Through the Consulting section of our new website, you can learn about this service OSCUI provides to eligible credit unions.  You will also find out how to nominate your credit union for this service using the Consulting - Economic Development Specialist Nomination form, also available in this section.

 

You may access the Consulting section directly at www.ncua.gov/oscui/consulting.  

  

Our team of 15 Economic Development Specialists is available to provide free operational and strategic management consulting services to eligible credit unions. Eligible credit unions include those with an NCUA low-income designation, assets of less than $30 million, and less than 10 years in operation.

 

We accept nominations for entry into the Consulting Program during the period of January through June and July through December. The enrollment deadline for our next consulting cycle (January through June 2013) has closed. Announcement of the next intake opportunity will be made via this publication and on our website.

happeningHappening in OSCUI  

  • OSCUI approved an Urgent Needs Initiative Grant related to Hurricane Sandy. The grant will allow the credit union to purchase generators and a surveillance system, conduct an information technology assessment, and offset relocation expenses as a result of the storm. Through the Urgent Needs Initiative, NCUA provides grants to help low-income designated credit unions (LIDs) restore operations and repair facilities after a natural disaster or other unexpected adverse event. LIDs may apply to receive up to $7,500 in emergency assistance grants; the initiative features a short application and approval process. Click here for more information.

 

  • The following changes to the Grants and Loans program  recently took effect:

 

    1. The Loan Program adopted a risk-based approach to its application reviews.  The extent of review will be based on the applicant's CAMEL composite rating. Under the change, loan applications from CAMEL 1 rated credit unions will be reviewed based solely on the credit union's CAMEL ratings. Applications from credit unions with a Composite rating of 2 and higher will receive the traditional, full review.
    2. Newly chartered credit unions (those in the first three years of operations) may now use the Urgent Needs Initiative Grant for the following uses:
      • Hardware, software, or equipment to assist in implementing financial services and products, particularly those contained in the chartering business plan approved by NCUA.
      • Training for credit union officials and employees to help implement financial services and products, particularly those contained in the chartering business plan approved by NCUA.
      • Consulting services to develop or assist in implementing the following types of plans, policies and procedures: strategic, business, succession or marketing.
      • Consulting and construction services, and materials to improve the credit union's operating facility. 
  • OSCUI is developing its 2013 credit union training schedule.  The schedule will include a variety of formats, including the traditional workshops and more webinars and videos.  Additionally, we will offer CEO Bootcamps.  Stay tuned for details, which will be available in future issues of FOCUS.  Also visit the Training section of our website at www.ncua.gov/OSCUI/Training for details when they become available.

Revised 2013 Application Due Dates: The Assets for Independence (AFI) Program announces the following changes to the due dates for the Fiscal Year 2013 Assets for Independence (AFI) applications have been revised. The January 25, 2013 application due date has been removed. The remaining dates are:

  • March 25, 2013
  • May 24, 2013

Prospective Grantee Webinar 3, Developing Resources and Partners: The AFI Resource Center will offer this free, technical assistance webinar on January 9, 2013, 2 p.m. EST for prospective 2013 grant applicants. The webinar will cover the basics of planning, applying, and developing resources for an AFI project. Credit unions are eligible to participate. Click here to register.

 

The IDA Match, The Gift that Keeps on Giving in Rural Communities: In rural communities, Individual Development Accounts are like a gift that keeps on giving. These matched savings accounts provide both a 2-for-1 (at least!) savings "bargain" for every family that builds an IDA account and provide value that lasts a long time. In short, IDAs provide rural working families with an opportunity to Grow It - to increase their assets and thus improve their livelihoods over time. Partnerships and Outreach

 

Filene Seeks Pilot Credit Unions for Social Media Study: The Filene Research Institute is studying how credit unions can improve their social media efforts to drive stronger business results.  Find out how your credit union can develop or improve your social media strategy, build an internal network of socially engaged team members, and drive social media engagement with members to positively impact your credit union's goals. In addition, pilot participants will learn from one another on social media best practices. IRS offers products in languages other than English: The IRS offers tax forms and publications in other languages to help taxpayers who need translated materials. It is also committed to providing web-accessible tax information for all taxpayers.  www.IRS.gov is the official site for federal tax information with more than 700 downloadable forms and publications for taxpayers who are not proficient in English.

 

Training

 

The Community Development Financial Institutions (CDFI) Fund: Invites CDFIs to participate in the Capacity Building Initiative training series, "Innovations in Small Business Lending." The training will be provided by Deloitte Financial Advisory Services LLP. Through the Initiative, CDFIs that provide loans to small and medium-sized enterprises will be able to attend free training to support their continued growth and expanded capabilities.

U.S. Internal Revenue Service launches Link & Learn Taxes: Self-paced e-learning courses for the Volunteer Income Tax Assistance and Tax Counseling for the Elderly (VITA/TCE) program. This training will instruct you in the VITA/TCE return preparation process and tax law covered under the VITA/TCE program. For more information visit https://www.linklearncertification.com/.

 

Financial Workshop Kits: Are provided by the National Endowment for Financial EducationŽ (NEFEŽ), a nonprofit foundation that inspires empowered financial decision making for individuals and families through every stage of life. Credit Union National Association's (CUNA's) cuna.org website was compromised by hackers: The organization recently reported. More information can be found here: http://www.cuna.org/cuna/security_faq.html. One piece of advice CUNA encourages is to:

 

Change your password to your cuna.org account and any non-CUNA websites for which you use the same email address as a username. Our CUNA website will also be prompting users to change their passwords on their next log in. You can change your cuna.org password by logging in at this link and clicking on "Manage Password": https://ebus.cuna.org/personifyebusiness/MyAccount/ManagePassword.aspx.

 

Survey of Unbanked and Underbanked Households:The Federal Deposit Insurance Corporation (FDIC) recently released a report, "2011 National Survey of Unbanked and Underbanked Households," updating findings from its original 2009 report on unbanked and underbanked households. The report reveals the need for safer, cheaper, and higher quality financial products for consumers. Click here to read about the study and download the report.

 

Lowest Income Renters Face Greatest Shortage of Affordable and Available Housing: This recently released study by the Federal Reserve Bank of Philadelphia's Community Development Studies and Education Department compares housing affordability for renters in various income categories in the Third Federal Reserve District. Also, the department released a suite of materials, including tables with detailed data for states, metropolitan statistical areas (MSAs), and counties within the District.
