2016 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving and Grading, Inc. began paving activities on North Lane and Berkeley Avenue.  About 40 feet of Camino Del Diablo remains unpaved, but it is expected that Camino Del Diablo will be completed this week along with North Lane and Berkeley Avenue, weather permitting. The final street to be treated under this project is Virginia Drive. The work on Virginia Drive is currently on hold pending the relocation of a wooden pole by Pacific Gas and Electric Company (PG&E).  PG&E has not yet provided a date for the relocation. 
 
North Lane 
  
North Lane Storm Water Mitigation Project (expect delays on Camino Pablo)
The storm water mitigation project is substantially completed. The paving contractor of the 2016 Annual and Measures J & L Pavement Rehabilitation Project is currently working on the re-pavement of North Lane.  Due to this work, the existing traffic loop (sensor in the ground) for vehicles exiting North Lane into Camino Pablo has been temporarily removed, affecting the regular functions of the North Lane/Camino Pablo traffic lights. Since there is no loop sensor for that leg of the intersection, the entire intersection signal must be placed in "recall", in other words, it is on a timed phasing (i.e. each traffic direction is given an allocated green time so no vehicle is stuck without being able to move through the intersection). 
 
The end result of the recall timing at this traffic light means that, at times if there are no vehicles exiting or entering North Lane, then there are red lights in both directions of Camino Pablo.Signal technicians have adjusted the timing to maximize the green light on the through movement on Camino Pablo.

A new traffic loop will be placed after the re-pavement of North Lane is complete. the expected date of completion is Friday, December 9, 2016. Your patience is highly appreciated.
   
2017 Annual and Measure J & L Pavement Rehabilitation Project
As part of the design phase and in coordination with Pacific Gas and Electric Company (PG&E) in preparation for the 2017 Annual and Measure J & L Pavement Rehabilitation Project, Badger Daylighting Corporation (Badger) is performing potholing activities in several Orinda roadways to determine the depth of PG&E gas lines. Badger's activities will last until early December 2016 and it is limited to the paved area of the streets, no work will be performed on driveways or private property. Santa Maria Park & Ride Lot Stabilization Project
The project was completed at the end of November, and the Contractor is completing  punch list items. The Santa Maria Park & Ride lot is now fully open.  Your patience during the construction was greatly appreciated!

Loma Vista Drive Traffic Calming
Property owners along Loma Vista Drive between El Toyonal and El Toyonal will have the chance to vote on the installation of a speed cushion on their street. The cushion is proposed in the area in front of 22 and 26 Loma Vista Drive. The speed cushion proposal is the result of a traffic calming request that was submitted in 2015. 50% of the property owners who are sent ballots by mail are required to respond. Of those who respond, at least 60% must approve of the speed cushion for it to be installed. Planning Commission Action Updates - Meeting of November 29, 2016

59 Cedar Terrace: The Planning Commission held a public hearing to consider Design Review and Elevated Deck Permit applications to allow a 3,136 square foot addition and 630 square foot elevated deck to an existing single-family residence, resulting in a residence with 7,403 adjusted square feet.
ACTION: This item has been continued to a date uncertain by unanimous (4-0) roll-call vote. The project application(s) for this item will be re-noticed once a future public hearing date has been determined. 
 
19 La Encinal: The Planning Commission held a public hearing to consider Design Review for a 1,739 adjusted square foot new home on a vacant lot. A 2,937 adjusted square foot home was previously approved for this lot (DRA-2010-047). The proposed project would significantly modify the approved design and therefore Design Review is required. An Exception Permit is required for encroachment into a Type III creek setback.
ACTION: The Design Review, Exception Permit and Statement of Official Action were approved unanimously by a 4-0 roll-call vote.

New Project Applications -
 
17 Overhill Road: Design Review, Exception and Tree Removal Permit applications have been received, to remove the existing 2,512 square foot residence and construct a new 3,146 square foot residence. The existing home abuts the water channel on the lot, the project will relocate the home to be further from the creek, and however, an Exception Permit is required as the home will continue to encroach into the creek setback. One Live oak tree leaning toward the residence is proposed for removal.
 
Zoning Administrator Updates - 
 
29 Big Leaf Road (Lot 61@ Wilder): Design Review of a new 4,270 adjusted square-foot multi-level single-family residence and a 288 square-foot elevated deck on a 19,810 square-foot (net) vacant lot in the Wilder subdivision.
 
25A Orinda Way: Commercial Use Permit application has been received to allow two ground-floor automated teller machines for retail banking uses (Class B use) in a Type I space within the approved mixed-use development. No other banking uses are proposed for the ground floor. Proposed signage for these machines are not part of this permit application, and will be considered as part of the Master Sign Program for the development at a later date.
 
