HAPPY NEW YEAR!!! On behalf of myself and the entire Sonoran Resorts Family, I would like to wish you all a very Happy New Year and the very best in health, happiness, and success in 2018.  
 
2017 set a high bar for our sales team, but we are striving to make 2018 even better. Last year (well, the year that ended yesterday), we set records in both the number of condos sold and also in the total dollar amount sold. That record goes all the way back to the beginning of the resales department over 10 years ago. We closed out the year with 68 closed and pending sales for a total of over $18 million dollars. Not bad, if I do say so myself... Now, onward and forward into 2018. Of course, we have every intention of breaking the record yet again this year.  
 
Last year was pretty darn good for the rest of Puerto Penasco as well. The city has been busy paving streets, picking up trash, and taking care of business as usual. Restaurants, bars, and curios shops overflowed with happy customers and it's very common to see little construction projects going on all over town. Just a few years ago, craftsmen and workers were knocking down doors, looking for work, and now finding those painters, carpenters, and handymen is harder because, overall, people are just busier. The good ones are sometimes booked up for weeks or even months in advance. The attitude among people is good and, while I don't have the numbers yet, tourism was very certainly up again during 2017. All in all, it was a very good year and the hope and expectation is that this year will continue the upward trend. I, for one, feel that it will.  
 
The weather has been very good lately as well, aside from one super heavy rain/wind storm in the middle of the night a couple weeks ago. Considering that the East Coast has had record snow coming down and the Midwest  has had temperatures well below 0° with wind chill temperatures down to around -40°, I'd say that our weather is downright beautiful. With temperatures into the 70° range during recent afternoons, there is little doubt where I would rather spend my time. And, with that in mind, taking the dogs to the beach is sounding like a great way to spend this afternoon.
 
Enjoy your month, come to Rocky Point if you can, and if you need anything don't hesitate to ask. Rocky Point Cruise Ship Port Gets a New Lifeline


 

After being on hold for nearly two years, Sonora officials announced Friday that Mexico's federal government has set aside more than $13 million in its 2018 budget to finish the first phase of the cruise ship home port in Puerto Peñasco, Mexico, with completion scheduled for 2020.

 

Construction on the home port, which will consist of a one-kilometer jetty, terminal buildings and a pedestrian walkway at Sandy Beach, began in December 2013 and was about 50% completed in 2015, but several obstacles, including accusations of mismanaged funds and federal government reporting requirements not being met, caused delays.

Officials of the Mexican beach resort town, better known north of the border as "Rocky Point", said they would not have secured the federal funding without help from Arizona.

 

At a commission meeting earlier this year in Scottsdale, the governors of Sonora and Arizona signed a memorandum of understanding to promote and lobby for completion of the cruise-ship port. That show of unity helped as Sonora officials pressed the Mexican government to take action.

 

"It ... had a great deal of influence that Gov. (Doug) Ducey and I signed that agreement to say we're all in agreement about getting this project done," Sonora Gov. Claudia Pavlovich said.

 

The state's tourism office said the $13 million secured for 2018 will be enough to finish building the dock. Officials will continue pressing Mexico's federal government to allocate additional funding to finish the final two phases at an estimated cost of $80.5 million.

 

Meanwhile, Sonora tourism officials have finalized the route that cruise ships would take along the Gulf of California, using Puerto Peñasco as their home base.

 

The route would include up to eight cities in three Mexican states:

* Puerto Peñasco, Sonora
* Guaymas, Sonora
* Topolobampo, Sinaloa
* Mazatlan, Sinaloa
* Cabo San Lucas, Baja California Sur
* La Paz, Baja California Sur
* Loreto, Baja California Sur

* Santa Rosalia, Baja California Sur

 

Hector Platt Mazon, the state tourism director, said they based the route on existing infrastructure in cities that could accommodate large cruise ships in their ports.

 

"Obviously, this route can grow," he said. "We're not ruling out that new ports could be built to create new, different routes and new experiences for cruise tourists."

 

In the past few months, the state also secured a letter of intent from U.K.-based Cruise and Maritime Voyages. They operate several cruise liners around the globe, including the Caribbean. The letter is not a binding contract, but rather an expression of interest in the home port.

 

"The cruise line said they would be ready to get their boats on the water by the end of 2019, which would be great for us," Platt Mazon said.

 

Elected and businesses leaders expect the project will generate millions of dollars in economic activity on both sides of the border.

Municipal Government Closes 2017 with Important Infrastructure Works

 

 

 

With a number of important road infrastructure works, rehabilitation and remodeling of public and sports spaces, as well as improvements made to areas of tourism for the benefit of both citizens and visitors, the Municipal Government closed 2017 in grand fashion, stated Mayor Kiko Munro.
    
