conference tripled, the number of attendees at the annual awards gala doubled, and the Network's budget and assets more than doubled.

 

Nicole has been with the Network since 2004, leading the Network's policy and advocacy activities. This has included extensive analysis and advocacy for NY/NY III, launching a campaign for NY/NY IV, mitigating various development barriers to the creation of supportive housing and advocating for homeless systems reform. She has also co-chaired New York City's Continuum of Care for the past six years.

2014 Network Gala
Come Celebrate the Heroes of Supportive Housing

Please join us to honor supportive housing's heroes at the Supportive Housing Network of New York's 2014 gala on October 15th, 2014 from 6:00 to 9:00 pm at Capitale, 130 Bowery in New York City.  

 

This year's honorees: Vicki Been, Commissioner, NYC Department of Housing Preservation & Development, as Government Partner of the Year; David Walsh, Senior Vice President of Community Development Banking, J.P. Morgan Chase Bank, N.A., as Private Sector Partner of the Year; and Robert Myers, Deputy Commissioner and Division Director, NYS Office of Mental Health, as Tim O'Hanlon Unsung Hero.

 


We will also be honoring former Network Executive Director
Ted Houghton.

As always, we will be honoring Tenants and Residence of the Year. We look forward to seeing you on October 15th at Capitale!

 

  
Leadership Change at The Bridge
Susan Wiviott Assumes the Role of CEO

Susan Wiviott will succeed Dr. Peter Beitchman as the new Chief Executive Officer (CEO) of The Bridge. The Bridge Board unanimously selected Ms. Wiviott, who will assume the position on September 29, 2014.

Ms. Wiviott brings to The Bridge many years of public service and non-profit experience,including as Chief Program Officer at Palladia and Deputy Executive Vice President at The Jewish Board of Family and Children's Services. She also worked in key positions in New York City government, including the Department of Homeless Services, Office of the City Council President and the Office of the Manhattan Borough President. Ms. Wiviott is familiar with and has overseen all of the types of programs that The Bridge operates and has been a leader in organizing the mental health and substance abuse systems' transition to managed care in New York City.

 

Dr. Beitchman noted, "Beyond her formal experience, Susan is a caring, warm,down-to-earth person, qualities that I know everyone at The Bridge will value. I have worked with Susan for many years and can't think of a better choice to become CEO. We are excited to welcome Susan Wiviott to The Bridge community and look forward to all she will add to the agency."

 

Dr. Beitchman is retiring after 30 years of distinguished service at The Bridge. He has been affiliated with the agency since 1984, first as Deputy Director until 2000. He has worked within New York's mental health system for more than 40 years, actively serving as a board member of a number of advocacy organizations as well as holding key public mental health policy positions. He is currently an Adjunct Instructor at Columbia University School of Social Work.

 

"Peter has been an outstanding leader," said his colleague Carole Gordon, Senior Vice President for Housing Development at The Bridge.  "He sees the forest and the trees, and he's put The Bridge at the forefront of initiatives involving systemic change in managed care.  In terms of supportive housing, under Peter's leadership, we've opened 6 new supportive housing buildings, opened over 260 scatter-site apartments, and have 5 major projects in development."    

 

The Network gives a hearty thanks to Dr. Beitchman for all his contributions and looks forward to working with Ms. Wiviott in her new role.

HCR Releases 2014
Unified Funding Round RFP
 
NYS Homes and Community Renewal (HCR) has released its annual  Unified Funding Round Request for Proposals (RFP) for its Multifamily Capital and Credit Programs. Those seeking funding must submit early round applications by October 7th and regular round applications by December 4th.

Funds available this year include:  
  • $25 million in Low Income Housing Tax Credits (LIHTC);
  • $4 million in NYS Low Income Housing Tax Credits (SLIHC);
  • $40 million in Housing Trust Funds (HTF);
  • $25 million in Medicaid Redesign Team Housing Capital funds (MRT);
  • $7 million in NYS HOME funds;
  • $6.7 million in Rural and Urban Community Investment Funds;
  • $50 million in the New York Rising Rental Buildings Recovery Program Multi-family/Affordable Housing Funds(CDBG-DR/AHF);
  • $32 million in Mitchell-Lama Program funds;
  • $500,000 in Rural Area Revitalization Program funds; and
  • $50,000 in Urban Initiatives Program funds

NYS HCR and OTDA Announce MRT Capital Funding
Applications now being accepted for funding

HCR is making $25 million of Medicaid Redesign Team Capital funding available through both the NYS Housing Finance Agency (HFA) and the HCR Unified Funding Round this year. 

