Invitation to Field Demonstration of Pavement Condition Assessment
   On Wednesday July 27, 2016, from 9:30 am to 10:30 am, the City of Orinda's Public Works and Engineering Services Department invites the general public to a field demonstration of the pavement condition assessment process for Streetsaver.

The meeting location is at the corner of
Avenida de Orinda and Orinda Way at 9:30 am.
 
 
Every two years, the Metropolitan Transportation Commission (MTC), under the Pavement Management Technical Assistance Program (PTAP), selects a consultant to perform visual inspections of streets in the City of Orinda. The consultant evaluates the streets in accordance with MTC standards and the Streetsaver program. As result, each street in Orinda receives a pavement condition index (PCI) from zero (0) to one hundred (100), zero being "very poor" condition and one hundred being "newly constructed" or "recently reconstructed". Over the next 3 to 4 weeks,  Nichols Consulting Engineers will perform pavement condition assessments on all of our public streets in order to prepare the City's bi-annual pavement management report.  Nichols Consulting Engineers will lead the field demonstration on July 27 th and will explain how the PCI is assigned to a street.   

2016 Annual and Measure J & L Pavement Rehabilitation Project
Bay Cities Paving & Grading Inc., began pothole activities, monument preservation and minor concrete work at Ivy Drive, Ramona Drive, Descanso Drive and Whitehall Drive. Last week, City staff, the contractor, construction management consultant and design consultant met with other agencies and utility company representatives to coordinate construction activities and adjust the schedule. Representatives from the Town of Moraga, Acalanes Union High School District, AT&T, East Bay Municipal Utility District (EBMUD) and Pacific Gas and Electric Company (PG&E) attended the meeting.
 
PG&E is playing an important role in this project. Since 2015, City engineering staff and PG&E engineers have been meeting on a regular basis to coordinate the work so that PG&E lowers their shallow underground gas lines at all the streets that will be paved in 2016.  PG&E has experienced delays in their work plan and did not complete this work by June 24, 2016 per their commitment in March of this year.  PG&E is committed to keeping pace with Bay Cities Paving & Grading Inc. as the City's contractor cannot pave a street where PG&E has not lowered their gas lines. These coordination efforts with PG&E are on-going. Coordination with PG&E for the 2017 paving project began in January 2016.
 
This week, the contractor will continue pothole activities, monument preservation and minor concrete work at Ivy Drive, Ramona Drive, Descanso Drive and Whitehall Drive. The contractor also will start this type of activities at La Cresta Drive and Altamount Drive.
 
North Lane Storm Water Mitigation Project
This week Bay Cities Paving & Grading Inc., performed the first launching pit at the south entrance of the East Bay Municipal Utility District (EBMUD) water treatment plant, via jack and bore operation, the new 60-inch diameter reinforced concrete pipe (RCP) will run under EBMUD property to San Pablo Creek.   
 
   


The contractor finalized the installation of the temporary creek diversion at the San Pablo Creek and completed the excavation of the area where the outfall structure will be built.
 
This week the contractor will begin construction of the outfall structure at San Pablo Creek, backfill the first launching pit and start the excavation and shoring of the second launching pit at the south entrance of the EBMUD water treatment plant.

New Hearings:
  • 89, 91 Loma Vista Drive - A public hearing to consider a Design Review application for a proposed 2,488 square-foot addition to an existing single-family residence. The proposed addition would increase the size of the residence to 5,595 square feet, including garage. The existing residence on the easterly side of the property would be demolished, and the proposed addition would incorporate the footprint of the demolished residence.
  • 544 Miner Road - A public hearing to consider Design Review application to allow a 300 square foot addition located at the front of an existing 5,617 square foot residence. The project requires a Design Review application to be heard before the Planning Commission as the total amount of square footage added over a 5- year period exceeds 1,500 square feet.
  • 6 Sleepy Hollow Court - A public hearing to consider Design Review, Elevated Deck and Exception Permit application to allow a 1,522 square foot addition that encroaches a maximum of 10 feet into  a creek setback and a 643 square foot elevated deck to an existing 4,009 square foot home.
  • 57, 58, 59, 60, 61 Windy Creek Way (Wilder) - A public hearing to consider five Design Review applications for five new single-family residences on Lots 189, 190, 196, 197 and 198, and one Elevated Deck Permit application (Lot 196) in the Wilder subdivision.
NEW PROJECTS:
  • 29 Bates Boulevard - 1,300 square foot addition and remodel for an existing home.
  • 3, 5, 7 Twig Lane (Wilder) - Design review applications for three new single family homes in the Wilder subdivision, ranging from 2,491 to 4,977 adjusted square feet. An elevated deck permit is also required for the proposed home at 5 Twig Lane. All proposed homes are two stories on down-sloping lots.

