Miner Road Sink Hole 
 
On January 12,  2017, the City Manager issued a Declaration of a Local State of Emergency based on the formation a large sinkhole on Miner Road near the intersection of Camino Lenada.

On Tuesday, January 17, 2017, the City Council convened a special meeting to discuss and subsequently ratified the recently declared local emergency due to the recent storms that began on Saturday, January 7, 2017.

Larry Theis, Director of Public Works provided an oral staff report including a powerpoint presentation ( click here to view) regarding the current damage and requested the Council's input on next steps with the sinkhole repair.

The Council directed staff to  work expeditiously with a permanent sinkhole repair (in phases if needed). The work will likely involve long hours each day and the work may occur seven days a week.

The City is pursuing quotes from contractors for the cost and duration of the work and will be selecting a contractor as soon as possible. However, performing this work during the rainy season is challenging and has potential risks to the job site including but not limited to the site being inundated with stormwater if a de-watering system cannot handle the creek storm flows.   If there is a window of good weather, we hope to complete the culvert repair in approximately 4 weeks.

2016 Annual and Measure J & L Pavement Rehabilitation Project

The City's 2016 Measure L and J Paving Program has recently been completed. There remains some punchlist items to be addressed by the Contractor before the contract is accepted as complete. To see the list of streets that were repaired this past year click here.

Planning Commission Action Updates
January 10, 2017 Special Meeting

New Public Hearings:

1 Dalewood Terrace: The Planning Commission held a public hearing to consider Design Review and Tree-Removal Permit applications for a new multi-level, 6,310 adjusted square-foot (6,860 gross) single-family residence on a vacant lot that has a net area of 49,182 square feet. 
Action: The Design Review and Tree Removal permit applications as well as the Statement of Official Action were unanimously approved by a 7-0 roll-call vote.

19 La Campana:
The Planning Commission held a public hearing to consider an Exception Permit application to add a third story at basement level to a previously approved new home project. The previously approved design includes a basement; the proposed modification to the design would add a covered patio and egress from the basement, causing the basement to count as a third story.
Action: The Exception Permit application and Statement of Official Action were approved by a unanimous (7-0) roll-call vote.

Windy Creek Way (5 Lots at Wilder [191-195]):
The Planning Commission held a public hearing to consider Design Review applications for five new, multi-level, single-family residences on Lots 191,192, 193, 194 and 195 and two Elevated Deck Permit applications on Lots 193 and 195 in the Wilder subdivision. (These Design Review applications were submitted prior to the effective date of the new Zoning Administrator process, thereby giving the applicant the option for Planning Commission review).  
Action: (Motion #1) The Design Review, and two Elevated Deck Permit applications as well as the Statement of Official Action for Wilder Lots 191, 192, 193 and 195 were approved as recommended by Staff, by a unanimous (6-0) roll-call vote. (Motion #2) By a majority (4-2) roll-call vote, the Design Review for Wilder Lot 194 was approved with additional Conditions as set forth by the Planning Commission, and the amended Statement of Official Action (reflecting the additional Conditions of Approval) was adopted.

Each year in January, Contra Costa's Homeless Continuum of Care (CoC) conducts a comprehensive point-in-time count of families and individuals experiencing homelessness. The point-in-time count tallies information about people sleeping in emergency shelters and transitional housing as well as people sleeping in cars, in abandoned properties, or in other places not meant for human habitation. It provides a one-day snapshot of homelessness and includes data about families, youth, chronically homeless, veterans, as well as gender, ethnicity, and race.
 
The Contra Costa Council on Homelessness is looking for volunteers to help conduct surveys for morning and afternoon shifts on Thursday January 26th and Friday January 27th.
 
  Volunteer training sessions will be held in various sites in the week before the count.
Parks and Recreation
 
Update on CIP Project #4112 - Orinda Community Park
 Restroom Improvement and Gazebo Rehabilitation
 
There is no question that the existing restroom and gazebo in the Orinda Community Park (adjacent to the community center) are in need of attention; both are aged and undersized. However, when staff began reviewing this project during the summer of 2016, it quickly became apparent that the restroom and gazebo were not the only amenities that needed attention. Certain pathways are deteriorating, the playgrounds are nearing the end of their useful lives and picnic areas and the practice court are worn.
 
