2016 Annual and Measure J & L Pavement Rehabilitation Project
Bay Cities Paving & Grading began the pulverization of the existing pavement along Ivy Drive and Ramona Drive. Pulverization is when the existing asphalt surface is broken down and mixed with the underlying rock aggregates to a depth of 16 inches. The contractor then removes the top 4 inches of the mixture, s preads cement binder on top and re-mixes the materials to create a reclaimed cement treated base. This base can be used temporarily as a roadway surface until the new hot mix asphalt is placed.  After the pulverization is completed along Ivy and Ramona Drives, the pulverizer will move on to Descanso Drive, Whitehall Drive, La Cresta Drive, and Altamount Drive during the week of August 15. 
 
PG&E crews are working on Descanso Drive and Altamount Drive to lower main lines and lateral lines prior to the pulverization work. PG&E relocation work is expected to start on Cedar Lane, Greenwood Court, Keith Drive, Alice Lane, Goodfellow Drive, and Sally Ann Road beginning this week or next week depending on progress of their crews. 
 
 
 
 
North Lane Storm Water Mitigation Project
The contractor, Bay Cities Paving & Grading Inc., has finished excavating and shoring the launching pit for the 60" storm water pipe that will be jacked under Camino Pablo Road. The pipe will be jacked from the EBMUD Water Treatment Plant area and is angled toward North Lane. The jacking operation will take place over the next couple of weeks. At the same time, the contractor will be excavating the receiving pit at the end of North Lane. The set-up for the jacking pit is shown in the picture below.

The contractor will begin sawcutting the trench along North Lane this week. Sawcutting will take a couple of weeks, and one-lane traffic control will be in effect for several weeks as the pipe is installed.
 
Summer Interns
 
The City's Public Works and Engineering Services would like to wish a big THANK YOU to their summer interns as they head out and prepare for their senior year of school. Brice Halder and Ethan Christenson were hired through the Metropolitan Transportation Commission's summer high school internship program. The program's goals are to provide high school students with exposure to careers in transportation and government. The interns helped with all kinds of projects, including the North Lane Stormwater Mitigation, Santa Maria Park & Ride Lot Stabilization, and many others.
 
Brice (below) is starting his senior year at Northgate High School soon.
   

Ethan (below) will be starting his senior year at San Ramon Valley High School in Danville.

NOTICE OF EXTENSION OF FILING PERIOD FOR CANDIDATES

The filing period for persons interested in filing nomination papers for a seat on the Orinda City Council has been extended to Wednesday, August 17, 2016 at 5:00 p.m.
 
There are two seats on the City Council that will be voted on at the November 8, 2016 election.  By the filing deadline, only one of the two incumbents filed nomination papers and has qualified for the ballot.

Per Election Code Section 10225, when an incumbent fails to file nomination papers by the filing deadline (August 12, 2016), the voters shall have until the 83 rd day prior to the election (August 17, 2016) to nominate candidates other than the incumbent for that elective office.
 
Anyone interested in taking out nomination papers for a seat on the City Council should contact Sherry M. Kelly, Interim City Clerk, at 925.253.4221 or at [email protected] to schedule an appointment to take out or return nomination papers.



Contra Costa County Library annual book giveaway offers free books to the public
The Contra Costa County Library is hosting its
annual book giveaway from August 18 - September 4.

Tens of thousands of paperback and hard cover fiction, non-fiction and
 children's books are available to the public during the 18-day giveaway.

The book giveaway is located in the shipping and receiving area at Library Administration in Pleasant Hill, Monday through Saturday from 9 a.m. to 4:30 p.m. and is closed on Sundays.

All books available at the giveaway have been removed from the library collection
 due to lack of circulation, poor condition or relevance.

"Removing these items from our collection creates much needed space in our already crowded libraries across the system," says Collection Development Manager Deanna Lechman. "It allows for the addition of new and exciting titles that are in higher demand."

Books are available on a first-come, first-served basis and members
of the public are advised to bring their own boxes or bags to transport materials.

