2016 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways.   Click here to view the list of streets scheduled for repair in 2016 and their construction status.

This week Bay Cities Paving and Grading, Inc. completed paving activities on North Lane, Berkeley Avenue and the last 40 feet of Camino Del Diablo. The last street to be treated under this project is Virginia Drive. The work on Virginia Drive is on hold pending relocation a wooden pole by Pacific Gas and Electric Company (PG&E) prior to any storm drain or paving work on this street. PG&E has not provided a date for the relocation at this time.
 


North Lane Storm Water Mitigation Project (expect delays on Camino Pablo)
The storm water mitigation project is substantially completed. The paving contractor of the 2016 Annual and Measures J & L Pavement Rehabilitation Project has completed paving activities on North Lane. Due to the paving work, the existing traffic loop (sensor in the ground) for vehicles exiting North Lane into Camino Pablo was temporarily removed, affecting the regular functions of the North Lane/Camino Pablo traffic lights. The entire intersection signal was placed in "recall" (each traffic direction is given an allocated green time so no vehicle is stuck without being able to move through the intersection). The result was delays on Camino Pablo. Signal technicians adjusted the timing to maximize the green light on the through movement on Camino Pablo.
 
On Sunday, December 10, 2016, the contractor's electrical crew and the Contra Costa County Public Works' traffic signal crew, scheduled the work to repair this situation. They were only able to partially install traffic loops at the intersection. The left turn signal from Camino Pablo northbound to North Lane was not installed. This results in a few seconds-delay on Camino Pablo southbound. Currently, the City is monitoring the projected weather conditions and coordinating with the contractor and the County to set up a date to complete this work. Your patience is highly appreciated.

Planning Commission Action Updates:

The regular scheduled December 13, 2016 meeting of the 
Planning Commission has been cancelled. 

The Planning Commission will reconvene on Tuesday, January 10, 2017 at 7:00pm 
(meeting location to be announced).
 
New Project Applications:
20 Crest View Terrace - Elevated Deck Permit application to legalize an existing elevated deck around an existing accessory structure built without permits. Discretionary approval is required prior to submittal for building permits.

Zoning Administrator Updates:
35 Via Hermosa - 1434 square foot addition and remodel to existing 2,181 adjusted square foot home. Proposed addition includes demolishing the garage and building an office, bedroom and master suite on the main floor and adding a garage and additional bedroom and bathroom on the lower floor. 
Auto Burglary - December 4, 2016 - Charles Hill Road
Report concerns an automotive burglary. Victim reported the rear driver side window was smashed and her wallet was taken from the center console of her Honda Pilot.
 
Grand Theft - Bicycle - December 7, 2016 - Dolores Way
Report concerns the theft of victim's bicycle from her unlocked shed in her backyard.
 
Auto Burglary - December 8, 2016 - Camino Encinas
Report concerns unknown suspect(s) breaking out the front passenger side window of victim's
vehicle with an unknown object and taking a shoulder bag containing a work laptop as well as small amount of cash.
 
Grand Theft from Auto - December 9, 2016 - Bates Blvd.
Report concerns unknown suspect(s) taking a digital camera from the back seat of victim's
unlocked vehicle. Citizen desires prosecution if a suspect is identified.

Parks and Recreation
 
Natural Turf Renovations
City sports fields and the Orinda Community Center Park grass are currently undergoing turf renovations that will continue through the beginning of March. Several of the fields have temporary fencing and all have signage in place reminding visitors that the fields/turf areas will remain closed during this time. Becuase the fields are so heavily all year long this is a great time to allow them to recover while performing routine turf maintenance so they will be fit for play this Spring. Fortunately our two synthetic fields at Wilder will remain open throughout this process. If you see any individual abusing the City's field closure, please call Orinda Police at the Non-Emergency phone number, (925) 254-6820.
  
Upcoming Lunch n' Learns
The Parks and Recreation Department will not offer Lunch n' Learn's this month. Do not miss out the Gardening Lunch 'n Learn Series offered in January, February, and March 2017.  The upcoming series will include a presentation by Susan Captain, owner of Captain Vineyards in Moraga, Buzz Bertoleo, the Dirt Gardener, and Linnea Lion, Nursery Assistant at Ruth Bancroft Gardens.  Each one of these speakers will share their knowledge and methods on dry farming and gardening.

Saint Mary's MBA class has developed a survey to determine the business and services that the community would like.
