City offices will be closed on

Public Works and Engineering Services  

2016 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving & Grading, Inc. completed pavement on Los Altos, Vista Del Mar, Bobolink Road and Via Farallon and the contractor has also completed pavement on Camino Del Diablo.
 
Due to the holiday and the short work week, from November 21st to the 25th, the contractor will not work on paving activities. They will resume paving on Monday, November 28, 2016, weather permitting.                  
 

 
North Lane Storm Water Mitigation Project
Last week, Bay Cities Paving & Grading Inc. installed new 48 inch storm drain reinforced concrete pipe (RCP) under North Lane. The City of Orinda will apply final pavement along North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project.
 
2017 Annual and Measure J & L Pavement Rehabilitation Project
As part of the design phase and coordination with Pacific Gas and Electric Company (PG&E) related to the 2017 Annual and Measure J & L Pavement Rehabilitation Project, Badger Daylighting Corporation (Badger) is performing potholing activities in several Orinda roadways to determine the depth of PG&E gas lines. Badger's activities will last until early December 2016, will be limited to the paved area of the streets and no work will be performed on driveways or private property. Santa Maria Park and Ride Lot Stabilization
Freethy Excavating has installed the aggregate base for the new pavement in the parking lot and completed the concrete work, including installation of curb and gutter along the edge of the parking lot and a new valley gutter across the entrance of the parking lot. Upcoming work will include paving. The project is on schedule to be complete by the end of November. 

 El Toyonal and Loma Vista Stop Sign
A stop sign was proposed at the easterly (downhill) intersection of El Toyonal and Loma Vista Drive as the result of an engineering and traffic survey. The new stop sign would have converted the two-way stop intersection into an all-way stop intersection. Six residents of the neighborhood were present at the City Council meeting on Tuesday, November 15, 2016 to  voice their opposition to the stop sign. City Council voted not to approve the proposed stop sign. Thus, the intersection will remain in its current condition.

Planning Updates from the November 15, 2016 City Council Meeting:
 
Consent Calendar:
88 Sunnyside Lane: Authorization of an Environmental Documentation Services Contract to Michael Baker, International, for Preparation of Environmental Documentation Services for a Proposed Four-Lot Vesting Tentative Map was approved by a unanimous (5-0) consent calendar vote.  
 
Public Hearings:
20 Irwin Way: A public hearing was held by the City Council to consider a request for local Historic Landmark Designation of the Remains of a Railroad Trestle located at 20 Irwin Way . Historic Landmark Designation was unanimously approved and Ordinance #16-06 was introduced by a unanimous (5-0) roll-call vote.

94 Tarry Lane: A public hearing was held by the City Council to consider a request for local Historic Landmark Designation of a Cast-Iron Lamppost located at 94 Tarry Lane. Historic Landmark Designation was unanimously approved and Ordinance #16-05 was introduced by a unanimous (5-0) roll-call vote.
 
Policy Matters:
Downtown Planning Updates: City Council considered professional services contracts presented by both The Urban Land Institute (ULI) and National Main Street Center (NMSC) for services related to Downtown Planning. City Council authorized staff to move forward with the ULI contract by a majority vote (3 ayes, 1 nay, and one recusal) and to move forward with the NMSC contract by a majority vote (4 ayes and one recusal).
 
Short-Term Rentals and Large Parties in Residential Neighborhoods: City Council held a discussion related to regulations of residential short-term rentals and large parties in residential neighborhoods.  Staff was directed to work on a draft amendment to the Orinda Municipal Code establishing a simple registration system  for short term rentals, and prohibiting parties of more than 50 persons at short term rental properties; these changes will be presented in the future to the Planning Commission for recommendation at a noticed public hearing.

Petty Theft - November 14, 2016 - Muth Drive
Report concerns a stolen package taken off the porch of a residence on Muth Drive. 
 
Illegal Entry - November 15, 2016 - Heather Lane
Report concerns unknown suspect(s) entering the residence.  Nothing was taken.
 
Report concerns the arrest of a suspect who failed to yield after a traffic enforcement stop.  Suspect fled from the officer ultimately crashing his car on Moraga Way. Driver was ejected and sustained injuries from the accident.  Next to the driver, Officer located an illegal assault rifle.  Suspect was arrested for probation violation and possession of an illegal weapon.
 
Residential Burglary - November 18, 2016 - Zander Drive
Report concerns the burglary of victim's residence.  The entry point was a rear sliding glass door with no signs of forced entry. 
 
BART POLICE
   
11/14/16, 2221 hours victim reported that their 1996 Honda Civic was stolen while parked in the station's reserve lot between 1000 and 2210 hours. An officer responded to take the report

Sports Field Closure
It's that time of year for the Annual Field Closure Moritorium. Pine Grove will be closed starting Monday, November 21, 2016 in order to aerate, fertilize, and top dress during the closure. Orinda Sports Field and Wilder Field 3 will be closed starting Monday, November 28, 2016. This year staff will place fencing around the field at Pine Grove and Wilder Field 3 to help ensure the most effective turf rehabilitation efforts.  
 
Orinda Community Center Park Update
  
The Orinda Community Center Park received additional engineered wood fiber in the Young Tot Lot swing area this week. The additional fiber helps maintain a proper fall zone safety standard.  There is also a light out at the practice courts which staff are aware of, and a replacement bulb has been ordered and should be installed next week. The City will also be closing half of the grass area on November 21, 2016 in order to make turf repairs. Each half will be closed for roughly 6 to 8 weeks, depending on the weather, growth conditions and how the turf responds. We are asking for the community's support in adhering to these closures.