The Municipal President commented that, at the end of the year, an investment of approximately 24.7 million pesos was designated to completing the second stage of rehabilitation of Josefa Boulevard Ortiz de Domínguez, and the repaving of Sinaloa Avenue.  
   
Additional important improvements were the rehabilitation and remodeling of El Niño Park, upgrades and the addition of synthetic grass to two Baseball fields in the La Milla Sports Complex, and the current upgrades being made to the pedestrian bridge which crosses Boulevard Benito Juarez. 

 

The renovation and modernization of the pedestrian crossing bridge is underway and will consist of a remodel, making it into a modern attraction as well as construction of sidewalks railings, comprising a total investment of 1.8 million pesos.   

 
"Peñasco is moving in the right direction," said Mayor Kiko Munro "With this series of infrastructure works we continue upgrading our main roads and improving the facilities of 16 public and sports locations for the benefit and enjoyment of our population, both local families and visitors alike.
 
The repaving of Boulevard Josefa Ortiz de Domínguez, including the intersections at Freemont and Sonora Boulevards has been ongoing for weeks and is nearing completion, with an investment of 8.2 million pesos.
    
Beginning this month, the upgrading and repaving of Avenida Sinaloa between the Boulevard Freemont and Benito Juárez Boulevard will begin, comprising a 9.3 million investment and a total of 32 thousand square meters of asphalt, re-leveling of 16 existing manholes and the painting of 6 thousand meters of traffic control lines and symbols.   
 
"We are an administration that listens to and attends to requests from our citizens. We responded to your requests in constructing the second stage of the stretch of the Boulevard Josefa Ortiz de Domínguez, something that no previous administration in the past 20 years has accomplished. And finally, after more than 20 years, we have upgraded Sinaloa Avenue as well", said the Mayor.      
 
In regards to the rehabilitation of public spaces, Mayor Munro indicated Children's Park, located next to Secondary School # 20, is in the final stages of upgrading, with an investment of 1.8 million pesos. This park is very popular with families and athletes who will take advantage of the upgraded facility for recreational sporting activities.

 

Simultaneously he said, the construction of fields of Baseball at the La Milla Sports Complex will receive upgrades including synthetic grass, mesh cyclone fence, new lighting, dugouts, and other important work totalling an investment of 2.9 million pesos.

 

Finally, the Mayor mentioned that throughout the year the administration has completed many projects in the Old Port area, including painting, improvement of facades, cleaning, and various maintenance projects to keep things in the busy tourist area in good shape.  

Home Town Santa Brings Big Smiles to Little Faces

If I didn't believe in Santa, I wouldn't be able to convincingly pull off impersonating that Jolly Old Fat Man... Not saying I'm fat, but we don't need to go there, this isn't about me... It's about putting a smile on a child's face without even saying a word... And it's all about listening... Listening to a child spill their guts, telling their side of the story to Santa and if they've been naughty or nice... After that formality is out of the way, the fidgeting begins, the excitement that's been building up all year is bubbling over and you can hear it in their little voices as the words just can't come out of their mouths fast enough when these good girls and boys tell Santa what they want for Christmas... Oh and it's about Hugs, Lots and Lots of Hugs...

 

 

 

This all started as just a joke back in 2008, when my wife Barb showed me a Santa Suit that she found on sale at one of those discount stores... Back then I owned a mini bike that looked very similar to a Harley and I asked Barb, "Wouldn't it be funny to see Santa riding around town on that mini Harley.?" Not knowing what I was getting myself into, Barb laughingly agreed and we purchased that Red Suit online.

 

A week or so later I was in that Red Suit and on the streets of Penasco... Cars would pull over and parents would point at me as they told their children, "Look... Santa's riding a motorcycle..."

 

After a couple trips to the Malecon, where some parents asked if they could get a photo of their children with Santa, a few videos of Santa giving kids a ride ended up on YouTube... Then the invitations for Santa to attend several Christmas parties at community centers in barrio San Rafael started to come in... Over the next couple years, requests came in for Santa to visit Esperanza Para Los Niños, home for the children (with a Police Escort even)...

 

 

 

Invites came in for Santa to pass out candy in front of Bodega Aurrera and Sam's Club and even Super Ley... This was beginning to be a lot of FUN, so with a couple of my Favorite Elves, my wife Barb and close friend Francisco Bercovitz, we would make impromptu visits to Plaza de la Madres (Mothers park) for families to get "Selfies With Santa" and to pass out candy canes to the Happy Children.

 

But the most Joy for me began after I met mi amigo Francisco back in 2012... Together we started two Wheelchair Basketball Teams, then we formed an Association Civil "Ley 186" which is a nonprofit to help the people of Penasco who are living with Special Abilities... Special Abilities to live in a world where every day presents a challenge that they are able to overcome with the Help we receive from you, my Friends.

