President's Letter to the Community

Dear Community,

SherpinskyNPSB

It is less than two weeks until the start of the 2014-2015 school year. The first day of school is one of my favorite days of the year. I love seeing students eagerly standing at the bus stop and hearing stories from my family and friends about their first day.

For me, I use this day as a chance to set my goals for the upcoming school year. I think about my role as a community member and the president of the NPSD Board of School Directors. I reflect to make sure that my actions guide NPSD to continue to be a top-tier school throughout the country.

I encourage you to join me in setting a goal for the new school year. Perhaps your goal is to become more engaged in your son or daughter's school by joining a home and school association, attending a Back-to-School event or meeting with a teacher or administrator. I invite you to learn more about the actions of the NPSD Board of School Directors. Monthly committee meetings are the ideal time to give your input about important issues and concerns for all students. Information on our meetings, including agendas, is available here. The more we hear from our parents and community members, the more confident the Board of School Directors can be in our decisions.

The education of our students is the most important job we do. The more we work as partners in this responsibility, the better the outcome. I look forward to seeing you this school year and wish you a happy start to the school year.

Sincerely,

Vincent Sherpinsky

President

NPSD Board of School Directors

Last Board Meeting for 35-Year Employee

John Strobel, NPSD manager of support services, sat at the NPSD Board of School Directors table for the last time on August 12. Strobel has worked for NPSD since 1979.

A North Penn High School graduate, class of 1977. John grew up in North Wales and has been a member of the North Penn community all of his life. He started at NPSD as a custodian at the high school in 1979 and graduated with a bachelor's of arts degree from Eastern College in 1996.

During his long career with NPSD he held many positions including custodian, second shift supervisor, custodial maintenance supervisor, assistant coordinator of plant operations, interim coordinator of transportation, coordinator of facilities and manger of support services. His responsibilities over the years have included new construction, renovations, security, transportation, warehouse, use of facilities, grounds, maintenance and custodial.

"John has been a steady, constant member of the North Penn staff who will be greatly missed," said Vincent Sherpinsky, president, NPSD Board of School Directors. "I have worked on many project and issues with John over the past 17 years in his leadership position and I can tell you he lived and breathed North Penn."

"His mark on North Penn will go on for decades to come in the buildings he has built, cared for and made secure for our students," continued Sherpinsky. "His dedication and work is greatly appreciated."

NPSD Board of School Directors Announces Placement of Crossing Guard at General Nash Elementary School

The North Penn School District Board of School Directors and Towamencin Township Supervisors are proud to announce the installment of a special crossing guard for the 2014-2015 school year at General Nash Elementary School. This placement is due to the temporary traffic problems created by the closing of the Bustard Road bridge.

This issue was solved quickly thanks to the collaboration and cooperation of the township, the NPSD Board of School Directors and parents who brought this issue forward during the August 12 school board meeting.
Changes Made to Non-Unionized and Administrative Employees Benefits

During the August 12 Action meeting, a 2.5 percent raise was approved for non-unionized support and administrative staff. In addition, changes to the core medical plan, effective January 1, 2015, were also approved for both groups.

Changes made to the plan impact employees' monthly contributions and include a yearly deductible. The plan design changes and premium share adjustments are still very moderate compared to other industries.

The school board approved moving funds in unspent revenues from the 2013-2014 budget. One million was moved into the PSERS rate stabilization fund and $3 million into fulfilling outstanding medical and prescription drug claims. These unused and unexpected revenues came from increased tax revenue and are important because they are being used to support the benefits of NPSD staff.

Education/Community/Policy Committee Report

The ECP Committee met on Monday, August 11. Discussion topics included information items and one action item.

Data regarding the two-year growth for students receiving elementary reading interventions was presented to the committee. These results indicate that students receiving reading interventions are closing achievement gaps with their peers. It is anticipated that revisions to the seventh grade reading and English curricula this year will accelerate student reading achievement as designed.

Another topic discussed was the final exam exemption practice for high school students who meet certain requirements. The exemption criteria for this district as well as for other districts in Montgomery County were presented to the committee.

Administration and the high school's School Improvement Team will discuss the current exam exemption practice and develop a recommendation for revising the practice at North Penn High School.

NPSD was recently notified by the state that three of the secondary schools are required to participate in the Youth PA Survey. This survey will be conducted in the Fall of 2014. NPSD will comply with the procedures for this survey including "opt out" provisions for parents.

A new Board policy on benefits eligibility was presented to the committee. The policy stipulates that working 30 hours a week is required to be eligible for benefits. This requirement will apply to new employees. All current employees will be "grandfathered".

In addition to the agenda items, community members expressed concerns about sixth grade enrollment at Knapp elementary school.

Class size guidelines as well as the procedure for monitoring enrollment changes were reviewed. District administration will continue to monitor enrollment and staffing at all grade levels throughout the month of August.

The next ECP Committee meeting will be Monday, September 8, 2014.

NPSD Educational Foundation Committee Report

Monday, August 18 is the annual Golf Classic and the NPSD Educational Foundation could not be any more excited. The golf classic is sold out in terms of golfers and sponsorship has increased more than in years past. The trustees are hoping the 13th annual event will net $20,000. The Foundation wants to thank everyone in advance for their role in this year's success, from donors, to players, to volunteers.

The Foundation will also hold a charity luncheon on October 5 at Bacco Italian Restaurant in North Wales. Tickets will go on sale soon for this popular event.

The annual report is currently at the printer and will also be online for the entire community to review our successes.
