Today is Veteran's Day and I hope that all of you who have served, and your families have a blessed day, each and every day.  We appreciate the work veterans have done for our country and continue to do in the future.  As we walked to the polls this week, I thought about what my family and friends fought for and believe in- a free and open society that come election time, allows each of us to cast the vote for the person or issue of our choice. They also fought for a society that should value all people no matter their race, ethnicity, gender, religious preference or status.   That fight will have to be elevated in the upcoming months and years

Chicago had a high turnout in Tuesday's election, and the 32nd Ward voters came out strong with over 78% of registered ward voters casting their ballot. I hope that as you went to the polls, your experience was free of any stigma or threat when casting your ballot.  It is the experience we should all work to guarantee in the future. 

The CTA is putting together some final meetings to start construction on the upcoming Red Line modernization that includes funding via a new TIF. See below for final notice information and links to the modernization project. 

The Mayor's 2017 budget is moving forward through the legislative process. This week, we discussed the Mayor's and City Treasurer's proposed Catalyst Fund and worked to make amendments to the budget.  The autonomous fund will use $100 million in city funds and try to attract private funds to fund projects in areas of the city needing business development. The concerns with such a fund are the need for oversight of the fund projects as well as making sure this new autonomous fund board adheres to Freedom of Information and Open Meeting Acts, and official oversight from the Chicago Inspector General. The same issue arose during discussions about the Chicago Infrastructure Fund, a body that works with several years ago. See the Daily Line brief for more on the issue.  Presently, there is "no direct oversight" by the Inspector General, the fund is "not subject" to Freedom of Information laws and its meetings are exempt from the Open Meetings Act. Finally, leaves are coming down fast and street sweeping is winding up for the year. Please work with your neighbors to clean up leaves and prevent them from clogging sewer basins in the street, especially before winter sets in and freezes drains. Thanks in advance for your assistance.

Water Project in Bucktown
The Department of Water Management (DWM) will begin a new sewer project in the area bounded by Armitage Ave. on the north, Willow St. on the south, Damen Ave. on the east, and Oakley Ave. on the west.

Construction will begin December 2016 with completion of the sewer construction projected for February 2017. DWM will notify residents prior to the project start date. The restoration of the street, repair of damaged parkway, and sidewalk will follow. 

After the new sewer has been installed, the described area will experience better drainage. Additionally, flooding during heavy rains will be alleviated. The streets that will be affected are as follows:

N. Leavitt Ave. - Armitage to Moffat
W. Moffat St. - Leavitt to Hoyne
N. Hoyne Ave. - Moffat to Churchill
W. Churchill St. - Hoyne to 250' West

Notice from the Chicago Transit Authority: 
Since launching the Red and Purple Modernization (RPM) Project in 2009, public engagement seeking feedback from residents, stakeholders and elected officials on the transit needs of  neighborhoods and discussing upcoming projects has been central to the development of the RPM Project. The City and CTA have held numerous public meetings and forums along with sending hundreds of thousands of notifications directly to residents and property owners and publishing detailed plans online for public review. 
Most recently, t he community engagement has revolved around the establishment of a Transit Tax Increment Financing (TIF) district, which will support Phase One of RPM-the first step toward rebuilding Red Line structures, embankments, viaducts, stations,track, signaling systems and related components from Belmont to Howard, Significant community engagement around the RPM and remaining steps are as follows: 
August - November 2016 - Transit TIF Notifications and Meetings 
*Multiple notices and public meetings have provided opportunity to learn about the project and the establishment of a Transit TIF 
* Over 400,000 notifications mailed: 
The area bounded by Devon Avenue on the north and Division Avenue on the south,and one half mile to the east and west of the Red and Purple lines received project information and notice of a public meeting. 
*August 2016 -- Over 260,000 residents and property owners were notified of the 
Transit TIF Public Meeting 
*October 2016 - Over 150,000 residents and property owners were notified of the 
Transit TIF CDC Plan Availability 
* Multiple public hearings and forums: 
September 13 - Transit TIF Public Meeting, over 350 residents attended 
September 26 - Transit TIF meeting in the Edgewater neighborhood, over 50 residents attended 
November 16 - Upcoming Transit TIF CDC Public Hearing 
November 17 - Upcoming Chicago Plan Commission Hearing 
November 22 - Upcoming City Council Committee on Finance 
November 28 - Upcoming City Council Committee on Finance 
November 30 - Upcoming Full City Council Meeting 
May-June 2015 - RPM Phase One Environmental Assessment Hearings 
*As required by federal law, CTA held public hearings on the environmental assessments for the RPM Phase One Project to discuss the project, project alternatives studied, potential impacts of the project and proposed mitigation for the impacts 
*Close to 270 residents attended these hearings:

Lawrence to Bryn Mawr Hearing 
May 2014 - RPM Phase One Hearings 
*In the spring of 2014, the CTA held two separate forums to discuss RPM Phase One including 
the Red-Purple Line Bypass and the Lawrence to Bryn Mawr Modernization 
*Over 250 residents attended these two forums. 
February 2012 - Second Round of Open Houses for the RPM Project 
*CTA held another round of open houses in the project area to discuss the RPM Project. 
*Nearly 300 residents attended one of the two open houses. 
January 2011 - RPM Scoping Hearings 
*CTA held four separate hearings to discuss the scope of the proposed RPM Project. 
*Over 520 residents attended these hearings and were able to provide input on the program:

Edgewater Scoping Hearing 
Rogers Park Scoping Hearing 
Evanston Scoping Hearing 
November-December 2009 - RPM Vision Study Open Houses 
*CTA held four separate open houses in the Rogers Park, Edgewater, Uptown and Evanston neighborhoods to receive feedback from the community on transit needs.