 

After meeting Francisco I received the Greatest Christmas Gift of all, when I was asked to be Santa at a couple private Christmas Parties for a group of Very Special Kids from Equinoterapia Corceles Del Desierto De Sonora Puerto Peñasco and UBR Puerto Peñasco... That Gift is the Gift of Joy I feel when I see the smile I was able to put on the face of a child living with a Special Ability and the pleasure I've enjoyed over the past 5 years of meeting and becoming friends with their families.

 

 

 

That's why I BELIEVE IN SANTA CLAUS

 

When I met Francisco it was because he contacted me to ask if I could help him to get wheelchairs to start a wheelchair basketball team..? I replied sure I will try, if in return he would help me with an Association Civil to help the people of Puerto Penasco living with Special Abilities..? Well, the wheelchair basketball team and the AC Ley 186 have come to fruition... Now Francisco and I are dedicated to doing whatever we possibly can to help the children and adults living with Special Abilities here in Penasco...

Amazon Becomes Mexico's Top Online Retailer

Amazon.com Inc likely doubled its sales to become the biggest internet retailer in Mexico this year, helping to grow the country's nascent e-commerce market by a third, according to a report by market research firm Euromonitor International.

 

In 2017, the world's largest online retailer will generate USD$502.2 million in Mexico sales compared with USD$243.9 million last year, the Euromonitor report said. Its findings were based on trade surveys, market studies, and data research, but excluded consumer-to-consumer sales sites, such as eBay, in its analysis.

 

Online sales still account for slightly over 3% of all retail sales in Mexico, where shoppers fear credit card fraud and are often paid in cash.

 

Argentina's MercadoLibre Inc registered an increase of nearly 90% from 2016, Euromonitor said but it was still seen slipping to second place with some USD$489.2 million in sales. MercadoLibre did not comment on the Euromonitor figures but said its Mexican sales rose 82% in the third quarter.

 

In third place was Wal-Mart de México with USD$258.9 million in projected online sales, or growth of about a third.

 

Amazon, which formally launched in Mexico two years ago, made a push to expand its customer base in October by introducing a cash payments system.

 

Euromonitor forecast the Mexican online market would be worth USD$7.1 billion next year, rising to USD$14 billion by 2022.

Nurses from Hemodialysis Unit of Puerto Peñasco Attend Training Course



Nurses of the Hemodialysis Unit of Puerto Penasco traveled to Hermosillo last month to attend a training course called "Nephrology Nursing Workshop", which aims to provide the nursing staff with the experience and knowledge to offer quality service to chronic kidney disease patients who come to receive treatment, said Orlando Corrales Celaya, Administrative Coordinator of the unit.

 

The course, which lasted two days, was taught by the College of Nursing Professionals of the State of Sonora, A.C., and was held at the General Hospital of the State of Sonora, by Dr. Ernesto Ramos Bours. Each nurse completing the course was awarded a certificate that endorses them before the Secretary of Education which allows them to administer approved medications to the patient as needed during treatment.

 

Corrales Celaya explained that courses of this type are of the utmost importance for the nursing staff of the unit, providing training for the management of any emergencies during hemodialysis treatment by the nurse attending the patient.

 

Celaya remarked "It is always important that the staff have skills and knowledge to be able to face any crisis that could arise in a patient during the treatment". Although hemodialysis sessions are normally very safe and routine, it is not possible to rule out a possible crisis in the patient which must be attended to with the required skills and knowledge in a timely manner.

 

The Hemodialysis Unit of Puerto Penasco had its official opening on October 28, and since that date has been serving residents of Penasco as well as from neighboring communities who have kidney problems. The unit has been recognized as one of the most equipped units of this type in the state.

 

Orlando Corrales Celaya invites the entire community of Puerto Penasco to support the unit in the fundraising activities and with direct donations. Offering this service in our city is imperative to the well being of so many people who have been affected by kidney disease.

New 1.8% Rental Occupancy Tax Approved for Rocky Point 

 

Puerto Peñasco mayor Kiko Munro stated that services provided by the City for both residents and visitors will improve significantly following State Congress approval of a 1.8% lodging tax for the city. The measure had been submitted to the Sonora State Congress in the Puerto Peñasco Income Budget for 2018.

 

The mayor applauded legislators for their support of the lodging tax, as the initiative aims to ensure the over 64,000 residents of Puerto Peñasco will not lack in city services during high tourism periods. With over 2.4 million yearly visitors stretching local resources, the tax was determined to be necessary.  The mayor deemed the 1.8% lodging tax socially responsible, in making sure visitors also contribute to city services.  

 

He noted the lodging tax will be applied to hotel rates so that, for example, a $100 US rate will mean an additional $1.80, while in pesos a rate of 1500 pesos will incur an additional charge of 27 pesos. He remarked this will not negatively impact hotel rates, though be of great benefit to the municipality.

