Auto Burglary - September 29, 2016 - Brookwood Road
 
Report concerns unknown suspect(s) breaking into victim's vehicle and stealing radio equipment.
 
Petty Theft, Bicycle - October 3, 2016 - CVS
 
Report concerns victims securing their bicycles on the bicycle rack in front of the CVS store.
Victims later returned to find the bicycles missing from the rack.
 
Drunk in Public - October 6, 2016 - Camino Sobrante
 
Orinda Officers responded to a call for a welfare check on Camino Sobrante.  After speaking with the subject, Officers determined he was under the influence of alcohol and could not care for himself and was arrested for being drunk in public. 
 
Shoplifting - October 7, 2016 - CVS
 
Report concerns suspect taking items from CVS and walked towards Orinda BART.  Orinda Officers stopped the suspect and recovered the items.  Suspect also possessed a warrant out of Oakland PD.

20 16 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving & Grading, Inc. placed asphalt concrete (AC) along Moraga Via, Estates Drive and Oakwood Road.
                     
Pavement cracking on Canon Drive, Charles Hill Road and Miner Road
As part of the 2015 Annual and Measure J & L Pavement Rehabilitation Project, the City rehabilitated sections of Canon Drive, Charles Hill Road and Miner Road. In July and September of 2016, residents reported to City staff the appearance of longitudinal cracks on portions of these sections. Since then, City staff, contractors (paving and soil stabilization) and different consultants (design, construction management and geotechnical) have worked together to solve this situation. These street sections received full depth reclamation (FDR) treatment located in the hillsides and they do not present any confinement. All cracks are longitudinal, similar size and located in the same side of the street.
 
The Longitudinal cracks (parallel to the centerline of the pavement) can be caused from a number of sources. A general listing includes the following: a) structural failure due to traffic loads (most likely not the case as the street is fairly new); b) problems placing the asphalt mat (there are a variety of problems that can result from improper paving, but none other than a poor paving joint tend to generate the longitudinal cracks seen); c) a poorly constructed paving joint or seam as this tends to be the least dense areas of pavement (most likely not the case as the seam on narrow streets tends to be along the centerline); d) upheaval (the cracking is similar to what you might see following a pipe bursting project in which the pipe pushes the soil above and cracks the top layer of asphalt); e) excessive shrinkage in FDR section concentrated below the observed crack; and/or f) subgrade movement or settlement due to the lack of a reinforced edge and construction equipment loading and/or general hillside ground movement.

Given the listing of possible causes for the cracking observed it is believed that the most likely scenario is a stress fracture to the FDR section in a manner described in cause (f).
 
The most cost effective way to repair the cracks at this point is to apply a crack sealant. The City has directed the current contractor of the 2016 Annual and Measure J & L Pavement Rehabilitation Project to proceed with this repair in advance of the rainy season.  If the cracks continue to widen, it suggests that settlement, resulting from an un-reinforced edge is a continuing problem, and for that reason, the City has also included two additional services from the contractor: 1) with a land surveyor, place nails on the edges of the roadways and record their elevations.    The City will monitor the hillside ground movement and compare it with any longitudinal cracks that may appear in the future. 2) apply soil stabilization services from URETEK USA ( http://uretekusa.com ) at Miner Road. The goal is to compare solutions and measure their effectiveness. At Canon Drive and Charles Hill Road the solution is crack sealant. At Miner Road the solution is a combination of soil stabilization and crack sealant.
 
North Lane Storm Water Mitigation Project
Last week  Bay Cities Paving & Grading Inc. completed trenching activities along North Lane (see picture below). This week the contractor will replace a damaged 48 inch storm drain pipe under North Lane and will initiate paving on top of the trenching area.   
 
After this project is complete,  Central Contra Costa Sanitary District (CCCSD) will replace a main sewer pipe along the upper portion of North Lane. This work will take two (2) to three (3) weeks to complete. Once the sewer pipe replacement CCCSD project is finalized, the City of Orinda will pave North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project.
Santa Maria Park & Ride Lot Stabilization Project 
Starting the week of October 10 th , Freethy Excavating will begin construction on the Santa Maria Park & Ride Lot Stabilization Project. Approximately two-thirds of the parking spaces in the lot will be unavailable during construction, and the lot may have to close completely for limited periods during construction. Please seek alternative parking during construction and note that traffic control measures will be in place in the parking lot and along Santa Maria Way. The project to stabilize the slope and repair the damaged area of the parking lot will last until the beginning of December. The first week of work will include mobilization, installation of traffic control, clearing and grubbing of vegetation, removal of concrete curb, and installation of the 19 stabilizing piers on the west side of the lot. 
 
BART - Downtown Access Ramp & Lighting Project
Bids were opened for the BART - Downtown Access Ramp and Lighting project on Tuesday, September 13 th . Two bids were received, and the lowest bid was approximately $250,000 above the engineer's estimate for the project. At the October 4 th City Council meeting, City Council authorized the Public Works Director to reject all bids received, authorized use of additional Transportation Impact Fee funds for the project, and gave staff direction to seek more funding, explore ways to cut costs, and re-advertise the project at a later time.

Downtown Scarecrows Disappear!

