Maryland General Assembly Begins 2017 Session This Week

The Maryland General Assembly begins its annual 90-day session at noon this Wednesday. Lawmakers will return to Annapolis facing a projected $544 million budget shortfall that will no doubt spur partisan battles over budget cuts likely to be proposed by Governor Hogan. Despite the fact that lawmakers left Annapolis last year with a modest budget surplus, less-than-anticipated revenues have left the state short just more than $200 million for the current year. 

Among issues that GSSCC will be involved are proposals to require all Maryland companies to provide some form of paid sick leave. Legislation introduced last session that would have required companies with 15 or more employees to offer seven sick days a year died in the Senate, but is likely to be back this year. Governor Hogan has already offered a more modest approach requiring companies having 50 or more workers to provide five days of sick leave and proposing tax credits of up to $20,000 for smaller businesses that give employees paid time off. Given the bi-partisan interest in this matter, it is possible that consensus might be reached and legislation will move this year. Because any legislation that moves at the state level will likely be less onerous than that already in place in Montgomery County, GSSCC will be advocating for the state law to preempt any local law, even one that has already been enacted. WMATA Board Approved Late-Night Metro Service Cuts for Two Years

Late last month, the WMATA Board approved cutting late-night operations for Metro for the next two years. Metro will close at 11:30 p.m. Monday through Thursday evenings. It will close at 1 a.m. on Friday and Saturday nights, and at 11 p.m. on Sunday nights. In addition, operations will begin one hour later, at 8 a.m. on weekends. GSSCC had submitted testimony urging Metro to return to its original schedule of late night operations to accommodate our business owners, employees, and residents. This schedule represents a compromise reached after WMATA board members threatened to veto the rail system's original plan to cut hours. Metro will be required to provide a progress report on its preventive maintenance program in May 2018.
