President's Letter to the Community

Dear Community,

The NPSD Board of School Directors approved the proposed final budget for the 2014-2015 school year at last week's action meeting. The proposed final budget in the amount of $227,196,731 includes a 2.1 percent increase, which is the base real estate tax increase calculated under Act 1.

 

Each year, it is more challenging to approve a budget that remains one of the lowest tax rates in the county. But it is the school board's commitment to continue providing a top-notch education at an affordable price to all residents. That being said, we work with administration to identify places in the budget, such as energy and transportation, where we can take aggressive measures to cut costs without impacting education. We have been successful in these endeavors over the last three to four years, but there are only so many cost saving measures we can take.

 

The school board has also been very conservative in its budgeting and planned ahead for these challenging days, so we do have a budgetary reserve which we can draw upon when needed. But this reserve will not last forever. Due to increased medical benefits costs, funding for the potential of two new charter schools mid-year, new debt service for the Hatfield Elementary School renovation project and significantly increasing pension obligations, all of which are costs beyond the Act 1 base index, North Penn may be forced to use budgetary reserve.

 

The other unknown is that labor contracts expire with our unionized employee groups this summer. We are working extremely hard to develop contracts with our employee groups that reflect the values of this community while balancing the fiscal realities which all school districts must operate. 

 

The budget can be reviewed on the NPSD website. I hope you will take the time to review this document and supporting materials. The board of school directors will take action on the preliminary at the June 19th action meeting.

NPSD Board of School Directors Mourn Passing of Donald Hill

Former NPSD Board of School Director Donald Hill passed away on May 20, 2014. Don was a longtime North Penn community member and served on the board of directors for more than 20 years over the last three decades.

 

Moving to the Lansdale area in 1959, Hill worked as an electrical engineer for Leads & Northrup in North Wales. His two children attended Hancock Elementary School and during this time, Hill was asked to attend a PTA meeting. A month later, he was president of the PTA and soon after asked to run for school board.

 

From the late 1970s to the late 1980s, Hill served multiple terms on the board. He had a great sense of pride in the North Penn community and strived to maintain an excellent school system.

 

In the late 1990s, Hill was re-elected to the board and continued to serve with the thought of the children and the quality of education they received as his number one care. Throughout his many years on the board, Hill served on numerous committees. He was a long-time trustee of the NPSD Educational Foundation.

 

Hill was also a great believer of the arts and was often seen attending North Penn School District's many musical and theatrical events. Hill felt that these types of curricular and extra-curricular activities were so vital to the development of a child.

 

The Board of NPSD School Directors, North Penn School District administrators and staff extend their sympathies to Don Hill's family. The success of the district over the past 30 years has been due in part to Hill's hard work and dedication to the school district and North Penn community.

North Penn High School Students Receive Recognition

During the May 15th Action meeting, the Board of School Directors honored several members of North Penn High School athletic teams and clubs for their accomplishments at the district and state level.

 

The following students were recognized for their accomplishments as team members of the 2013-2014 NPHS Girls' Basketball Team. In addition to the individual recognitions on conference teams, the team won the District 1 PIAA Girls' Basketball Tournament.

Officers of the 2013-2014 NPHS Key Club were honored for their accomplishments this year. The officers represented North Penn High School and North Penn Key Club at the 68th Annual Pennsylvania District Convention and serving in a leadership role in a chapter that placed first for most service hours and second place in the Youth Serving Youth service project. Congratulations to:

The following members of the North Penn Stars were honored for their accomplishments in the field of science. NPHS senior Sam Curlee was recognized as an outstanding scholar by the Delaware Valley Science Council and received the "Excellence in Science" award from the American Society of Mechanical Engineers.

 

NPHS senior Colin Lynch placed second in the Senior division medicine and health category at the Montgomery County Science Research competition and was recognized as an outstanding scholar by the Delaware Valley Science Council. He was also named the "Science Achievement" award from the Delaware Valley Science Council.

  

Pennfield Middle School student Jonathan Okasinski placed first at the Montgomery County Research Competition with his project on Quantum Entanglement. This entered him into the same division at the next level, the Delaware Valley Science Fairs. He won a first then competed against the other first place winners to take home the gold medal. Jonathan won the gold medal two years in a row. This is the first time this has been done in the history of the Delaware Valley fair.
  
Education/Community/Policy Committee Report

The Educational/Community/Policy (ECP) Committee met on Monday, May 12 to consider two revised policies from School Nutrition Services and receive updates from technology and community engagement. 

 

Board Policy 5143 regarding Family Fiscal Responsibility was revised. Specific procedural information that could be subject to frequent revision was removed from the policy and placed in a regulation. In addition, some clarifying language was added regarding the MyPaymentsPlus system. Board Policy- 5145, concerning Free and Reduced Lunches was rewritten to remove outdated language and reflect the current USDA verbiage.


The Technology Department presented two new policies to the Committee. One of the policies concerns the use of personal electronic devices by NPSD staff while at work. All devices must be password protected. The other policy provides guidelines for responsible and acceptable use of the district computer network including connection to the internet as well as associated hardware and software. Also, emails are required to be archived for seven years.