A September 1998 resolution, signed by the County Board of Supervisors,
 allows the library system to declare outdated and damaged library materials as surplus
and give them away as appropriate.

PLANNING COMMISSION ACTION MINUTES:
August 9, 2016
 
 
102 Barbara Road - The Planning Commission held a public hearing to consider a Design Review and Tree Removal Permit application to allow construction of a new two-story, 2,874 adjusted square-foot, single-family residence and removal of a protected 10"-diameter Bay tree.  
ACTION: Approved with conditions.
 
51 Camino Del Diablo -  The Planning Commission held a public hearing to consider a Design Review application for a proposed 1,999 adjusted square-foot, single-family residence on an 8,169 square-foot lot.
ACTION: Approved with conditions.
 
7 El Campanero - The Planning Commission held a public hearing to consider a Design Review, Elevated Deck, Exception and Tree Removal Permits associated with the proposed demolition of an existing 1,939 square-foot residence to make way for a new approximately 4,170 square-foot single-family home with a 733 square-foot elevated deck on a 50,302 square-foot lot. The Exception Permit would be for a combination wall and retaining wall, proposed as part of an "infinity" swimming pool, which would exceed the maximum 8" height allowed code.
 
ACTION: Approved with conditions.
 
NEW PROJECTS -
12 Overhill Road: Exception for a deck to project approximately 2' into a side yard setback. The proposed deck replaces an existing deck that projects further into the setback.
 
29 Bigleaf Road: New 4,433 adjusted square-foot single-family residence on a 19,810 square-foot vacant lot in the Wilder subdivision. The proposed project also includes a 288 square-foot elevated deck.
 
 
ZONING ADMINISTRATOR UPDATES -
10 Berkeley Avenue : Design Review for a proposed addition of 1,057 square feet at the basement level. Two Exception Permits are required: one for encroachment into the side yard setback, and another for decreasing space in the garage, which is already non-conforming to Orinda's requirement of a two-car garage of at least 342 square feet.

The Southwest Contra Costa County Student Transit Ticket Program opens each year in August and is for primary & secondary level students who attend school in the communities of Alamo, Danville, Lafayette, Moraga, Orinda, and San Ramon.

New Classes Offered this Fall!

Kindergym for ages 1-3Y and 2 ½-4Y (pg. 13)
This is not a new program, however we are really excited to announce that Kindergym and Kindergym Plus are being offered every day of the week, Monday through Friday. Instructors for these programs are Kelly Gooding (M/W), Cheryl Baker (Tu/F), and Danika Webster (Th). 
 
Primordial Sound Meditation for ages 18Y and up (pg. 35)
Practiced for thousands of years, meditation is technology that benefits your body, mind and soul, awakening creativity, healing and transformation. After learning the technique, participants will be able to practice on their own and achieve inner tranquility, well-being and concentration. 
 
Novice Rally for ages 18Y and up (pg. 33)
This new dog obedience class is based on the rally-style auto racing and requires teamwork between the dog and handler. Rhythmic music plays in the background to encourage a more relaxed environment for you and your dog. Successful completion of Beginning Obedience is required.
 
Intermediate Obedience for ages 18Y and up (pg. 33)
This is the next step to improve on your beginning obedience skills which focuses on teaching your dog to stay with distractions, coming when called in various situations and to heel in a more formal fashion. Successful completion of Beginning Obedience is required.

Last Event of the Summer!
 
A single act of kindness can change everything; Arlo the Dinosaur's relationship with Spot, a wild and tenacious human boy, is a great representation of that. On August 18, experience this unlikely friendship unfold  in Good Dinosaur . The movie will be shown in the Orinda Community Park at dusk. Families are encouraged to bring their blankets, lawn chairs and picnic baskets for a memorable summer evening. Discover & Go helps get you there with free transit passes to select venues in August, September, and October
The Contra Costa County Library is once again offering free mass transit passes for use with Discover & Go.
From August through October, Discover & Go participants who live in Contra Costa County
can request a pre-paid Clipper Card for select venues.
Once patrons choose the Print Pass option for a Discover & Go event, they will see a banner to request the Clipper Card.