The City retained Callander Associates, a landscape architectural firm, to create a conceptual design. Based on feedback from staff, the Parks and Recreation Commission, and members of the public, an initial design was created. The Parks and Recreation Commission reviewed the design at their meeting in August.  Mark Slichter of Callander Associates received feedback and developed a second design. Members of the Parks and Recreation Foundation developed a design of their own, based on the initial concept. The Foundation plans to focus 2017 fundraising efforts on the park's future.
 
At a Special Meeting of the Park and Recreation Commission in late October, Mr. Slichter received comments and suggestions from both Commission members and Foundation members and a final concept and cost estimate were developed. At the December meeting, the Park and Recreation Commission approved, pending a few small modifications, the latest conceptual design and moved for it to be presented to the City Council at an appropriate time. The Commission and Foundation are seek Council feedback and, ultimately, approval of a concept in order for the Foundation to initiate fundraising efforts. Fundraising is currently the sole source of funding identified as yet towards the estimated $2.65 million project cost. In addition, the proposed revised project can very feasibility be built in phases.
 
New Water Fountain Installed at Orinda Community Center! 
 
The Orinda Community Center welcomed a newly installed water fountain during the first week in January. Visitors to the Community Center will now be able to enjoy filtered water and fill their own water bottles with the new drinking fountain. 

An added attraction, as you top off your water bottle, a digital display shows how many plastic bottles have been saved. Thanks to the community for your patience during the transition.
 
Thinking of Summer?
 
The Summer Camp guide is almost here! The stand-alone Summer Camp Guide has information about City-run and contracted summer camps and also includes a new and improved summer camp schedule (which debuted last year.) The  Choose Your Own Adventure camp guide allows parents to view all camps for all ages in a week-by-week matrix. Parents will search by week and then find the appropriate age to choose their child's adventure. 
 
What's the best part about this guide? The easy-to-plan layout features full-time care and programing offered from 7:30 a.m. to 6:00 p.m., Monday through Friday. Parents will still have the option to register for a half-day only.  Extended care is an option available to parents that will cover the time before morning camps begin, during lunch, and once afternoon camps end; however parents must separately register for each extended care option (a.m., lunch bunch and p.m.) in order to participate in each program.
 
To help parents navigate the new schedule, staff will be available to answer questions at the 2nd Annual Summer Camp Fair on Saturday, February 25 from 10:00 a.m. to 1:00 p.m. at the Orinda Community Center.  Additional information will be available a few weeks prior to the fair.
Winter Spare the Air 
 
The 2016/2017 Winter Spare the Air
season runs from
November 1, 2016 through February 28, 2017  

The Winter Spare the Air program notifies residents when particulate matter levels are anticipated to be unhealthy. On these high pollution days, the Air District will issue a Winter Spare the Air Alert which prohibits wood burning throughout the Bay Area.

When a Winter Spare the Air Alert is in effect, it is illegal to burn wood, manufactured fire logs, pellets, or any other solid fuels in your fireplace, woodstove, or outdoor fire pit.

Central San Offers Free Tour of Award-Winning
Wastewater Treatment Plant

Wondering where all the water and other stuff goes after draining from sinks, showers, tubs, washing machines and toilets? (Doesn't everyone?)   Here's your chance to see that mystery revealed, and learn how wastewater is transformed into valuable resources like energy and drought-proof recycled water. The Central Contra Costa Sanitary District (Central San) invites you to a behind-the-scenes tour of its award-winning wastewater treatment plant.
 
The plant treats more than 32 million gallons of wastewater a day, produces 600 million gallons of recycled water each year, and generates more than 80% of its own power needs. It is one of the few treatment plants in the country to have earned the National Association of Clean Water Agencies "Peak Performance Award" 18 years in a row.
 
Central San is offering a free 90-minute walking tour of its treatment plant at
5019 Imhoff Place
in Martinez on Wednesday, January 25, 2017 at 9 a.m.
 
This tour provides a rare opportunity to see and learn about the people, facilities, and operations of Central San that protect public health and the environment 24 hours a day.
 
The minimum age for tour participants is 10; those under 18 require an accompanying adult. The tour entails a lot of walking and stairs, and Central San cannot accommodate people with mobility disabilities.  Reservations are required.
