President's Letter to the Community

Dear Community,

Last week's school board meeting was standing room only. I was thrilled to see so many parents join us as we honored dozens of NPSD students for their recent achievements. The families of both boys and girls swimming and diving, boys' and girls' winter track, wrestling and foreign language students crowded the board meeting to watch their students receive board proclamations.

 

The weeks ahead will bring many more students to our meetings for more proclamations. Odyssey of the Mind, girls' basketball, science fair competitors, NPHS Key Club, Future Business Leaders of America, musicians, and the Academic Decathlon Team are just a few of the groups we are scheduling. And equally important, we honor the adult coach or adviser who is an integral part of our student success.

 

The proclamation portion of our meetings is probably the favorite part for school board members. It gives the full board and the administration the chance to congratulate students and acknowledge the accomplishments of our students at every level. If you haven't seen one of our meetings in which our students are honored with proclamations, please take a moment to do so. The caliber of students for which NPSD is known is truly remarkable.

NPSD Proposes Changes to Vestibules in Elementary Schools

During the April 1 worksession of the Board of School Directors, John Strobel, Manager of Support Services and Cheryl McCue, Director of Elementary Education presented renovation projects for six elementary schools. 

 

These minor renovations would make the entrances to these elementary schools more secure. Currently, visitors must be buzzed in, report to the main office with a government issued identification card to scan through the Raptor System and receive a visitor's badge. 

 

With the proposed layout at Bridle Path, Gwynedd Square, Walton Farm, Knapp, Gwyn Nor and Oak Park elementary schools, the access to other parts of the building will be limited, without checking into the main office first. 

 

In addition to more secure vestibules, the selected buildings will also receive more spaces for small group instruction and staff meeting areas. Both of these types of areas are needed in the schools as curriculum calls for more small group instruction. 

 

As always, the safety of North Penn School District students and staff is a top priority. The changes to the building were developed by the Safe Schools Committee with input from building principals, parents and staff members. Work will begin this summer.
NPSD Proposes Special Education Plan

During the school board's April worksession meeting, Dr. Betty Santoro, Director of Special Education, Mrs. Jenna Rufo, Manager of Special Education, and Dr. Frances Garner presented the proposed North Penn School District Special Education Plan. A team of teachers, administrators, parents and community members have worked on this document since early November 2013 by gathering data, feedback and input from all stakeholders. This plan provides strengths and highlights of our current special education programs and addresses the District's plans for the next three years, 2014-2017. The Special Education Plan must be submitted to the Pennsylvania Department of Education in the beginning of May.

 

A district-wide focus for the Special Education Department is moving towards an inclusive educational setting. Individual Education Plan (IEP) teams look at ways students with disabilities can participate in the general education setting to the maximum extent possible. The department supports inclusion by increasing staff training for all teachers, shifting the focus of the training to be more inclusive of all students' needs and increasing co-teaching in classrooms. Inclusive practices for all teachers and staff will be an ongoing focus over the next three years. 

 

For students with multiple disabilities and health needs, the Special Education Department seeks to address students' needs while educating them in the least restrictive environment. This includes focusing on maximizing students' independence and activities for daily living, utilizing augmentative communication devices and facilitating their involvement in the life of the school and community.

 

The plan also concentrates on positive behavior supports for students with behaviors that impeded learning. Emotional support programming has been expanded at the secondary level to address this need, while maintaining the current level of service in elementary schools. The plan commits NPSD to providing an array of services and continuum of programs for students, with an emphasis on education in the least restrictive environment. 

 

Other areas mentioned in the plan include professional development for teachers and para-professionals, supporting students with autism, reading support and post-secondary transition for students with disabilities.

North Penn High School Students Receive Recognition

During the March 20 Action meeting, the Board of School Directors honored several members of North Penn High School athletic teams and clubs for their accomplishments at the district and state level.

 

The following students were recognized for their accomplishments as team members of the 2013-2014 NPHS Girls' Swimming and Diving. In addition to the individual placements, the team won the District 1 PIAA Girls' Swimming and Diving Championship, as well as placing third at the PIAA State Girls' Swimming and Diving Championship.

NPHS students Alex Price and Jeff Reimal were honored for being a member of the 2013-2014 North Penn High School Wrestling Team. Both performed well at several tournaments, leagues, regional and state competition.

Harrison Barclay was also honored for his accomplishments on the National German Exam, scoring in the 95% percentile on the Level 4 2014 for high school students. Nearly 21,000 students participated in the program. After qualifying with a high score on the National German Exam, Barclay submitted responses to several short essay questions in German and in English and was then interviewed by a committee comprised of high school teachers and college professors of German.

 

Harrison is one of 44 outstanding German students selected from across the US to receive the award. The study trip includes round-trip air transportation to Germany from New York, a home-stay in a host family, and excursions to places of cultural and historical significance. The study trip award is made possible through a grant from the Federal Republic of Germany. 

 

Education/Community/Policy Committee Report

On Monday, April 7, the Education/Community/Policy (ECP) Committee held their monthly meeting. The agenda for the meeting consisted of several items, including permission to apply for the continuation of the Keystone to Opportunity Grant (KtO), permission to apply for an additional Act 80 day, approval of the 2014 Summer programs, extra duty position changes and textbook and novel adoptions.

 

If the district's application for KtO funding is approved, this will be the third consecutive year that the district has benefited from the grant. This grant gives the district the means to provide resources that address the literacy needs of children in the district including professional development to support teachers in these efforts.

