2016 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving & Grading, Inc. completed pavement on Amber Valley Drive, Singingwood Lane and Fallen Leaf Terrace and Valley View Road.
 

 
  
            
North Lane Storm Water Mitigation Project
Last week Central Contra Costa Sanitary District's (CCCSD) contractor completed the sewer pipe replacement along North Lane. They are still in the area performing additional sewer work but have provided room to the City's contractor to continue with the storm water mitigation project. In addition, last week,  Bay Cities Paving & Grading Inc. (Bay Cities) installed new storm water drain inlets along North Lane. City staff,  the Construction Management team and Bay Cities coordinated with Pacific Gas and Electric Company (PG&E) to schedule the replacement of the 48 inch storm drain reinforced concrete pipe (RCP) under North Lane. Along the alignment of the new 48 inch RCP, there are two locations which conflict with PG&E main gas lines. PG&E will provide stand-by personnel to assist the contractor while installing the pipe in the gas lines vicinity.
   
 
Once the CCCSD project is finalized and the replacement of the 48 inch storm drain pipe under North Lane is completed, the City of Orinda will apply final pavement along North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project.
  
2017 Annual and Measure J & L Pavement Rehabilitation Project
As part of the design phase and coordination with Pacific Gas and Electric Company (PG&E) related to the 2017 Annual and Measure J & L Pavement Rehabilitation Project, Badger Daylighting Corporation (Badger) is performing potholing activities in several Orinda roadways to determine the depth of PG&E gas lines. Badger's activities will last until early December 2016 and will be limited to the paved area of the streets, no work will be performed on driveways or private property. Santa Maria Park and Ride Lot Stabilization
Recently, Freethy Excavating installed the storm drains and new storm drain pipe across Santa Maria Way and the Park & Ride Lot. This new storm drain will help collect water that was previously running over the hillside, contributing to erosion issues. This week, the contractor will pave a portion of the parking lot and begin installation of the curb and gutter. The portion of the parking lot to be paved includes the area where the major landslide damage occurred. The project is on schedule to be complete by the end of November. Please respect the cones blocking spaces in the parking lot as the equipment needs space to move around, and thanks to all those who have patiently navigated the working area.

Proposed Stop Sign at El Toyonal and Loma Vista
A neighborhood request for a stop sign at the eastern (downhill) intersection of El Toyonal and Loma Vista was received by City staff. There are currently stop signs at two legs of the three-way intersection. The City hired a traffic engineer to perform a stop warrant analysis at this intersection, who concluded that the non-standard geometry of the intersection and the poor sight distance for the driveway around the curve warranted a stop sign at that location (on El Toyonal). The proposed stop sign will be considered at the City Council meeting to be held at 7:00pm on November 15, 2016 in the Library Auditorium at 26 Orinda Way.

Speed Limits - How are they set?
  
Traffic engineers must follow the California Vehicle Code (CVC) in determining speed limits. The CVC sets prima facie speed limits in California where no other speed limit is posted. For example, the prima facie speed limit is 25 mph in business and residential areas, school zones, and areas around senior centers where no other speed limit is posted. Speed limits can be modified from the prima facie based on an Engineering & Traffic Survey (E&TS).  The E&TS takes into account the 85th percentile speed of drivers recorded along that segment of roadway, collision history, and the physical characteristics of the roadway to provide a recommended speed limit. An E&TS is valid for five years, but may be extended to seven or ten years. Without a valid E&TS, the speed limit is not enforceable.

Orinda Public Safety Community Forum

On Wednesday, November 9, 2016, a Public Safety Community Forum was sponsored by the Orinda Association.   Police Chief Mark Nagel, MOFD Chief Stephen Healy,  and Emergency Preparedness Coordinator Dennis Reins presented materials to the audience on measures that are  currently in place, and a representative from the Community Emergency Response Team (CERT) provided information on upcoming classes and emergency preparedness.    
 
The Forum was videotaped for future viewing on the Contra Costa cable station