 

"It is fair," explained the mayor, "that those who visit us contribute in helping to maintain and conserve the destination, so we are able to provide more and better services."

According to RCPM promoter Greg Ross, advance ticket sales are the strongest they've been to date. In fact 83% have been for 3 Day Combo tickets so far which is great for all of us.

Greg noted that the 3 Day Combo tickets are limited in order to give everybody a chance to have the best experience possible at each venue.  Discounted advance purchase Single Day and Combo Package tickets are still available at www.circusmexicus.net through January 11 OR until specific tickets sell out.  Ticket prices will increase January 12 online and at the door.

Lastly, a surprise act has been added to the Saturday night  show at Banditos. Rumors continue to "strengthen" a certain lead singer of a band with Peacemakers in the name will be celebrating his 50th birthday throughout the weekend.
 

   
 
  

Renewed Flights Anticipated for 2018


 

Fernando Antillón Valenzuela, Director of the Mar de Cortés International Airport in Puerto Peñasco, states work persists to renew air connectivity to the city in 2018, at least with flights to Tijuana.  He furthered there has also been important progress on measures to connect Puerto Peñasco with Phoenix, and another international destinations.  He believed negotiations may be wrapped up by May of next year, along with announcements of new flights that would attract aerial tourism to this destination.

   
 
    
 

Grupo Vidanta, Mayan Palace Developer, Buys Cruise Ship

 

The Mexico-based company has acquired the former Voyager, which most recently sailed for now-bankrupt All Leisure Group. The ship has since been moved to Cadiz for refurbishment, where a refit at Navantia could see the vessel  

re-emerge next spring completely transformed before offering a regular cruise program out of Mexico and Latin America.

 

The Cadiz-based facility has made a name for itself in massive refurbishment projects, and could be well poised to execute a number of advanced interior and exterior updates to the ship. The vessel will be renamed and sail as the Vidanta Alegría, and the company has its eye on further vessel acquisitions, according to a number of sources.

 

The 1990-built ship has capacity for 540 passengers and was originally built at Union Naval de Levante in Valencia, Spain as the Crown Monarch. Grupo Vidanta has been involved in hotel and resort development, and even has its own private international airport within a resort property in Mexico near Puerto Penasco, where a massive new cruise port is under development.  





 
Red Cross Volunteers Celebrate "International Day of Volunteers"  
 
As part of the international day of volunteers, elements and volunteers of the bodies of the Mexican Red Cross and Civil Protection and Firefighters of Puerto Peñasco met for the commemorative photograph, forming a "V" and a red cross.

On December 17, 1985, the General Assembly of the United Nations in Resolution 40/212 invites governments to hold an International Day of Volunteers for Economic and Social Development every year, on December 5, and exhorts them to adopt measures to increase awareness of the important contribution made by volunteers, which will encourage more people of all conditions to offer their services as volunteers, both in their countries of origin and abroad. "



 
   
TAP Bus Line Suspends Rocky Point Route

Well, it was a short ride for the TAP bus route from Phoenix to Puerto Penasco. Lasting only a few months, the route has now been suspended, at least temporarily. No word from the company on why it was suspended, although TAP Royal has recently been purchased by Omnibus de Mexico, so some reorganization is certainly understandable. The company has not announced if or when the route may be reinstated. It is still a possibility for the future, hopefully beginning again when our busy season picks up again in March.
 


   
  
  
Slowly but Surely, Recycling Programs Take Root in Rocky Point
 
Puerto Penasco, as well as most of Mexico, has been a bit behind the USA in embracing the recycling mentality. Of course, much of the population "recycles" through sheer necessity as items are reused, passed down, and repurposed in order to maintain a meager existence. But, little by little, mainstream Mexico is waking up to the recycling and conservation movement, and Rocky Point is no exception.

There have always been recycling "centers" scattered around town, but they are not what you would expect and look nothing like the ones in the USA. They are private businesses, usually in people's homes, where folks take in scrap and reusable materials. They then resell them in bulk to larger companies who "recycle" them. Everyone makes a small profit and it works on a limited basis in a scattered kind of way.

Organized programs are needed and the City has begun assisting charitable organizations as well environmentally concerned citizens and businesses with their efforts. Several of the Sandy Beach resorts are now recycling, including the Sonoran Resorts, Princessa, and Las Palomas, with more starting their own programs. The Boy Scouts have a program, two of the community centers have a program, and others are taking notice. We're not there yet, but all of this is a huge step in the right direction. Community awareness and cooperation is the goal and that will come slowly.
"Fish Bowl" Seafood Fest Feb. 3rd!




