Welcome to our latest newsletter. In this issue we bring you upto speed with developments covering health and social care and community safety. Changes to the NHS and the introduction of Police and Crime Commissioners will have implications for groups working in these areas.
The City Council have also published the results of the survey it carried out last year asking groups about the quality of support it has commissioned for voluntary and community groups and potential gaps. It also published separately the results of your views on services provided by Hull CVS. Thank you for the positive comments on the services we provide. Social Value Bill becomes law
Chris White MP's Private Members Bill has completed its passage through Parliament and will now become law. The Bill requires public bodies to consider social and environmental benefits as well as financial cost when awarding contracts. It is expected to be implemented in the Summer.

Health and Social Care Reforms
The Government has produced a series of factsheets on the Health and Social Care Bill explaining its views on particular topics contained in the Bill, including its key themes.

Local HealthWatch
A Local HealthWatch for Hull will replace the Hull LINk and come into operation in April 2013. Amendments to the Health Bill set out that Local HealthWatch will be a community led organisation carrying out statutory functions, and be not for profit. Guidance also says local authorities can use grant funding to commission Local HealthWatch and do not have to go out to competitive tender.

Introduction of Police and Crime Commissioners (PCCs)
The Police Authorities that currently hold the police to account will be abolished from November 2012 and replaced by elected PCCs in 41 police force areas across England and Wales. NAVCA have produced some policy briefings on the implications for voluntary and community groups with an interest in community safety. See also the Humberside Police Authority website.

Diamond Jubilee Volunteering Awards 2012
If your organisation has 25 or more people involved in volunteering, it can now be nominated for this special award to mark the Queen's Diamond Jubilee this year.

How to use the Best Value guidance
Have you received notice of a funding cut by your local council?
Together with NAVCA, Locality, and Volunteering England, NCVO have produced a guide on how to challenge it using the Government's statutory guidance (first announced by Communities Secretary Eric Pickles at the NCVO annual conference last year).

Results from the Hull City Council 2011 Infrastructure Survey
The results of this survey carried out last year by the Council asking for feedback on the support it commissions for voluntary and community groups have now been produced. Also attached are the results asking for views on the support provided by Hull CVS.

The Green City Group of the City Leadership Board would like to invite you to participate in the first Hull Green Vision Summit.

Setting up a group to join the Neighbourhood Network
The purpose of this network is to allow you to work together to reduce crime, develop a good community spirit and create a safer environment to live in.
The Network provides an information channel to and from Citysafe partners including Police, Fire Service and the City Council. As a member your group will get regular e-mail news and neighbourhood issue reports each month with updates from the Police relating to your ward and informing you on what action has been taken.
You will also be able to access free local advice and information.

Hull City Council Fairer Charging for Adult Social Care Survey
The Council would like to change the way it works out what financial contribution people make towards the social care services they might receive, and how they are financially assessed.
This means they may ask some people, who do not make any financial contribution for anything at the moment, to help pay for their services in the future. How much somebody contributes depends on how much money they already have in income, savings and investments, and how much they have to spend.