  • 115 Coral Drive - Elevated Deck Permit request to construct a 393 square foot elevated deck located in the rear yard as part of a landscape renovation project.

National Night Out is Tuesday, August 2, 2016 
National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community.

PG&E Removes Multiple Transmission Towers and Power Lines in Orinda
 
 
Clear skies and unobstructed views will be in store for local residents after Pacific Gas and Electric Company (PG&E) removes seven transmission towers and approximately 4,300 feet of power lines from the Orinda skyline in July. The approximately 85-foot steel towers and power lines once transmitted 115 kilovolts of electricity to local substations, but are no longer required. 

"When in use, transmission towers and power lines are vital tools for serving our Bay Area customers safe and reliable power. However, Orinda is one of the Bay Area's most scenic communities and we are pleased to safely remove this decommissioned equipment and restore the natural aesthetics of this area," said Vic Baker, senior manager of PG&E's Diablo Division.

Construction begins the week of July 11. The removal of the towers and cables requires use of cranes and helicopters to safely dismantle and transport the equipment.  The towers are located near the following streets: Brookwood Road, Longridge Road, Oak Road, Stein Way, Lloyd Lane, Moraga Way, Sunrise Hill Road. 
 
PG&E crews will work in the area from 7 a.m. to 5 p.m., Monday through Friday, for the duration of the project, pending safe weather conditions.  There will be occasional traffic breaks during the helicopter work and flaggers will be in the area providing traffic control.  "We remind drivers to stay safe and not be distracted by helicopters overhead," said Baker.  
 
The project is expected to be complete by the end of July.

City Council Candidate Nomination Period

Anyone interested in running for one of the two open seats on the Orinda City Council  to be voted on at the November 8, 2016 General Municipal Election may take out the required candidate nomination papers starting Monday, July 18, 2016.

Need Tech Assistance?
Technology is a useful tool but when it's constantly changing it can be somewhat hard to grasp. Juniors4Seniors is a group of high school students who volunteer their time by providing meaningful services to their communities with a focus on providing support for seniors. For a few weeks this summer, Co-Managing Directors, Reagan Tierney and Mary Kate Henderson, will be on hand to assist seniors with computer skills and social media here at the Orinda Community Center. This is a free, drop-in program for seniors who need assistance setting-up or learning how to operate devices, troubleshooting gadgets, or general tech questions. Juniors4Seniors will be at the Orinda Community Center, located at 28 Orinda Way, on Friday's, July 22 through August 19 from 12:00 p.m. to 2:00 p.m. Registration is not required. Fall/Winter Activity Guide is Almost Here 
The Fall/Winter Activity Guide will be available online by Tuesday, July 26, delivered to the post office on August 2 and registration begins the same day. Participants will be able to register for classes and programs that start in September and run through December. This year the Orinda Community Center will be open in between the Christmas and New Year's Day holiday from Tuesday, December 27 through Friday, December 30 which means the Parks and Recreation Department will be offering a few camps during that time.  A few of those camps are:

  • Lunch Bunch
  • Triple Threat Performance Camp
  • Mad Science - NASA Camp and Flight Academy
  • Skyhawks - Soccer

Blues in the Community Park

Blind to Reason will bring the blues back on July 26. Their song list, by Vocalist and Guitarist Steve Studebaker, is an eclectic set that stems from his knowledge of blues and rock and roll. El Ranchero Taco Truck will also be available to those that want to partake in #TacoTuesday. Concerts in the Park are held at the Orinda Community Park located at 28 Orinda Way.
Improvements at Orinda Oaks Park 
Two new improvements occurred recently at Orinda Oaks Park . The barbeque unit was replaced in order to allow the crank to raise or lower the coals in order to adjust the heat. Also, the women's restroom door, which had been stolen, was replaced with a new custom door.
