30th Annual Ohio CDC Association Conference

Registration is available for Ohio CDC Association's 30th Annual Conference!

Ohio Microbusiness Program Application Available

The funding application for the Ohio Microbusiness Development Program is now available. To view the application, please visit our website.

 

The purpose of the Ohio Microbusiness Development Program is to provide funding for community development corporations (CDC's) to further develop a local delivery system that encourages microbusiness development, provides low- and moderate-income households with access to capital for business development and self-employment, and creates and retains long-term jobs in the private sector. The assistance enabled by this funding can be in the form of either training or technical assistance, or direct assistance to the business in the form of a loan, with loan funds repaid into a local microbusiness revolving loan fund.

National Development Council Housing Training: Member Scholarships Available

The Ohio CDC Association (OCDCA) is offering ten member scholarships to the National Development Council (NDC) Housing Development Finance Professional (HDFP) training. The Ohio Housing Finance Agency (OHFA) is sponsoring NDC's HDFP training in Columbus in the coming months. The registration fees for the entire series will be offered at the discounted rate of $1,950 per person for all four courses by registering with the codes below. Each scholarship recipient will receive $1,450 of the $1,950 fee, with the recipient organization only responsible for the remaining $500. Scholarship recipients will receive a different registration discount code in the first week of August, so if you plan to apply for the scholarship, please wait to register until after the scholarship awards have been announced.

HD 410 - Home Ownership Finance, September 8 - 11, 2014 (Code: OHFA1)

HD 420 - Rental Housing Development Finance, November 17 - 21, 2014 (Code: OHFA2)

To be considered for a scholarship:

  • Your organization must be a voting member (501c3) of OCDCA.
  • Submit a statement of need of no more than 500 words to David Foust at [email protected] by Friday, August 1, 2014, which explains how this training will build the affordable housing capacity of your organization.
Recipients will be notified of the decision by Friday, August 8, 2014. 

The Development Process: Project Concept Training

Join Brian Higgins of Arch City Development as he provides guidance on how to develop an economically viable project when exploring site development opportunities.  Many sites are not realizing their highest and best use within the opportunity-driven marketplace.  Attendees will explore the process required to evaluate sites for their high-use factors, which includes identifying the organization's project goals and adapting to current market conditions.

Study Reveals 500,000 Ohio Children Live in Lower-income Communities Underserved by Supermarkets 

Nearly two million Ohio residents, including more than 500,000 children, live in lower-income communities underserved by supermarkets and other healthy food retailers. At the same time, a staggering 30.8 percent of Ohio children ages 10 to 17 are overweight or obese. The Finance Fund and The Food Trust, with support from the Ohio Regional Convergence Partnership, released a new report, Food for Every Child: The Need for Healthy Food Financing in Ohio that documents the significant need for supermarkets and other healthy food retail in communities across the state. The report features a set of maps highlighting the connection between supermarket access, diet-related disease and neighborhood income levels at the state level and in multiple cities including: Akron, Cleveland, Columbus, Cincinnati, Toledo and Dayton. The Finance Fund will be exploring the possibility of creating a statewide healthy food retail financing fund to provide grants and loans to healthy food retail projects.

Federal Reserve Community Development Portal 

One portal. Thirteen Federal Reserve sites. Hundreds of community development resources. If you've ever tried to locate all the work the Federal Reserve has done on a particular community development topic, you know it has been no easy task. Now, there is FedCommunities.org - a portal that gives you single-point-of-entry access to materials from across the System on a range of community development topics. Whether you seek the latest research on workforce development efforts, data on foreclosure mitigation initiatives across regions, or maps for use in stabilization efforts, you can find these resources and more via this gateway site. A dynamic search function helps you find precisely the resources you need.

PACT and CMHA Receives Choice Neighborhoods Grant

Partners Achieving Community Development (PACT) and Columbus Metropolitan Housing Authority were awarded a $30 million federal grant through the Choice Neighborhoods Initiative (CNI) to assist with the execution of development plans laid out by the PACT planning process in recent years. The PACT plan was created by local leaders and community stakeholders and calls for the development of 350 new mixed-income housing units, a food hub, job centers and other neighborhood amenities. The development is expected to arrive in multiple phases over the next decade. Read more here.

Lower Price Hill wins $6M in New Markets Tax Credits from LISC

Lower Price Hill Community School  is one of only five areas nationwide chosen by national LISC to receive a portion of its recent New Markets Tax Credit (NMTC) award. Lower Price Hill Community School will receive $6 million in NMTCs to help renovate their beautiful historic building into a multi-purpose community hub and expand trainings for their wide-ranging educational programs. Funding Opportunities

Veteran's Housing Grants

The Home Depot Foundation's (THDF) Veteran Housing Grants Program awards grants to nonprofit organizations for the development and repair of veterans housing. To date, the Foundation has awarded nearly $80 million, and has helped impact over 12,000 units of housing for veterans. Awards typically range from $100,000 to $500,000 

Ohio Capital Impact Corporation Announces Funding Opportunities

The Ohio Capital Corporation for Housing's philanthropic arm, the Ohio Capital Impact Corporation (OCIC), recently announced two funding opportunities. Funding is made possible in part by contributions from Key Bank and Fifth Third CDC, as well as a multi-year $1 million commitment from Huntington Bank. Partners with properties in which OCCH has invested can apply to receive grants from the Carol Mount Peterson Resident Development Fund and the Place-Based Strategies Fund. Resident Development Fund grants totaling $500,000 will help residents of OCCH properties through high impact programs focused on wellness, youth empowerment, education, enriching the lives of seniors, and other innovative strategies to help residents reach their full potential. Place-Based Strategies grants totaling $250,000 will improve neighborhoods and revitalize communities. Applications are due in August and material is available on their website. 