The final policy presented to the committee was Board Policy 5118 which addresses Non-resident Attendance. Revisions were made to this policy so that it would be in compliance with the PA Basic Education Circular or BEC and applicable state statutes.

In addition, the committee received an update on the progress of soliciting advertisements. For the 2014-15 school calendar, advertisements have been sold for 5 of the 10 month calendar pages thus far. However, given the level of interest, the expectation is that all sales will be complete before the calendar goes to print. Also, existing advertisers are renewing their ads and feedback from the advertisers and the community has been positive.

The next ECP meeting will be June 9 at 6:30 p.m.

Safe Schools Committee Report

The Safe Schools Committee met on May 5 and discussed the Emergency Procedures Book and security updates.

 

Mr. Ray Wilson, Safe Schools Coordinator, detailed that the emergency procedures book was updated and will be rolled out to all staff. He is working on a template with the county Emergency Operations Center (EOC) at Montgomery Elementary School and he hopes to have it used as a starting point for all other schools "All Hazards Plan." Wilson explained that an All Hazards Plan is specific to each individual building and is crucial because every building has different circumstances that must be considered in the event of an extreme emergency.

 

Wilson shared that evacuation training and drills are currently being held more frequently.

 

Wilson also shared that the senior prom went off very well this year without the need to send anyone home.

 

Tornado Drills were to occur on May 12 and 13 for all schools.

 

Mr. John Strobel, manager of Support Services, reported that the 60 new Penndale Middle School cameras have been mounted and are waiting for a router.  The Penndale Middle School cameras provide building wide coverage. The vendor submitted a proposal for Pennbrook Middle School and will be submitting a proposal for the Pennfield Middle School project. Future camera installations, including Pennbrook and Pennfield middle schools, may have to wait until funding is available.

 

New camera monitors were received and installed for all NPSD elementary schools. Some still need a connection to the camera computer in the building.

 

Strobel also informed the committee of the NPHS security fencing project schedule. The project is on schedule and is slated to be completed in early June. 

 

Strobel reviewed planning of proposed lobby renovations for Gwyn-Nor, Bridle Path, Gwynedd Square, Knapp, Oak Park and Walton Farm elementary schools. These renovations will be completed when funding is available

 

The next meeting of the Safe Schools Committee is scheduled for Tuesday, July 1, 2014 at 6:30 p.m. at the ESC.

 

Finance Committee Report

The Finance Committee met on Tuesday, April 28 and discussed several important issue, including the 2014-2015 proposed final budget and the North Montgomery County Technical Career Center (NMTCC).

 

Director of Business Administration Steve Skrocki gave a presentation to the committee on the proposed final budget for 2014-2015.

 

The North Montco Technical Career Center had a budget increase of 1.42% which equals about $47,000. The North Penn School District's share of this budget equals about $3.4 million dollars in total tuition.

 

The next Finance Committee Meeting will be on Tuesday, May 27 at 6:30 p.m. at the Educational Services Center. 

NPSD Educational Foundation Committee Report

It has been an exciting and profitable month for the NPSD Educational Foundation because May 2 was a $10,000 day for the Foundation.

 

First, the inaugural Mayday Online Auction closed and netted more than $3,500. This auction featured one-of-a-kind North Penn experiences including birthday parties in the NPHS planetarium and swimming pool, a child's picture in the district calendar, VIP commencement seats, lunch with your principal and more. One generous NPSD staff member outbid her coworkers for the "Walk in Our Shoes" package in which a cabinet member of her choice must do her job for a few hours. Good luck to NPSD Superintendent Dr. Dietrich who will be a cafeteria monitor at Knapp Elementary School in the coming weeks.

 

The Foundation is thrilled with the response. The fundraiser exceeded their expectations not only in how much money was raised but also exposure to the organization. More than 3,000 people visited the online auction website during the course of the week.

 

Then, on the evening of May 2, the Foundation hit it out of the ball park and added another $6,500 to its coffers. As the recipient of the Phillies Charities Inc.'s 50/50 at the Phillies game, the organization was the winner that night. The Foundation's trustees want to thank the Phillies organization for their generous partnership in this endeavor. Although the Phillies lost the game, watching the scoreboard that evening as the 50/50 pot grew was a huge excitement for everyone.

 

Trustees are also busy planning the 13th Annual Golf Classic which will be held Monday, August 18 at Pinecrest Golf Course. The Foundation is looking for both golfers and business sponsors at this time. The student representatives, Taylor Young and Erin Huebner, are working on a student fundraiser with Rita's Water Ice.

 

In grant news, the Foundation received 38 grant requests for the 2014-2015 school year and will be reviewing those requests in the end of May. Trustees also received thank you notes from Pennfield English Language Learner (ELL) students who visited a colonial plantation thanks the Foundation.

 

The Foundation would like to introduce their newest trustee, Steve Skrocki. His experience on other educational foundations will be a great resource for the organization and all the trustees thank him for his enthusiasm in joining the board.