Funding is available for capital to expand supportive housing for high cost Medicaid populations throughout New York State. HFA is accepting applications now through January 31, 2015.  HCR is accepting applications through its Unified Funding Round.

 


Also on the MRT capital funding front, the NYS Homeless Housing and Assistance Corporation (HHAC) and the NYS Office of Temporary and Disability Assistance (OTDA) have announced the availability of $10 million in funding through the 2014 Homeless Housing and Assistance Program Medicaid Redesign Team Capital Funds (HHAP/MRT) program to develop supportive housing for homeless individuals with histories of substantial Medicaid use. OTDA began accepting applications for funding on June 30, 2014 as part of the HHAP open Request for Proposals (RFP).

 

 

 

 
HUD and VA Announce
Supportive Housing Awards
1000 Project Based VASH Vouchers

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) announced in August the awards of 1000 Project Based VASH vouchers valued at $7 million to 24 local public housing agencies across the country.  This includes 58 vouchers awarded to the NYC Housing Preservation & Development.

Upcoming Events 

The Network is now offering discounted technical assistance training for supportive housing building staff to help make their residences greener and more environmentally friendly. See  this flyer for details. The dates for these trainings are September 17, 25, and 26.  

 

The Network will continue to partner with the Center for Urban Community Services to offer discounted trainings to Network members. On offer for September & October: a training on Working with Young Adults: Hope, Housing and Opportunity (Sept.16) and Case Management 2.0 (Oct. 7), which is back by popular demand after selling out earlier this year. Head over to our website  to learn more about all our events!  

Member Updates

After 23 years of employment by the Fortune Society and several promotions, Stanley Richards was one of 14 honored by the White House  as a Champion of Change for prisoner reentry. From Time Magazine: "Stanley Richards is living proof that giving ex-offenders a second chance can pay off."  Read the complete story here.

on July 28, 2014.  This inspiring piece profiled Lissette Encarnacion's path from chronic homelessness into supportive housing in Common Ground's residence, The Brook, financed in part with State Medicaid funds. Listen to the full program here.

Comings and Goings

 

Enterprise Community Partners announced that Judi Kende has joined the organization as Vice President and New York market leader after working eight years at the Low Income Investment Fund (LIIF). "We're very pleased to attract someone with Judi's extraordinary background in affordable housing as well as finance. Her leadership record in lending for affordable housing as well as her leadership in the New Markets Tax Credits, especially for community building around the country is a tremendous asset for Enterprise as well as the New York market," said Bill Frey, Enterprise's National Senior Vice President. We congratulate Ms. Kende and look forward to working with her in her new role. 


Tere Pettitt has been promoted to President and CEO of Volunteers of America-Greater New York, one of New York City's largest private providers of services to at-risk families and individuals, and the City's largest provider of supportive housing for veterans. As President and CEO, Ms. Pettitt oversees a staff of 1,300 and an operating budget of $100 million. VOA-NY operates over 90 social service programs in New York City, Westchester County, Northern New Jersey & Long Island. Congratulations to Ms. Pettitt and to VOA!

 

A belated congratulations to Kelsey Louie on becoming the CEO of Gay Men's Health Crisis. Mr. Louie comes to GMHC after seven years of leading programs at the Harlem United Community AIDS Center, most recently as its Chief Operating Officer. Mr Louie also presented at the Network's 2012 Conference.

 

The co-founder of VOCAL-NY (formerly NYCAHN) Jennifer Flynn is returning as the Executive Director and Alyssa Aguilera will become the Executive Director of VOCAL-NY's Action Fund. Ms. Flynn developed VOCAL's innovative community organizing model. Ms. Aguilera will also continue to serve as the Political Director for VOCAL-NY. Best wishes and congratulations to you both!
