Below is an update with a collection of news items that are relevant to Community Development in Ohio and the Ohio CDC Association.

Bridges out of Poverty Introductions

Bridges Out of Poverty is a series of best practices, ideas, and concrete tools with proven results that brings people from all economic classes together to address all causes of poverty in order to build resources, improve job retention rates, reduce health inequities, improve outcomes, and support those who are moving out of poverty. It is important to note that Bridges Out of Poverty is not a program. It is a set of comprehensive constructs and strategies that can be used by programs and initiatives that aim to help people move out of poverty and build sustainability. This July, a series of workshops across the state will introduce community organizations to the Bridges Out of Poverty framework and how you can adapt it to your community's unique challenges.

Bridges out of Poverty

Bridges Out of Poverty uses the lens of economic class to provide concrete tools and strategies for a community to prevent, reduce, and alleviate poverty. We've all designed our programs and processes to help those in need, but making small adjustments to account for differences in economic reality could make huge impacts on success, for staff, volunteers, and programs alike. In this workshop, participants will take the concepts such as mental models and hidden rules of class, we'll apply these ideas through an interactive, hands-on analysis of our programs and explore how changes in our processes and programs could lead to new opportunities for success for our program participants and organizations. For maximum benefit, bring at least two people from your organization and learn how to structure your programs to do the most good!

30th Annual Ohio CDC Association Conference

Don't forget to mark your calendars for the Ohio CDC Association's 30th Annual Conference! This year the event will take place at the Crowne Plaza in Dayton, Ohio on October 9-10. Rural Community Assistance Program (RCAP) Small Towns, Big Futures Conference 

The Rural Community Assistance Program (RCAP) would like to invite you to join them on August 13th and 14th in Columbus for their biennial Small Towns, Big Futures conference. As in years past, the training tracks thematic areas will focus upon Leadership and Management; Economic Development and Infrastructure, with an emphasis on Operations and Management, Finance and Oversight, and Owner Responsibilities, (including Legal). Each track provides a wide variety of topics that will be sure to interest attendees and provide them with tools to meet their communities present needs and help provide a vision of what is yet to come. Whether it is troubleshooting small package plants, learning more about the Fourth Economy, Design/Build, or the Water-Energy Nexus these and many other sessions (over 35) will appeal to local officials and staff that work in "Small Towns" throughout the state. Commercial Vacant Properties
The Greater Ohio Policy Center released its latest publication, Redeveloping Commercial Vacant Properties in Legacy Cities: A Guidebook to Linking Property Reuse and Economic Revitalization, which is the first of its kind to offer a comprehensive set of tools and strategies for redeveloping commercial vacant properties and business districts in legacy cities. Designed as a "How To" manual for local leaders, the guidebook identifies practices and policies that leverage the link between available commercial properties and needed economic re-growth strategies in legacy cities. Greater Ohio Policy Center developed the guidebook in partnership with the German Marshall Fund of the United States and with support from the Center for Community Progress. While the tools, strategies, and policy recommendations within the guidebook are particularly relevant for legacy cities and their communities, they are also applicable to all cities and regions that seek to reuse commercial vacant properties with the purpose of enhancing community stability and economic development.

Northeast Ohio Membership Meeting Recap

On June 3rd, OCDCA held its Northeast Ohio Membership Meeting in partnership with Ideastream at the Ideacenter at Playhouse Square in Cleveland. The event was livestreamed on the web and the video and transcript of the event is available on Ideastream's website. We felt that the new facilitated discussion format was a huge success and provided some great insights on the state of the community development industry in Northeast Ohio!

Community Economic Development Healthy Food Financing Initiative Projects - HHS.

Up to $17.9 million for well-planned, financially viable, and innovative projects to enhance job creation and business development for low-income individuals. July 21 deadline. HHS-2014-ACF-OCS-EE-0817

Art Works - National Endowment for the Arts

Supports innovative efforts to ensure the vitality of the arts, and the strengthening of communities through the arts. July 24 deadline.

Community Grants - PeopleForBikes

Up to $10,000 for bicycle infrastructure projects and targeted advocacy initiatives. Aug 1 deadline.

Choice Neighborhoods Planning Grants - HUD

Choice Neighborhoods Planning Grants will support the development of comprehensive neighborhood revitalization plans which, when implemented, are expected to achieve the following three core goals:

Lowe's Social Responsibility

The Lowe's philanthropic arm, Lowe's Social Responsibility, has two upcoming grant opportunities.  The Lowe's Community Partners Grant is designed to provide non-profits with funding for several different projects, including building renovations/upgrades, grounds improvements, and technology improvements. This floor and ceiling of this grant is $5,000 and $100,000, respectively. Through this grant, volunteers can also be requested to help with the labor of the project.  This grant opportunity opens on June 30 and closes on August 29, 2014.   