The Orinda Garden Club is looking for two scarecrows that have disappeared from downtown Orinda.  The two scarecrows were taken in the vicinity of Camino Pablo and Brookwood Road sometime between Monday, October 3rd and Tuesday, October 4th.  This is the second year that the Orinda Garden Club has decorated downtown Orinda in the fall with scarecrows created by their members for the enjoyment of the community.

PLANNING COMMISSION UPDATE 
 
OCTOBER 11, 2016 - MEETING CANCELLED
 
The October 11, 2016 regularly scheduled meeting of the Planning Commission has been cancelled in observance of Yom Kippur. The next regular meeting of the Planning Commission will be held on Tuesday, October 25, 2016 at 7:00PM in the Public Library Auditorium located at 26 Orinda Way.
 
CITY COUNCIL PUBLIC HEARING - ACTION UPDATE
 
412 CAMINO SOBRANTE: On Tuesday, October 4, 2016, the City Council held a public hearing to consider an appeal of the Planning Commission's decision to approve Design Review for demolition of >50% of walls on an existing one-story, 2,865 adjusted square foot residence, construction of a two-story 5,983 adjusted square-foot single-family residence and Tree Removal Permit for the removal of two protected Valley Oak trees.
 
ACTION: By a (3-1) majority vote, the Council overturned the Planning Commission's decision and denied the project's Design Review and Tree Removal Permit applications.
 
ZONING ADMINISTRATOR PUBLIC HEARING NOTICE:
 
33 SLEEPY HOLLOW LANE The Zoning Administrator will hold a public hearing to consider a Design Review application to remodel and construct 1,464 square feet of addition to an existing 4,891 square foot residence. The proposed project will create a new second story at rear of the residence over the proposed garage and will increase the maximum height of the residence from 12' 6" to 24' 10". The majority of the home will remain single-story with a maximum height of 20' 6". The hearing will take place on Wednesday, October 12, 2016 at 4:00PM in the Parks & Recreation Center, Room 6, located at 28 Orinda Way.

Orinda Youth Association Update
The Parks and Recreation Department is very excited to have approximately 800 children participating in the Fall Soccer League this year. We are now at the halfway point of the annual Fall Soccer League and staff are already shifting gears and beginning to look forward to the winter season of Youth Basketball. The Youth Basketball Program is for children in grades K-5 and begins the first week of January. The Orinda Youth Association relies heavily on parents and/or grandparents within the community to run a successful volunteer-based sports program. Without the volunteers, City Staff would not be able to accept registrations for sports leagues, so this is your chance to be a part of your child's experience by becoming a head or assistant coach.
 
Coaches are required to complete the Live Scan fingerprinting process and complete an online certification training provided by the National Academy of Athletics or attend one of the two in-person trainings. Coaches who participate in the training will receive a 40% refund on their child's registration (limit one refund per coach). Contra Costa County Libraries to host life science themed community events

The interactive, science-based festival includes presenters, demonstrations, and hands-on activities. The events are free and open to library guests of all ages.
Guests include the Oakland Zoo with some animals to help library patrons learn about animal senses and body parts. The Aquarium of the Bay is bringing a touch tank where guests will be able to reach in and touch the invertebrates. And the Insect Lab will allow patrons to touch, hold and learn about some creepy, crawly friends.
Guests will enjoy hands-on activities like DNA extraction kits with Bio-Rad, leaf rubbing, dissecting owl pellets, building bird houses and making clay fossils.
"Libraries are places to read and to learn beyond the pages of a book," said Pittsburg Community Library Manager Ginny Golden. "Many of our library events are interactive and engage all five senses for a more complete learning experience."
This year the Contra Costa County Library is celebrating a Year of STEAM. Programming at all 26 library locations across the county is focused on engaging students and library visitors in new, fun activities designed to introduce them to science, technology, engineering, art and math.
As part of the celebration this fall, the Contra Costa County Library is hosting  Exploration Stations at library branches around the county. Each will have a different theme.

Parking Study Next Steps
 
At the October 4, 2016 City Council meeting, TJKM presented their findings, proposed solutions and an action-oriented plan. The top five (5) findings and recommendations are summarized below.
 
Five Key Findings
  1.  All day parking by commuters impacts downtown and the surrounding residential      areas.
  2.  Parking enforcement has declined.
  3.  Overall parking should be adequate with upgraded time limits and enforcement
  4.  Permit parking programs may be needed.
  5.  Casual carpoolers utilize downtown and residential parking spaces
Top Five Parking Recommendations
  1. Upgrade parking time limits and expand time limits further into residential areas
  2. Increase enforcement
  3. Consider residential permit parking after enacting first two recommendations
  4. Consider shared public parking on privately owned lots
  5. Remove casual parking from downtown area
After the presentation, comments by members of the community and Council discussion, staff was directed to return to the Council with a comprehensive Parking Program that will include changes to parking time limits, an employee and residential parking program and detailed information on the costs for and duties of an additional Enforcement Officer.  Information will also be developed on public/private partnerships with private property owners with parking lots.  The Casual Carpool location will be reviewed to determine the possibility of relocation and timelines and an implementation schedule for the Parking Program will also be developed.
