Dear Colleagues,

I hope you are all making a successful transition into the new school year. In this edition of News and Notes, we congratulate Charles Giglio, the newly-named 2015 New York State Teacher of the Year, and we highlight Common Core success stories from parents and family members who have seen their children make great strides in the classroom. In addition, we have posted some other helpful resources on EngageNY: a toolkit to support the Strengthening Teacher and Leader Effectiveness (STLE) grant and Student Learning Objective (SLO) field samples from the 2013-14 school year. We also share a new EngagedVoices blog post and a resolution commemorating the 75th anniversary of the yellow school bus.

On September 11, the New York State Museum opened a new exhibition entitled "The Family Room at One Liberty Plaza - World Trade Center Site," which includes personal remembrances, photographs, and tributes from the Family Room at the World Trade Center site. New Yorkers reflect on the new exhibition in the accompanying video.

As we approach the end of the first month of the new school year, I want to thank you for your continued dedication to educating the children of New York State.

Sincerely,

John B. King, Jr.
Commissioner

Congratulations to the 2015 NYS Teacher of the Year!
This month, the New York State Board of Regents announced that Charles Giglio has been named the 2015 New York State Teacher of the Year. Giglio, a Latin teacher at the Gloversville Enlarged School District in Gloversville, NY, was presented with a certificate of recognition by Regents Chancellor Merryl H. Tisch and Education Commissioner John B. King, Jr. Giglio was also presented with the Thomas Sobol Award and the David Johnson Award, both created as annual gifts for recipients of the Teacher of the Year award.

Giglio, the 45th New York State Teacher of the Year, has been teaching in the Gloversville Enlarged School District for nine years. One of his significant accomplishments was to single handedly increase enrollment in the Latin program after just his first semester teaching in the district. He currently teaches Latin for grades 8-12, while holding permanent New York State Certifications in Elementary Education, Secondary English and Latin. Giglio also holds New York State certifications as a School Building Administrator and School District Administrator.

We Are Turning the Corner
This week's post from our EngagedVoices educator blog features Dr. L. Oliver Robinson, Superintendent of Shenendehowa Central Schools in Clifton Park, NY. Robinson embraces the challenges brought about by the higher standards and has observed growth in student learning as a result.

Dr. L. Oliver Robinson The bottom-line goal became maximizing the vehicles for teachers to work together to learn new approaches.

In education news over the last year some have been concerned that there are too many changes happening in schools while others have questioned a need for any change at all. But in our district, we welcomed the new challenges brought by the implementation of the higher standards. We saw the need for fundamental change over six years ago. While any change is challenging, we have been turning the corner and our students are experiencing growth in their learning. To remain static would have meant being left behind.

75th Anniversary of the Yellow School Bus
In 1939, New York educator Franklin W. Cyr, a professor at Teachers College, Columbia University in New York, convened a safety standards conference of educators, engineers and safety experts to consider ways to improve safety in transporting students to their schools. The objective of the conference was to establish national school bus construction standards for the United States, including the standard color of yellow - known officially as National School Bus Chrome. That conference, 75 years ago on April 10-16, 1939, resulted in the adoption of National School Bus Chrome as the official color of the school bus in America with multiple improvements being made to school buses and school bus safety over the years. ''National School Bus Chrome" was chosen for its high visibility and sharp contrast to the black lettering that identified the school district operating the bus.

The Yellow School Bus is an icon in our State and our Nation, with its bright yellow color reminding all that our children are on their way to greet their teachers and classmates in their journey to prepare for life; and the Yellow School Bus has, due in large part to its distinctive color, kept our children safe each day for over 75 years on their way to schools each morning and back home to their families at the end of each day.

The New York State Board of Regents thanks the millions of women and men who have dedicated their lives and careers to the safety of the "Yellow School Bus" in their work as managers, drivers, dispatchers, attendants, trainers and technicians. So many Americans hold and cherish memories and pictures of their own first rides or their children's and grandchildren's first rides to school on that big Yellow School Bus.

On September 16, 2014 the New York State Board of Regents recognized the 75th Anniversary of the "Yellow the School Bus" and the Cyr Foundation, which through its public service, has shown a deep commitment to the goals of safety and access to education first espoused by Franklin W. Cyr.

Engage-Envision-Elevate: From Initiatives to Systems
In July 2014, NYSED's Office of Teacher and Leader Effectiveness brought together more than 40 Strengthening Teacher and Leader Effectiveness (STLE) districts for the Engage-Envision-Elevate Conference. The STLE grant is part of the Board of Regents' comprehensive statewide strategy to support the continuous improvement of every educator with special emphasis on supporting high-need students, improving learning of English language learners and students with disabilities, advancing student learning in STEM (Science, Technology, Engineering, and Mathematics) disciplines, and improving the equitable distribution of highly effective teachers and leaders. Through the STLE grants, strong school leaders, working collaboratively with empowered teachers, are accomplishing great things across our State.

A comprehensive toolkit was developed that contains work and downloadable resources from national experts, districts across the nation, and, most importantly, tools and resources from our local STLE districts. The full toolkit is available here.

In addition, presentation slide decks and videos from each conference session are now available. These materials include Commissioner King's keynote address, Assistant Commissioner Julia Rafal-Baer's framing of the work that has been done around teacher and leader effectiveness through STLE, and full length videos of each training session. Complete session materials are available here.

Annotated SLO Field Samples from Year 2 Implementation
During the 2013-14 school year, the second year of full Annual Professional Performance Review (APPR) implementation, teachers and leaders of districts and BOCES worked to set ambitious and rigorous academic targets for students using the Student Learning Objective (SLO) process. The development and use of SLOs to inform instructional decisions and improve instructional practice is an evolving process, and NYSED is proud to share the progression of work demonstrated by educators from across the State.

The annotated SLO Field Samples from Year 2 Implementation (2013-2014) expand upon the grade levels and content areas represented in past examples such as the SLO Field Samples from Pilot (2011-2012) and the SLO Field Samples from Year 1 Implementation (2012-2013). The samples are posted here.