Come out to Shrimp Park on Feb. 3rd for the 2018 Festival de Mariscos "Fish Bowl" Seafood Fest, presented by the local Rotary Club (CR Mar de Peñasco, AC) and artisans of the Mermaid's Market. In celebrating Puerto Peñasco's (a.k.a. Rocky Point) history as a once small fishing village turned popular tourism destination, we rekindle the spirit of the sea with tasty delights for all!  

 

The day will be filled with opportunities to sample some of the great seafood dishes Puerto Peñasco has to offer, topped with music and dance, plus fun and games! Don't forget to look for the Fishbowl Raffle - placing your raffle ticket in the fishbowl corresponding to the prize you hope to take home.

 

Proceeds from the event are for ongoing activities of the local Rotary Club across the community, including contributions to help with larger grants to benefit sectors focused on education, water, health, disease prevention, and promoting peace.

Basic Principles of Mexican Labor Law



What is an employee?

 

Mexican labor law says that anyone who performs a subordinated, personal service in exchange for remuneration is an employee. There is a jurisprudencia, or established legal precedent based on decisions of the Mexican Supreme Court, that defines subordination as being at the disposition of the employer during the employee's shift. Remuneration means to be paid, or in exchange for payment. As a general rule, this means if there is subordination and remuneration, there is an employee-employer relationship and therefore the employee is entitled to certain benefits under Mexican law.  

 

Mexican labor law is notorious for its tendency to protect the laboring class, therefore the scales of justice are somewhat tipped in the employee's favor. The burden of proof is always on the employer and as with any other legal process in Mexico, a labor trial can drag on for years. Even when the employer wins a labor case, he will have a large expenditures for lawyer and court fees, but if for some reason the court rules for the employee, the employer also ends up paying all the corresponding benefits owed to the employee and all of the employee's lost wages from the time the labor dispute started.

 

This strong tendency towards protecting employees creates collateral reasoning that dictates that it is often a financially wiser decision to:  give benefits to all employees when in doubt;   and settle labor disputes that arise where employees think that they are entitled to a bonus or severance pay, as opposed to letting the case go to court, no matter how justified the employer may feel in his legal rights.

 

This part warrants clarification:   The letter of the law says that all workers are entitled to labor benefits if the elements of remuneration and subordination exist. That is the law. The custom is something different from common practices, since many people get away with not paying their employees all of the benefits mentioned.   In some cases it might not be necessary to pay the benefits (if there truly is no element of subordination, for example), but the author wants to reiterate that there is no clear, general distinction that can easily summarize whether or not a worker deserves labor benefits.


Must domestic workers receive the same benefits as regular employees?


The labor law defines a domestic worker as those workers who provide services of:   cleaning, home assistance, and anything else within the home of a person of family.   The law goes on to state that anyone that who provides these services for a hotel, bar, hospital, school or other like establishment is not a domestic worker, nor are doormen or concierges servicing multi-unit buildings.

 

The currently valid labor law has a separate chapter that deals with domestic employees, and mentions that some of benefits that they should receive are different than those given to normal employees. This chapter of the law also mentions that domestic employees are not eligible for profit sharing, which is understandable, considering that the family-home should not generate profit.

 

A major difference in the section of the law for domestic workers is the assumption that a domestic worker may live in the employer's home, and therefore is entitled to food, boarding, and sufficient break periods to rest and eat.    This is all very common sense stuff, but one consideration that the author finds most important is:  The employee's food and board are calculated as having a value of 50% of the employee's salary, which can be important in terms of benefits such as bonuses and severance packages. 


Employee Benefits Required for Domestic Employees


Continuing, domestic employees are entitled to all of the other employee benefits given by the law, even IMSS (medical insurance and pension fund) and INFONAVIT (housing fund). Many employers are accustomed to not giving their domestic help these benefits, but in reality the law requires them for any employee. Notice, the author put emphasis on the word employee, again we can enter into the discussion about whether or not an employee-employer relationship exists. **

 

Here are the author's opinions, mixed with some examples:

As mentioned above, in strict compliance with the labor law all employees are entitled to labor benefits in Mexico. In the author's opinion, based on the research done for this article, the distinction can be made as follows:


Who are Employees and Who are Non-Employee (Independent Contractors)?


Employee - In the author's opinion, a maid or nanny is an employee and therefore is entitled to labor benefits if:  the maid/nanny is expected to be at the house from 8:00am to make breakfast for the kids until 4:00pm, receives a wage of $1,500.00 pesos per week, and during the aforementioned hours, the maid/nanny is at the beck and call of the Señora of the house.

 

Non-employee - The gardener who comes twice a week and for $75 pesos cuts the grass and trims the palm trees, in the author's opinion, is not an employee and is not entitled to labor benefits.

 

One final aside:  Now that we are in the realm of the author's opinions,  if you are not sure, then pay the annual year-end bonus (aguinaldo), or the severance pay, and get a written receipt for every payment.   It has become custom in many parts of Mexico to pay a year-end bonus to employees who are not legally entitled to it, and many informal workers expect the bonus because it has become such a recognized tradition.   In the interest of improving employee-employer rapport, why not make the domestic help's lives a little easier at the end of the year and pay them a little bonus?

