OPEN HOUSES
When City of Saint Charles voters go to the polls on August 7th, they will have the opportunity to vote on Proposition U, which would impose a Use Tax primarily on the purchase of goods by Saint Charles businesses from out-of-state vendors.
What is a Use Tax?
In the simplest terms, a Use Tax is a tax on the purchase of goods by Missouri businesses from out-of-state vendors. The amount of Use Tax due on a purchase is equal to the Sales Tax rate paid locally. This is not a double tax, but rather an equal tax. Right now, the City of Saint Charles collects 2% in City sales tax on each local purchase. In order to collect the same 2% City tax on out-of-state purchases, state law requires that Saint Charles voters approve a use tax/Proposition U.
Who Will Be Impacted?
This is not a tax increase. It will impact primarily businesses that make out-of-state purchases over $2,000 annually. For those of us shopping at local businesses, there is no impact.

All Open Houses will run from 4:30 -6:30 p.m. with a short presentation on Prop U happening at 4:30 and 5:30 and tours happening throughout the duration of the Open House.

Elm and Sibley Culvert Replacements Projects
This project is replacing deteriorated culverts beneath Sibley and Elm Street on Boschert Creek. The existing culverts have met the end of their useful life. Elm Street remains closed at Boschert Creek. All detour signage has been deployed for drivers. This week crews began removing the Elm Street Culvert. More Information
Crews continue to install the new watermain on Second Street. During working hours, drivers will be detoured around the work zone. Drivers are urged to use caution through all work zones and obey the established detours. More Information
Last week, crews completed installing ONYX on Boone's Lick Road. ONYX is a fast-drying sealant that provides frictional characteristics, while extending the life of our asphalt roads. This week, crews restriped Boone's Lick.

Stormwater Management
Stormwater is water from rain or melting snow that moves across an impermeable surf
ace. The
City of St. Charles'
stormwater system includes ditches, detention basins, just over 175 miles of stormwater pipes with over 5,200 curb inlets, 2,108 storm
manholes, 1,210 storm outlets, 54 culverts, 11 bridges, and multiple codes meant to control the impact of development on stormwater runoff. This system is maintained by the Public Works Department and designed by Engineers to help control urban flooding by directing runoff into detention basins, local creeks and streams.
Public Works Newsletter
For the last 5 weeks, the Department of Public Works has included a one-page newsletter in mailed water bills. The new biannual newsletter includes stories on water conservation, 811, FOG and wastewater. There is also a cross word puzzle to keep readers engaged. Be sure to watch your water bill for the Newsletter and write us at public.works@stcharlescitymo.gov with any story ideas.

Colorless

THE EXHIBITION
This all media exhibition invites artists to submit works based on their use of a "colorless" palette. Sometimes a monochrome palette can say more than a full spectrum of color and create a striking contrast. Artists are invited to share work that is composed of a majority of black, white, and all shades in between.
