The June 25th Newly Elected Official Institute in Tulsa has reached its capacity with over 150 registered to attend.  However, there are four more opportunities to receive your required training in 2015-2016. You can see the dates in the Coming Events section on the left or click the link to go to our website.  If you are a newly elected official that hasn't had your NOI training yet - plan to sign up today!

MCO Summer Conference Held in Tahlequah
Costume Contest Winner at MCO Summer Conference
Nearly 40 mayors, vice mayors and other municipal officials from across the state attended the Mayors Council of Oklahoma (MCO) Annual Summer Conference June 18-20 hosted by the city of Tahlequah. This yearly event brings mayors and vice mayors from across the state together for an outstanding training and educational opportunity. Although the rain did keep some from attending and caused the annual golf scramble to be cancelled, those that attended had three days to enjoy the great city of Tahlequah and network with their fellow mayors.

2016 State Legislative Requests

The 2015 Legislative Session is over and it is time to start the process of planning for the 2016 legislative session. OML values the perspective of all members on legislative concerns and we encourage city officials to participate in the process so we will be prepared to present a united legislative effort.

Chamber Hosts Annual Meeting

Executive Director Carolyn Stager accompanied by Daniel McClure, Director of Research and Missy Dean, Director of Governmental Affairs, attended the State Chamber of Oklahoma Annual Meeting that was held at the National Cowboy and Western Heritage Museum June 23rd. During the meeting several chamber members were highlighted in a video presentation of which OML was one. Stager said she was honored OML was one of the chamber members that were selected to be spotlighted in the video. The clip that was used came from the recently released OML video, "Unsung Heroes".

Disaster Recovery Information
Updates from Oklahoma Emergency Management (OEM) regarding counties declared and requested for both Individual Assistance and Public Assistance as part of the major disaster declaration issued for the tornadoes, severe storms, straight-line winds and flooding that occurred May 5 through June 4, 2015 and other disaster assistance and recovery are now available on the OML website.

Supreme Court to Decide How Far Asset Forfeitures May Go
Sila Luis was indicted on charges related to $45 million in Medicare fraud. Unsurprisingly, her personal assets amounted to much less than $45 million. The federal government sought to freeze the use of her assets not traceable to the fraud. She wanted to use them to hire an attorney.

USACE Institute for Water Resources Request for Proposals
Each year, the Water Center requests proposals for submission to the U.S. Army Corps of Engineers' Institute for Water Resources in response to its Water Resources Competitive Grants Program. Proposals must submitted to the Water Center by 7/13/2014 so that we can approve and submit them to USACE by our deadline of 7/17/2014.

Supreme Court Decides Significant Government Speech Case
In Walker v. Sons of Confederate Veterans the Supreme Court held 5-4 that Texas may deny a proposed specialty license plate design featuring the Confederate flag because specialty license plate designs are government speech. Walker is of particular significance to state and local government because the Court did not narrow the 2009 landmark government speech case Pleasant Grove City, Utah v. Summum.   

Supreme Court's Sign Case May Require Altering Sign Codes Nationwide

In Reed v. Town of Gilbert the Supreme Court held unanimously that Gilbert's Sign Code, which treats various categories of signs differently based on the information they convey, violates the First Amendment. The State and Local Legal Center (SLLC) filed an amicus brief in this case arguing that Reed's argument, if adopted by the Court, will render sign codes unconstitutional nationwide. 

To help city officials understand the implications of the Reed decision on local sign ordinances going forward, NLC and the SLLC will be hosting a webinar. Stay tuned for the date and time.