 

The committee also reviewed the summer programs that will be conducted this year. Included in these programs are summer school remedial and enrichment programs, Keystone intervention classes, reading/language arts program for students completing Kindergarten through second grade, English Language Learners (ELL) program for elementary and secondary students, and Summer Library which will be held at Inglewood and Gwyn Nor elementary schools.

 

Also, adoption of textbooks for grades 7 and 8 strategic math classes, grades 8 and 9 American history classes, textbooks for grades 10 through 12 accounting and grades 7 through 9 computer applications were reviewed. A novel to be added to the summer reading list for incoming 7th grade students was discussed as well.

 

In addition, the committee also reviewed a request to move three clubs at the high school to official status. These clubs, Academic Discussion and Peer Tutoring, Engineering Projects in Community Service, and Science Olympiad, are directly aligned with NPHS curriculum. Two of the clubs also combine a service component. The cost of adding these three clubs will be offset by restructuring the Middle School Color Guard program by reducing the number of positions from five to two positions.

 

The committee also reviewed a proposal to modify the kindergarten schedule on delayed start days so that both morning and afternoon sessions would attend. Other items that the committee reviewed were student travel expenses, curriculum cycle updates and a student travel request.

 

The next ECP Committee meeting will be Monday, May 12 at 6:30 p.m. at the Educational Services Center.

Support Services Committee Report

The Support Services Committee met on Monday, March 31, and discussed several project updates.

 

Inglewood Elementary School additions and renovations are substantially complete. Remaining items are being completed by all contractors.

 

The Hatfield Elementary School additions and renovations project has been put out to bid. Bids were opened on April 2 and a recommendation to award to the lowest bidders was on the agenda for the April 10 Action Meeting.

 

The Energy Performance Contacting Requests for Proposals results were reviewed along with a discussion on whether or not to look at some needed renovations at North Penn High School. The committee members asked the administration to look into a phasing plan for the potential renovations. Additional work on gas regulators for the natural gas conversion project was discussed.

 

The administration reported on the status of the NPHS Camera upgrade and the Security Fencing project.

 

Tom Schneider, Manager of Energy and Operational Efficiency, detailed the electricity procurements for the year so far. NPSD did quite favorably on the electric rates in the buildings served by PECO and PPL. He also noted that in the buildings served by Lansdale Borough Electric charges were increased by $0.018/ kWh for the months of January and possibly February. That equates to an estimated $4,290 a month.

 

John Strobel, Manager of Support Services gave the committee an overview of summer projects and added a proposal for secure vestibules, which was previously discussed by the Safe Schools Committee. Approval of the secure vestibule projects also appeared on the agenda for the April 10 Action Meeting.

 

The next Meeting of the Committee will be held on Monday, April 28 at 6 p.m.at the Educational Services Center.

 

Finance Committee Report

Director of Business Administration Steve Skrocki reviewed several informational items and updated committee members on several issues.

 

There is a new format for the Revenues/Expenses and Balance Sheet, which shows the projected ending fund balance for 2013-2014. At this point it appears revenues will come in over budget by roughly $3 million and expenditures will come in under budget by about $2.8 million. The projected increase to the fund balance is $3,165,601.

 

In the general fund financial reports, the year-to-dates (YTD)  revenues versus budget are trending higher than last fiscal year; while YTD expenditures verse budget are trending lower. Both are positive financial indicators.

  

The financial pressure that the School Nutrition Services and extended school care funds are under was noted during the Enterprise Fund Statements. 

 

The Capital Project Cash Flow Forecast was reviewed with the committee. The report highlights pending capital and construction projects as compared to funds available via the bond funds and capital reserve fund.

 

Options for the Hatfield Elementary School renovations bond issue were reviewed with the committee. The committee supported the recommendation to issue bank-qualified bonds (under $10 million) in calendar years 2014 and 2015 for the project. Further, due to interest rate risk, the process for the 2014 borrowing will commence now with Public Financial Market as opposed to waiting later in the calendar year.

 

The United States Department of Agriculture's  Farm to School proposed grant application was also reviewed. Hatfield Elementary School, which has the biggest need in the district  with 52% of students on free/reduced lunch, would serve as the pilot school.

NPSD Educational Foundation Committee Report

The NPSD Educational Foundation met at its monthly meeting at which time, Christine Liberaski, executive director, shared some great news. The Foundation has been chosen to be a recipient of a Phillies Charities grant. This means that money raised through a 50/50 offered to everyone in attendance at a game will be split between the individual who wins and charitable causes. The Foundation will be a recipient of these funds on May 2.

 

The Foundation does not know yet if it will benefit from all of the proceeds this night, or if they will share with another charity or charities, but no matter what this is a great opportunity for the Foundation. 

  

The May 2 Game is also North Penn Night at the Phillies and Educator Appreciation Night at the ballpark. North Penn is hoping to have 500 employees and their friends and families at the game to cheer the Phillies on.  

 

The Foundation is gearing up for its first ever online auction. This Mayday cry for support will be held April 24 through May 1 and will be an online auction of North Penn experiences, such as the opportunity to anchor a NPTV newscast, birthday parties at the NPHS pool and much more. More information on this exciting new endeavor is forthcoming.

 

The golf committee has started to plan for the 13th Annual Golf Classic which will be held Monday, August 18 at PineCrest Country Club. The Foundation is seeking both golfers and business sponsors at this time. Foundation student representatives, Taylor Young and Erin Huebner, are working on a fundraiser with a local restaurant.

 

In grant news, the Foundation is busy receiving grant requests for 2014-2015 school year. All North Penn educators are asked to take advantage of this great program to support innovative ideas in the classroom. The deadline is May 2.