 

Lowe's also offers a Small Grants (less than $2000) program. Although this is a small grant, the project description must fit within the Lowe's Charitable Foundation guidelines.  To apply, simply email the project description and budget to [email protected] with "Small Grant Request" in the subject line. This grant has a rolling deadline.

Community Economic Development Healthy Food Financing Initiative Projects (CED-HFFI) and Community Economic Development Projects (CED) 

The 2014 Community Economic Development (CED) Healthy Food Financing Initiative (HHFI) Projects funding opportunity and the Community Economic Development (CED) Projects funding opportunity due date is fast approaching. The current due date for both funding opportunities is July 21, 2014.

  

CED HHFI grants will be awarded to CDCs with viable projects that seek to improve the "economic and physical health of people in areas designed as food deserts."  Projects that work to improve areas with "poor access to a healthy food retail outlet, a high percentage of low-income residents, incidence of diet-related health conditions, or high concentrations of persons eligible for food assistance programs" will also be considered for funding. CED grants will be awarded to CDCs with projects that are "well planned, financially viable, and innovative projects to enhance job creation and business development for low-income individuals." For more information about the grant please follow one or both of the links: CED-HHFI Grant or CED Grant.  The CFDA number for both grants is 93.570.

State News

CHDO Certification and Grants 

The Ohio Housing Finance Agency (OHFA) has recently interpreted HOME Community Housing Development Organization (CHDO) regulations stating that "organizations (even previously state-certified CHDOs) must be certified as a CHDO each time they apply for a HOME-funded housing development or operating grant. Consequently, an organization can only be a CHDO if it is involved in a particular development project...The organization will apply for state-certification at the time application is made for a HOME-funded development project. To qualify as a state-certified CHDO, the organization must meet the definition as an owner, developer or sponsor of the particular project for which they are applying." The guidance further states that "the organization must apply for state-certified CHDO status at the same time it applies for an operating grant." OCDCA will be meeting with OHFA on these issues and will update the CHDO membership. 

2015 Qualified Allocation Plan

The Ohio Housing Finance Agency (OHFA) will host a public forum on Tuesday, July 8 from 1:00-3:00pm at the Ohio Department of Transportation Auditorium 1980 W. Broad Street Columbus, Ohio 43223, addressing changes to the 2015 Qualified Allocation Plan (QAP).  OHFA invites input from all interested parties regarding the timeline, process and policies of the 2015 QAP, a draft of which will be released on or before July 3, 2014.  Feedback provided at the forum will be considered for incorporation in the final draft of the 2015 QAP anticipated in September 2014. Comments may also be emailed to [email protected]. 

Housing Development Gap Financing Program 

The 2014 Housing Development Gap Financing Program (HDGF) Application has been posted. To download the application and guidelines, please click hereHDGF Proposals are due July 16, 2014. Home ownership is currently an ineligible use for HDGF. Some members have expressed a need to access this resource for home ownership. OCDCA has expressed the need for a statewide affordable home ownership resource and will be working with OHFA over the coming months in the hope of eligibility and a resource in 2015. 

Community Solutions' Human Services County Profiles 

The county profiles highlight demographic projections, educational attainment, labor force participation, employment, income, poverty, and human services participation for each of Ohio's 88 counties. Profiles are available for download alphabetically and by region, along with complete data files.

Senate HUD Funding Bill Stalled

Unable to reach agreement on amendment procedures with Senate Minority Leader Mitch McConnell (R-KY), Majority Leader Harry Reid (D-NV) pulled H.R. 4660, the "minibus" appropriations package, from consideration on the Senate floor on June 19. The bill includes FY15 appropriations for HUD and the Department of Transportation, as well as the USDA and Commerce, Justice, and Science appropriations bills. The House passed its FY15 HUD spending bill on June 10. The bill is stalled until agreement can be reached on which amendments can be offered and what vote thresholds (50 or 60) will be used for adoption of those amendments. There is little or no chance that the HUD FY15 appropriations bill, or the minibus package, will be considered on the Senate floor before the July 4 Senate recess. HUD HOME Workshop - Scholarships Available - July 29 - 31 Detroit

HUD is sponsoring a series of CHDO Workshops on the 2013 HOME Final Rule, including a session July 29-31 in Detroit.  While there was also an early delivery of this workshop in Columbus which was well attended by CHDOs in Ohio, there may still be folks who were not able to come to that session that could benefit from this training. There are still several spots available for CHDOs to attend the Detroit Workshop. CHDOs can also apply for scholarships to help offset the cost of attendance if the workshop is more than 50 miles away from your location.

To attend, CHDOs will need to be "verified" by their PJ as either  been funded from the set aside since January 1, 2011 or  actively working with the PJ toward the award of funds.