Gas Stations Now May Choose to be Independent or Franchise

 

 

 

Fuel costs will also depend on the barrel price and the peso/dollar exchange rate.

 

In Mexico despite the control exercised by the government over oil production and commercialization, not all gas stations belong to PEMEX. In fact the majority of them are owned by private enterprises or entrepreneurs, who now with the deregulation of fuel prices, will be able to operate their gas stations in three ways: remain  a Pemex franchise, operate as franchises of other oil companies, or be independent, buying and selling fuel and products from different companies.

 

The president of the Energy Commission of the Confederation of National Chambers of Commerce (Concanaco), José Manuel López Campos, said that the new fuel costs will also depend on factors such as the price per barrel of oil and the peso/dollar exchange rate."The costs of gasoline will depend on several factors, such as the international price of a barrel of oil, the price of the peso against the dollar, the costs of transportation logistics from refineries, and taxes, which now days represent half of the fuel's value," said José Manuel López Campos.

 

The business leader added that the price will also depend on marketing at gas stations, as they may have other private providers.

 

López Campos explained that with the changes made by the federal government in this regard, the Mexican energy market finally reached the level to allow the entrance of international oil companies. He also mentioned that the changes in the fuel prices won't be too aggressive, because for now the main and only fuel provider is PEMEX, and the other enterprises still have to get in the country.

A Couple of Old Shirts, Feelings of Charity--But Who Is Really the Charitable One?

 

Shortly after we purchased the first house in Rocky Point we met Flavio Perez and his family. Flavio was a fish vendor selling fish and seafood out of a wooden shack made from plywood in the Old Port area of Rocky Point. Pictured above is his first fish market.

 

Flavio didn't sell shrimp then, it was too expensive for him to buy, and his business catered mostly to locals who really couldn't afford shrimp. Flavio was poor then and at times life was very difficult, especially in the summer when everyone left Rocky Point for cooler climes. Flavio's magnetic personality, his ability to laugh even times were hard, and his wonderful family attracted us to him.

 

During one of the early Thanksgivings we spent there, I wore one of my favorite shirts, several years old by now. Flavio mentioned that he liked the shirt. I replied that it was just an old shirt. "Viejo para ti es nuevo para mí." (Old to you is new to me.)

After that I noticed that Flavio's clothes were reflective of his current economic status, not very good. When we decided to come to Rocky Point for Christmas that year, I decided to go through my closet and get rid of some of the old clothes and bring them to Flavio. There were several t-shirts, long sleeve and short sleeve shirts, some sweat shirts and a couple of pairs of jeans. I knew the jeans probably wouldn't fit him, but feeling charitable, I threw them in for good measure.

 

Along with some food and gifts for his two children, Charmaine boxed up some food and we delivered it to them a day or two before Christmas. I think we may have even forced our children to sing to them. They were excited to see us and we really felt good about our delivery. A couple of days after Christmas I went to his fish market to buy some fish for our New Year dinner. I asked for "red snapper" (Which was really shark that they all sold as red snapper.) because I knew it was cheap. Instead, Flavio grabbed a rather large grouper, the largest and best looking fish in his box and began to slice it into filets for me. I attempted to correct him, but he said, ""No, esto es para ti, mi regalo para ti para la Navidad y el Año Nuevo". (No, this is for you, my gift for you for Christmas and the New Year.") I suggested to him that we really would be happy with the "red snapper" because it was less expensive. "No para ti, sólo para los mejores. (No for you, only the best.") I argued that he could sell the grouper and make more money, and that we would be perfectly happy gifted with the cheaper fish. He repeated his earlier statement, "No para ti, sólo para los mejores." Our discussion continued, but I recognized that I was making little headway in my arguments. Finally, Flavio put the fish filets into a plastic bag and gave them to me. The more I protested, the more he laughed.

 

As I drove home from the old port, I started thinking about this. My economic standing was far superior to Flavio's, I thought I was being charitable by bringing him some clothes that I no longer needed or wanted to wear, but was I really? Who was really being charitable, Flavio or I? I took him stuff that was used and no longer needed; he gave me the best that he had. The clothes I gave him probably would have ended up in a bag to Deseret Industries, so was I really being charitable? Who had really made a sacrifice, Jim McKaskle or Flavio? The answer was obvious, and I felt humbled by it. Flavio wore that shirt for a couple of years after that and each time I saw it, I was reminded of who was the more generous person.

