TURA Planning
Upcoming Requirements for TUR Plans Due in 2018
By July 1, 2018, Massachusetts facilities subject to the Toxics Use Reduction Act (TURA) planning requirements must:
  • Complete a toxics use reduction plan,
  • Ensure that plan is certified by a company senior management official and by a MassDEP licensed Toxic Use Reduction Planner; and
  • Submit a plan summary with their Annual Toxics Use Report to MassDEP.
 
Each company completing a plan must notify all employees by January 1, 2018 of the start of the planning process. The employee notification must include the name(s) of the reportable toxic or hazards substance(s), and solicit suggestions from employees on options that may be available to reduce toxics use.

State Hazardous Waste Program 
State Hazardous Waste Program Transitioning to Online Only
For some time now, MassDEP hazardous waste program has had limited presence on eDEP, MassDEP’s online reporting system, while the program’s reporting and recordkeeping remained heavily reliant on paper transactions. However, over the coming year, MassDEP will be converting several hazardous waste program transactions to be largely online. As part of this effort, the MassDEP has already taken the 1-page hazardous waste generator notification form for Small Quantity Generators of waste oil and Very Small Quantity Generators off their website. As a result, there is only one notification form available on their website for hazardous waste and waste oil generators of all sizes. 

Additional changes expected for 2018 include: eliminating both of these paper forms all together in favor of EPA’s online myRCRAid system, phasing out “MV” generator ID numbers, online hazardous waste biennial reporting, and conversion to e-Manifest. You may contact Michelle Spitznagel at (617) 626-1065 or [email protected] for a review of your hazardous waste compliance and more information on how these changes are anticipated to affect your facility.
