2016 Annual and Measure J & L Pavement Rehabilitation Project
The City's 2016 Measure L and J Paving Program has recently been completed. There are some punchlist items that are being addressed by the Contractor before the contract will be accepted as complete. To see the list of streets that were repaired this past year,

The paving project is substantially completed. The contractor will be finalizing the punchlist in the next few weeks, weather permitting, including a corrective action to a section of asphalt on Camino Del Diablo.
The pavement rehabilitation of Virginia Drive was included in this project, from Glorietta Boulevard to Moraga Via. The rehabilitation has not occurred yet due to a conflict with a wooden PG&E pole located in front of 15 Virginia Drive. The pole needs to be relocated by PG&E crews to allow a safe area for the City's contractor to replace a 36 inch diameter storm drain pipe across Virginia Drive. PG&E has not provided a date for this relocation yet. The City has decided to move the rehabilitation of Virginia Drive from the 2016 project to the 2017 Paving Project. The asphalt swale that was recently removed by the 2016 paving project contractor will be reestablished in early January, weather permitting. Assuming that PG&E relocates the pole in the next 3 to 4 months, it is expected that in the spring of 2017, and prior to paving activities on Virginia Drive, the contractor will perform minor concrete work and drainage improvements, including the replacement of the replace a 36 inch diameter storm drain pipe, paving activities are expected to take place in June 2017.
North Lane Storm Water Mitigation Project
The storm water mitigation project is substantially completed. The contractor is finalizing the punchlist items before the project will be accepted as complete.
Overhill Road Traffic Calming Neighborhood Meeting
A request has been made by several neighbors along Overhill Road
to implement traffic calming measures to reduce vehicular speeds
and improve pedestrian safety between 5 Overhill Road and 49 Overhill Road.
A neighborhood meeting will be held on Monday, January 9, at 6:30pm in the
Sarge Littlehale Community Room at City Hall, located at 22 Orinda Way.
Everyone interested in traffic calming measures are encouraged to attend this meeting to provide their input and concerns. At the meeting, residents will be asked to volunteer to be part of the Neighborhood Action Team (NAT) that will help City staff develop a preliminary traffic management plan to be presented to the Traffic Safety Advisory Committee (TSAC) for their recommendation.

New Public Hearings:
1 Dalewood Terrace:
The Planning Commission will hold a public hearing to consider Design Review and Tree-Removal Permit applications for a new multi-level, 6,310 adjusted square-foot (6,860 gross) single-family residence on a vacant lot that has a net area of 49,182 square feet.
19 La Campana:
The Planning Commission will hold a public hearing to consider an Exception Permit application to add a third story at basement level to a previously approved new home project. The previously approved design includes a basement; the proposed modification to the design would add a covered patio and egress from the basement, causing the basement to count as a third story.
Windy Creek Way (5 Lots at Wilder [191-195]):
The Planning Commission will hold a public hearing to consider Design Review applications for five new, multi-level, single-family residences on Lots 191,192, 193, 194 and 195 and two Elevated Deck Permit applications on Lots 193 and 195 in the Wilder subdivision.(These Design Review applications were submitted prior to the effective date of the new Zoning Administrator process, thereby giving the applicant the option for Planning Commission review).
New Project Applications:
48 Oak Drive:
Design Review application for a new two-story 4,562 adjusted square foot single-family house on 0.95 acre site. Elevated deck and tree removal permits have also been submitted for the proposed project.
Zoning Administrator Updates:
23 Wild Rye Way (Wilder Lot 63):
The proposed project is a new 3,756 adjusted square-foot residence on a 19,617 square foot vacant lot at 23 Wild Rye Way in the Wilder Subdivision.
66 Boeger Ranch Road (Wilder Lot 66):
The proposed project is a new, 5,377 adjusted square-foot residence, with an approximately 304 square foot elevated deck, on a 23,989 square foot vacant lot at 66 Boeger Ranch Road in the Wilder subdivision. The Design Review is for the proposed structure, not the portion of the project proposed for use as a second dwelling unit.

Each year in January, Contra Costa's Homeless Continuum of Care (CoC) conducts a comprehensive point-in-time count of families and individuals experiencing homelessness. The point-in-time count tallies information about people sleeping in emergency shelters and transitional housing as well as people sleeping in cars, in abandoned properties, or in other places not meant for human habitation. It provides a one-day snapshot of homelessness and includes data about families, youth, chronically homeless, veterans, as well as gender, ethnicity, and race.
The Contra Costa Council on Homelessness is looking for volunteers to help conduct surveys for morning and afternoon shifts on Thursday January 26th and Friday January 27th.
Volunteer training sessions will be held in various sites in the week before the count.

Parks and Recreation
New Parks and Recreation Front Office Hours
Effective January 3, 2017, the hours of the Parks and Recreation Department Administrative Office are now 8:30am - 4:30pm, Monday through Friday and will be open during the lunch hour.
Parks and Recreation staff are excited about the new office hours as the change will allow administrative staff the opportunity to thoroughly complete the daily close-out process while still maintaining the ability to assist patrons (except registration/payment needs) until 5:00 p.m.

Winter Spare the Air
The
2016/2017 Winter Spare the Air
season runs from November 1, 2016 through February 28, 2017 .
The Winter Spare the Air program notifies residents when particulate matter levels are anticipated to be unhealthy. On these high pollution days, the Air District will issue a
Winter Spare the Air Alert which prohibits wood burning throughout the Bay Area.
When a Winter Spare the Air Alert is in effect, it is illegal to burn wood, manufactured fire logs, pellets, or any other solid fuels in your fireplace, woodstove, or outdoor fire pit.

Welcome Aboard!
The Parks and Recreation Department welcomes
Jennifer Amerman, as our new Recreation Coordinator. Jennifer began her new position January 3, 2017. She comes to Orinda with over 15 years of solid customer service experience in the public sector.
Jen
nifer also worked for the Town of Danville as their Program Coordinator for senior participants. She holds a BS in Recreation and Community Services from Cal State East Bay.
The Public Works/Engineering Department is excited to add Farah Khorashadi to the Engineering team as the City's limited term Paving Program Project Manager.
Farah also began her first day on January 3, 2017
and brings with her a wealth of experience with paving projects and a strong background with working with the public. Farah worked for the Riverside County Transportation Department for almost 25 years before retiring. Farah's experience is enhanced by her Master's Degree in Engineering from Southern Illinois University.