 

Over the years I have witnessed a dramatic change in Flavio's economic condition, but his heart has not changed. Today, his restaurant is one of the largest and most successful in Rocky Point, but Flavio is still that same generous person. On a regular basis, he stills feeds a significant number of widows who are the mothers for former workers or friends, every dignitary or government official gets a free meal at his restaurant, policemen are fed regularly at no charge, missionaries from The Church of Jesus Christ of Latter Day Saints get a free meal almost on a weekly basis (There are now 16 full-time missionaries serving on Rocky Point.)

About 15 years ago Flavio had a serious problem with the union syndicate that was trying to organize his workers. Flavio's restaurant was one of very few where the workers voted the union down. When the union bosses presented all their wonderful offerings, the employees countered and replied, "Yes those are probably good, but is the union syndicate going to purchase lots for us so we can build houses, give us money so we can buy building materials, pay for our children to go to better doctors for better health care, pay for our children to get their teeth fixed, or buy us a car when we need it?" When the syndicate bosses couldn't answer the questions affirmatively, the workers told them to come back when they could. These are things that Flavio has done for his workers and this is why they stay working there so long.

 

Recently, we moved our daughter Amy from San Francisco to San Diego. As a part of the move she decided to purchase a new car. When I mentioned it to Flavio, he told me he wanted to buy the old one as a Christmas gift for one of his waiters. We towed the car to San Diego, Charmaine and I drove it to Tucson for Thanksgiving, and then drove it back to Wickenburg afterwards. A few days later, Flavio's daughter Oriana, who lives in Buckeye, drove it to Rocky Point. Amy reminded us that every car she has ever owned has gone to Flavio to give to one of his workers.

 

Every organization that is raising money for a cause comes to Flavio for help. A couple of years ago, one of the youth baseball teams needed a fifteen passenger van in which to travel, and Flavio had me buy one in Phoenix for them and reimbursed me when I delivered it to him. When the team no longer needed it, Flavio gave it to a friend who was starting a shuttle service.

 

For fourteen years the Cathy Dunbar's advanced Spanish classes from Chino Valley High School went to Rocky Point for Spring Break. The highlight of their visit was a trip to Flavio's restaurant. At times we had close to 20 students, with parents and chaperones adding to the total. Never did we receive a bill for this. As a bishop, I was fortunate to be able to take my youth to do service projects in Rocky Point; we ate in his restaurant and again received no bill.

At Christmastime Flavio generally purchases work shirts or a sweatshirt, or a new coat for his employees. Generally, I am included in this, and he often has my name monogrammed. I treasure each of them for they are dear to my heart.  

 

For more than thirty years I have been blessed because Flavio is my friend. He is loved and revered by my family. I am grateful for the goodness that is in his heart, and the strength of his character, and especially for his example of Christ like love for his fellow man.  

5 Mexican Beers for the Holiday Season

 

This is a season for sipping luscious cocktails and fancy drinks, but it's hard to turn down a beer no matter what the time of year.

 

So, here are the five best seasonal Mexican beers for you. Due to their temperature, flavor and consistency, they are produced especially for winter consumption.

 

Guadalupeda Ponche Stout

Let's start off with a 7.5% ABV stout, preferably consumed between 44 and 50° F. It contains wheat, barley, oats, special hops and seasonal Christmas fruits, so you're basically enjoying a very cold spiked ponche. Drink it elegantly with Christmas and New Year's dinner and then, less demurely, with the tamales in February, because experts say it pairs well with all those flavors. 

 
Lupe Reyes

A robust winter ale with smooth touches of toasted caramel and spices. With 8% ABV, it's perfect to warm up with at this cold time of year. It pairs excellently with stuffed turkey, chile-marinated pork loin, romerito greens in mole sauce and even buñuelos (fried dough) and fruitcakes.

 

As its name indicates, it's the beer that will be with you throughout the Guadalupe-Reyes marathon.

 
Noche Buena

Next comes the most traditional and popular one. Produced by Cuauhtémoc Moctezuma brewery group -now part of Heineken-, its origins date back to 1924. This bock beer is only made to be sold between October and February, since it requires very low temperatures for fermentation. It is known for its medium toasted hue, robust malt flavor and hop and caramel accents. At 5.9% ABV, it is a light drink.

 
Santa Tomasa

Because this is a milk stout type of beer and the yeast can't absorb all the sugars, it is a creamier, sweeter variety. Not only is lactose added prior to fermentation, but it contains coffee beans delivered directly from Chiapas, which adds a bitter note that provides balance to the sweetness of the lactose. It is great to have with a dessert. Produced by La Patrona, it has 6% ABV and is available in Querétaro and Mexico City.

 
Cabañuela

The bright red label on this English strong ale, produced by Cervecería Colima, screams out "Christmas!" The very same sensation reaches the palate, due to the mixture of cloves, cinnamon, ginger, pecan and a dash of pepper that is in the brew. It's perfect to drink with dried fruits and nuts or fruit desserts. Bottoms up!



