CITY COUNCIL TO CONSIDER DOWNTOWN PLANNING
ON OCTOBER 18, 2016

DOWNTOWN PLANNING FOLLOW-UP: This item is scheduled as a follow-up from the City Council's September 6, 2016 meeting following a report by Planning Staff regarding Downtown Planning and Community Engagement.  The meeting on September 6, 2016 was well attended, with a standing-room-only crowd and approximately 30 speakers.  In addition, City staff received approximately 120 pieces of correspondence from members of the public.
 
After receiving the September 6 report, listening to public testimony and asking questions of staff, the City Council directed staff to return at a future City Council meeting with the following:
 
1.        A more detailed strategy to engage downtown property owners. 
2.          Information regarding a Technical Assistance Panel (TAP) option from the nonprofit ULI
          (Urban Land Institute)
could address as part of the TAP process;
          a.  Present suggested questions or issues that ULI could address as part of the TAP                          process;  
          b Bring a representative from ULI to answer questions from the City Council 
3.       Provide additional information regarding the potential services of Main Street America 
          as it pertains to downtown planning.
4.         Identify potential grant sources for revitalization of San Pablo Creek.
 
A ULI representative will be present at the October 18, 2016 Council meeting to answer questions from the City Council regarding the TAP process.  The staff report for this item can be found here.  
Public Works and Engineering Services  

20 16 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving & Grading, Inc. placed asphalt concrete (AC) along Candlestick Road and Warford Terrace. On Thursday, October 13, due to forecasted rainy weather for Friday, October 14, the contractor was allowed by the City to work after 5pm along Candlestick Road, Charles Hill Circle and Warford Terrace (see pictures below). The contractor also focused on installing sand bags at different locations where the project has already paved the street but had not installed asphalt curbs (AC Dikes) yet.
             
North Lane Storm Water Mitigation Project
Last week Bay Cities Paving & Grading Inc. prepared a trench for temporary pavement along North Lane (final pavement to be applied later) and completed construction of an upstream headwall (shown below). This week the contractor will replace a damaged 48 inch storm drain pipe under North Lane and will initiate paving on top of the trenching area.
 
In addition, this week, the Central Contra Costa Sanitary District (CCCSD) will begin their sewer replacement project. CCCSD will replace an 8-inch main sewer pipe along the upper portion of North Lane. This work will take two (2) to three (3) weeks to complete. Once the sewer pipe replacement CCCSD project is finalized, the City of Orinda will apply final pavement along North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project.
Santa Maria Park & Ride Lot Stabilization Project  
During the week of October 10 , 2016 the Contractor moved equipment onto the project site. On Monday, October 17, 2016,  Freethy Excavating will begin installation of traffic control, clearing and grubbing of vegetation, removal of concrete curb, and installation of the 19 stabilizing piers on the west side of the lot. Parking spaces in the lot will be blocked off as needed for the contractor. The photograph below shows the current condition of the cracking and failing pavement due to the unstable hillside.

Election Day is November 8, 2016
Orinda residents will find it a little easier to vote this upcoming election, as the County Elections Office has teamed up with the City of Orinda to offer a convenient "CoCo Vote-N-Go" drop off location prior to and on Election Day at City Hall in Orinda,  at 22 Orinda Way.
 
The new voter box is available during normal City business hours Monday - Friday 8am -  5pm (Closed between Noon - 1pm).

City staff members will also have the popular "I Voted" stickers upon request for those who drop off their ballots.
 
The secure, box is in place at the Orinda City Hall located at 22 Orinda Way!  
 
Ballots may also be dropped off 8 a.m. to 5 p.m. at the County Elections Office in Martinez, located at 555 Escobar St., or at any polling place on Election Day.

Holiday Camps Are Coming!
 
The summer concept of C hoose Your Own Adventure will be back during the Fall and Winter Breaks.The Orinda Parks and Recreation Department will be offering half-day and full-day camps and will include sports, science, art, Legos ® , music and more. Lunch bunch will be available for all-day campers so if your child is registered for a morning camp and an afternoon camp at the Orinda Community Center, City Camp Staff will pick your child up, supervise a lunch period, and at the conclusion of lunch bunch, Staff will drop your child off at their afternoon camp. 
 
New camps this year include Triple Threat Performance Camp; and Little Medical School Camp for children 5 to 10 years old who are interested in the world of medicine.
 
Triple Threat Performance Camp for ages 6 to 11Y (pg. 17)
Each young performer works to become a triple threat - singer, dancer, and actor. The Triple Threat Camp is designed to expose young participants to the basics of theatre arts, music, and dance in a fun, supportive environment guided by talented and experienced staff.

Kids love to dress up and play doctor. This camp encourages children to do this as they explore the exciting and inspiring world of medicine. Using interactive demonstrations, crafts, and games, kids learn how the body and organs work, how to use instruments that real doctors use, administer first aid, and even tie knots like a real surgeon.

A glut of propositions will confront voters in this year's November election...17 to be exact.   
And that doesn't even include local/community initiatives!
 
Your ballot can be intimidating, particularly with the countless ways supporters and opponents try to spin the propositions to their advantage.  It is estimated that California voters will endure close to $100 million in television advertisements about these measures before casting ballots in the November 8 election.
 
Are you prepared to make an informed choice about whether to:
-          repeal the death penalty
-          make it easier to execute someone by setting time limits on appeals
-          legalize recreational marijuana
-          impose a tax surcharge on the wealthy
-          place limits on prescription drug costs
-          impose background checks for people wanting to buy ammunition
 
If you strive to be an informed voter, join us on October 18th as representatives from the League of Women Voters present the Pros and Cons of the Propositions on this year's ballot.  They will provide materials with more specific information about each issue so you can make an informed choice at the polls. Sand Bag Information
 
Sand and sandbags, which residents fill themselves, are available for Orinda residents
at the following Moraga-Orinda Fire District location:
 
Station #44 - 295 Orchard Road (nearest cross street Moraga Way)
 
Sand and sandbags will also be available for Orinda residents at the Wagner Ranch Sports Field off Camino Pablo.
 
NOTE:   This year, due to construction, sand/sandbags will NOT be available at Station #43 on Via Las Cruces.

The Orinda Police Department is participating in the DEA National Take Back Initiative designed to collect and safely dispose unused prescription drugs on Saturday, October 22, 2016 from 10:00am - 2:00pm at the Orinda Police Station located at 22 Orinda Way, Orinda, CA. 
 
The Take Back Initiative addresses a vital public safety and public health issue. You may not be aware that medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are at alarming rates, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that many abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many of us do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away - both potential safety and health hazards.
 
In addition to participating in the annual Take-Back event, the Orinda Police Department/City Offices maintain a prescription drug collection bin at City Hall offices at 22 Orinda Way, Orinda, CA  that can be used all year around.  The collection bin is accessible Monday through Friday during business hours.

Report concerns unknown responsible(s) stole two storage containers and one ladder from his car port during the listed timeframe.
 
Drunk in Public - October 13, 2016 - Safeway
Report concerns the arrest of a suspect for public intoxication while at the Safeway in Orinda. Suspect was in the parking lot swinging a box cutter at a bush and yelling loudly.  Suspect showed signs of being under the influence of alcohol and was placed under arrest.