50 Melody Lane: Exception Permit application to allow for a retaining wall with a maximum height of 8'2" within the required front setback, in lieu of the 4' maximum allowed per Orinda Municipal Code Sec. 17.4.27, along Sandhill Road. Hillside Grading Permit application for the cut and fill of 250 cubic yards of earth to stabilize slope and address site drainage issues.
 
96 Camino Encinas: Encroachment agreement and tree removal applications for front yard improvements including installation of a 6-foot tall deer fence within the right of way, and removal of a protected 15" oak tree. 
 
27 La Campana: Removal of one, protected 16-inch live oak tree (Quercas agrifolia), not involving a development application. The request for the removal is due to potential safety and liability concerns.
 
519 Miner Road: Tree removal permit request to remove one 17" red oak tree.

Sleepy Hollow Annual Christmas Walk
On December 3, 2016 on a beautiful, sunny, crisp Saturday morning, a group of residents in Sleepy Hollow met for their annual Sleepy Hollow walk.  With light food and warm coffee, neighbors gathered together to share in each other's company and  our K9 friends along for a wonderful walk around the neighborhood.  Chief Mark Nagel, Officers Flack and Ladner appreciated the invitation and enjoyed everyones hospitality and Christmas cheer
 
Petty Theft - November 28, 2016 - Orinda Library
Report concerns the petty theft of a wallet. The wallet was taken out of the backpack of the victim.   Victim was working on her laptop computer at the Orinda Library when she discovered the wallet was missing.
 
Illegal Entry - November 27, 2016 - El Toyonal  
Report concerns unknown suspect(s) entering a vacant house that is for sale. The suspect(s) attempted to remove all of the appliances from the home. Most of the appliances were staged in the garage to be taken. The house has been remodeled and has been on the market for approximately a year.
 
Petty Theft - November 27, 2016 - Rite Aid
Report concerns a suspect in his 20's entering the Rite Aid store at the above listed location and taking an unknown number of items before exiting the store.  Report was made after the suspect left the area.
 
Burglary - November 28, 2016 - Wilder Road  
Report concerns unknown suspects forcing open a shipping container and taking construction tools.
 
Vandalism - November 29, 2016 - E. Altarinda Drive
Report concerns a vandalism that took place on E. Altarinda Drive in Orinda. The rear sliding glass door that leads into the master bedroom from the backyard was broken. There were no tools or instruments found at the scene used to break the glass door.
 
Vehicle Theft - November 30, 2016 - Moraga Way  
Report concerns unknown suspect(s) taking victim's work truck without his consent. Victim
was working in the backyard and did not see or hear who took his vehicle. Victim had approximately $3000.00 worth of yard maintenance equipment and two cell phones in the truck.
 
Vandalism - December 1, 2016 - Northwood Drive/Southwood Drive
Report concerns unknown responsible(s) vandalizing victim's vehicle. The damage was a broken front passenger side window. Nothing in the vehicle appeared to be missing or disturbed.
 
Grand Theft - December 2, 2016 - Camino Sobrante  
Report concerns theft of approximately $10,000.00 in tools from a construction site on Camino Sobrante. The house is under construction and is only studs, with no roof, and is unable to be secured.  
 
Petty Theft from Vehicle - December 2, 2016 - Camino Pablo
Report concerns the theft of a backpack from an unlocked vehicle. Estimated value of the backpack and contents is $100.

2017 Winter/Spring Activity Guide Now Online
 
The new 2017 Winter/Spring Activity Guide is now posted to the City's website. To view the guide, please  click here.  Hard copies of the guide will be delivered to the Post Office for delivery to residents on or before the registration date of December 6, 2016.
 
New Parks and Recreation Front Office Hours
   
Effective January 3, 2017, the hours of the Parks and Recreation Department Administrative Office will change to 8:30am. - 4:30pm, Monday through Friday (currently, the hours are 8:30am - 5:00pm). The office will continue to be open through the lunch hour. Parks and Recreation staff are excited about the new office hours as the change will allow administrative staff the opportunity to thoroughly complete the daily close-out process while still maintaining the ability to assist patrons (except registration/payment needs) until 5:00 p.m. The new hours will increase efficiency and the change should also prove to be budget-friendly by eliminating most overtime expenses for front office personnel.

Sports Field Closure
The Annual Field Closure Moritorium continues; all natural grass sports fields are closed.    
Please assist the City's rehabilitation efforts by staying off of the sports fields at Pine Grove, Orinda Sports Field and Wilder Field 3. If you see individuals using the City's field during the closure, please call Orinda Police at the Non-Emergency phone number at (925) 254-6820.