Rompope: Mexican Eggnog


If I had to name one drink that I felt was synonymous with Christmastime, it would be eggnog.  Not so much the stuff from the carton, but the thick, creamy, homemade variety of eggnog.  Uncooked eggs and all.

This drink has been popular for generations and most made this insanely boozed-up version with an entire spectrum of liquors in one batch. Usually strictly off limits for the kids. Fortunately, once the adults had already poured a couple of refills, kids could innocently meander into the kitchen and raid the "punch" bowl.

Mexico has its own eggnog.  Or rompope.  It's very, very similar.  Yet different.  Rompope doesn't use the whites of the eggs, just the yolks. Maybe a little bit like drinking custard.  And come on, what's better than an excuse to DRINK custard?  Like eggnog, you can purchase ready-made rompope.  It's usually in a tall bottle.  And it's very yellow.  It's so yellow that it makes you wonder if there isn't some food coloring in there.

Anyway, if you can make custard, you can make rompope.  And if you're like most who have tried it, you'll find yourself with the odd craving for some in the middle of summer.  So what if people think you're weird.  Just turn that rompope into popsicles.  Or ice cream.  People don't judge popsicles and ice cream under the heat of the summer sun.

But if you're just craving good ol' fashioned homemade Mexican eggnog, here's how to make it:

Rompope

Prep Time: 15 minutes
Cook Time: 40 minutes
Makes ~5 cups

Ingredients:  
  • 1 quart whole milk
  • 1 cup sugar
  • pinch baking soda
  • 1 stick canela (Mexican cinnamon)
  • 8 large egg yolks
  • ½ cup dark rum, spiced rum, or brandy
Instructions:

Combine milk, sugar, baking soda, and canela in a large,heavy pot over medium-high heat and bring to a boil. Reduce heat to a soft bubble for 30 minutes, and allow mixture to reduce to about 3 cups.

Whisk yolks together lightly in a glass bowl. Slowly pour in about 1 cup of the hot milk mixture, while whisking constantly. Whisk entire mixture back into the pot. Cook over low heat, stirring often, until mixture has thickened, and resembles the consistency of half-and-half, ~5 minutes.

Remove from heat and pour into a bowl that has been placed in an ice bath. Discard the stick of canela and whisk in the rum (or brandy) and vanilla. Chill completely.  If the finished rompope seems too thick, simply thin it out with a bit of milk.  

variations:
 
To make Paletas de Rompope (Mexican Eggnog Popsicles), simply pour the chilled rompope into popsicle molds and add sticks. Freeze solid.

To make a nice, thick custard, replace the whole milk in the recipe with half-and-half. Proceed as directed. Instead of looking for the consistency of half-and-half once the yolks have been whisked in, you're looking for the consistency of custard or pudding.

To make Rompope Ice Cream, make the custard variation and add the chilled custard to the barrel of an ice cream maker. Process according to manufacturer's instructions.
Rompope, the Nuns' Drink



Drinks like rompope exist in a number of places around the globe: in the United States, it's known as eggnog; for the Dutch it's advocaat, and in Spain there's rompón.

 

In Mexico, however, rompope took on a personality all its own, and that was thanks to the nuns. Now you're probably wondering how that happened.

 

It all started, in 1524, when Franciscan monks came to New Spain. They went around putting up new temples where they could spread the gospel, quite a few convents among them. Puebla de los Ángeles became a major bastion for those Franciscans. As the city on the way to the metropolis, for travelers coming from the Atlantic, it was a key meeting place for both Spaniards and Creoles in positions of power.

Traders, clergymen, soldiers and politicians spent days in Puebla, and they had to be lavished with the most exquisite dishes. In their convent, the Clarissa nuns developed a liqueur with eggs, cinnamon, sugar, almonds and rum or cane liquor: Spanish rompón with a mestizo touch gave rompope its unique character.   

 

The nuns made the rompope without ever tasting it, since they were strictly forbidden from imbibing.

Only one mestiza nun, by the name of Eduviges, was allowed to taste and tweak it.

 

After having improved the product's flavor, Eduviges asked the bishop to allow all her fellow nuns to try a little. "A nip a day does no one any harm," she said, and that convinced him. Besides pleasure and joy, the rompope provided the Clarissas with a livelihood: by selling it, they got money for congregation improvements.   

 

Nowadays, Mexico has a huge range of rompopes, from commercial brands to handmade versions, and it comes in special flavors, like pine nut, coffee, pecan and strawberry, made in Colima.

 

Besides being sipped in little glasses, rompope is also used in baking: for cakes, ice cream, cookies and gelatins. And its fame has stretched to many countries in Central and South America.

 

Mexican nuns keep on making and drinking innocent nips of rompope. And if you ask them for their secret recipes, you can be sure they will never give it to you.
