                                   Miner Road Sinkhole Update
We weathered the storms last week and experienced no major damage from the recent creek flows. The City had personnel onsite 24 hours a day over the weekend to oversee the recently installed bypass pumps and keep an eye on the creek flows. The pumps were used frequently over the weekend to pump creek water that was backing up at the headwall due to the damaged/constricted culvert into the downstream portion of the creek. The bypass pumps helped manage the flood water.

Early last week, City Staff met with nine prospective bidders (individually) for the culvert repair work so each contractor could see the damage and site conditions/constraints. The City's consultant, Drake Haglan, completed the project design (includes CCCSD sewer pipe(s) repairs) on Tuesday afternoon (a 1 week turnaround!) - just in time to be approved by the City Council on Tuesday evening. The Council gave Staff approval to proceed with obtaining cost proposals which were due on Friday, 7/27/17 at noon. The Council also requested that Staff proceed with temporary advisory signage and on-street parking restrictions along the narrow detour road, Camino Sobrante, due to the heavy volume of traffic and safety concerns.
 
The cost proposals are NOT solely based on  a lowest bid since the City declared an emergency. The City will select the best combination of price, proposed start date, proposed number of working days, and other relevant factors such as alternate design suggestions, or different methodology. 
 
Staff evaluated the proposals over the weekend and will present a recommendation to the City Council at a special meeting scheduled for Tuesday January 31, 2017 at 8:00 a.m. in the Sarge Room at City Hall.
 
The State of California recently declared an emergency which included Contra Costa County. This should aid the City in obtaining Federal Emergency Funding to reimburse the cost of repairing the sinkhole due to the heavy storm damage. Applications were submitted to the Army Corps of Engineers and the California Department of Fish and Wildlife to obtain emergency regulatory permits to allow for construction to begin immediately.

Downtown Planning Update
 
The C i ty Council r ecently directe d staff to proceed with the "Market Analysis and Transformation Strategy Development Service" from the National Mai n Street Cen t er ( N MSC) and the Technical Assistance Panel (TAP) from ULI . In support of these efforts, staff anticipa t es tha t t here wil l be a need to consult with Councilmembers in addition to the regular City Council meetings.

53 Windy Creek Way:  Appeal to the City Council of the Planning Commission approval of a single-family residence on Lot 194 at Wilder. Appeal concerns a Condition of Approval requiring that the side-facing garage be removed.

New Piece of Artwork on Display!
 
The landing terrace in front of the Orinda Library now features a new piece of artwork. Swimmer, by David Mudgett, is fabricated from steel. This sculpture, which is two separate pieces, is roughly 7'x 4'x 5-6' tall and weighs approximately 800 lbs. This piece was brought to Orinda by the City's Art in Public Places Program and Art Space Orinda, which has been placing outdoor sculptures in the Orinda community since 2007.  Its purpose is to recognize artists as important cultural resources, and to install artwork throughout the City to broaden public awareness and encourage dialogue about public art. Emergency Operations Training 
Last week, three members of the City of Orinda staff attended a four day Earthquake Emergency Operations Center training class in Martinez sponsored by the California Specialized Training Institute. Chief of Police Mark Nagel, Planning Director Drummond Buckley and Parks and Recreation Director Todd Trimble all played important roles during the drill.
 
The training introduced participants to key management principles and practices using a simulated multifaceted earthquake exercise. Participants were involved in a progressive series of exercises culminating in a realistic earthquake simulation as a member of an emergency management team. Instruction emphasized the importance of a comprehensive set of strategies including initial disaster response, options to mitigate the impact of disasters before they happen and to strengthen preparations for prompt, effective restoration during recovery.