Community Grants - PeopleForBikes

Up to $10,000 for bicycle infrastructure projects and targeted advocacy initiatives. Aug 1 deadline.

Lowe's Social Responsibility

The Lowe's philanthropic arm, Lowe's Social Responsibility, has two upcoming grant opportunities.  The Lowe's Community Partners Grant is designed to provide non-profits with funding for several different projects, including building renovations/upgrades, grounds improvements, and technology improvements. This floor and ceiling of this grant is $5,000 and $100,000, respectively. Through this grant, volunteers can also be requested to help with the labor of the project.  This grant opportunity closes on August 29, 2014.   

 

Lowe's also offers a Small Grants (less than $2000) program. Although this is a small grant, the project description must fit within the Lowe's Charitable Foundation guidelines.  To apply, simply email the project description and budget to [email protected] with "Small Grant Request" in the subject line. State News

Ohio Housing Trust Fund Reserve: Summer Outreach Campaign 

You know how important the Ohio Housing Trust Fund (OHTF) is to your community and the people you serve. Wouldn't it be great if this powerful economic engine could serve even more critical housing needs across the state?

With your help, the Coalition for Homelessness and Housing in Ohio (COHHIO) is hoping to accomplish just that. The aim is to not only to keep more Trust Fund Fee dollars in the Trust Fund (instead of being diverted to the state's general fund), but to reduce the funding volatility that happens with the ups and downs of the real estate market. The goal is to create a Housing Trust Fund Reserve that works like this: if
the amount of Housing Trust Fund fees received during a year exceeds $50 million, any additional Trust Fund fees up to $15 million will be deposited in the Reserve. The Trust Fund will draw from the Reserve during lean years to even out the funding roller coaster that has come to define the OHTF in recent years.

In advance of the next state biennium budget, it's critically important that lawmakers see the huge benefits the Trust Fund brings to our communities across the state. We are hoping you will agree to do one of the following activities over the course of the summer: 

  1. Invite a lawmaker -- If you are a Trust Fund recipient with a summer event planned, be sure to invite your state senator or representative to promote the OHTF. Visit the COHHIO Advocacy page to access your lawmaker's contact information.
  2. Meet with a lawmaker -- During the summer, many lawmakers have business hours in their district and you can schedule a meeting to talk about the benefits of the Trust Fund. Consider inviting other Trust Fund recipients in the area to this meeting. CHDO Guidelines and Applications

The Draft Guidelines and Applications for State of Ohio CHDO Certification and CHDO Operating Grant Program are now available. The public comment period will be open through August 10, 2014. Comments can be sent to Debbie Leasure at [email protected]. OCDCA is working with OHFA on the implications of the federally imposed HOME regulations on CHDO certification and the grant program. 

2015 QAP

A draft of the 2015 Qualified Allocation Plan (QAP) and Multifamily Underwriting Guidelines are available for public review and comment. The drafts can be accessed here. Written comments on the drafts for consideration by the Ohio Housing Finance Agency (OHFA) can be submitted at [email protected].

Rural Housing Report

The National Rural Housing Coalition released "Rural America's Rental Housing Crisis,"on the state of affordable rental housing in rural communities. The report highlights not only the substantial contributions that federal rural housing programs have made to improve rural housing conditions, but also the challenges to preserving and maintaining these gains in an era of budget austerity.

Federal FY 2015 Budget Continuing Resolution Likely

Congress is not likely to enact a FY15 Transportation-HUD (THUD) appropriations bill or other appropriations bills before the start of the new Fiscal Year (FY) on October 1. Instead, Congress is expected to enact a continuing resolution (CR) providing funding for programs equal to FY14 amounts. Observers generally agree that a CR would last through the November elections and FY15 appropriations will be left to the lame duck session. While there was some speculation that the House might pass a CR prior to its August recess, it now appears that discussion and passage will occur when Congress reconvenes in September. Advocates are urging consideration of the FY15 Senate THUD bill that provides much better funding than both the FY14 enacted levels and the House bill.

CHDO HOME Workshops Announced

Registration is open for August workshops for Community Housing Development Organizations (CHDOs) to orient them to changes in the 2013 final rule for the HOME Investment Partnerships (HOME) program. The sessions will focus on the final rule's CHDO-specific provisions, and offer strategies to build and demonstrate the capacity an organization needs in order to receive CHDO set-aside funds. The HOME statute requires that 15% of a participating jurisdiction's HOME allocation be set aside for use by organizations that meet CHDO criteria.

 

CHDO registration must be approved by the participating jurisdiction (PJ). The training is limited to organizations that have been designated CHDOs by their PJs and have been funded from the CHDO set-aside at least once since January 1, 2011, and organizations that a PJ is actively working toward awarding of HOME funds. The two and one-half-day trainings in August will be held in Charlotte, Phoenix, Atlanta, and Portland, OR. HUD offers travel and lodging scholarships for CHDOs with budget limitations. The Joint Center for Housing Studies of Harvard University has released the annual State of the Nation's Housing report.

NLIHC Releases Latest Congressional District Profiles; State Housing Profiles

The National Low Income Housing Coalition's (NLIHC) Congressional District Profiles (CDPs) and State Housing Profiles (SHPs) have been updated for 2014. The profiles feature new data from the 2012 American Community Survey (ACS), and Out of Reach 2014. The Congressional District Profiles and State Housing Profiles provide advocates with timely data to inform lawmakers about the need for affordable housing in their communities.
