20 16 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. Last week Bay Cities Paving & Grading, Inc. placed asphalt concrete (AC) along Charles Hill Circle and applied full depth reclamation treatment along El Gavilan.

North Lane Storm Water Mitigation Project
Last week the Bay Cities Paving & Grading Inc. backfilled the excavation of the construction of the upstream headwall and removed the creek diversion at San Pablo Creek. Additional coordination with Pacific Gas and Electric Company (PG&E) and Central Contra Costa Sanitary District (CCCSD) was necessary to replace a damaged 48 inch storm drain pipe under North Lane which is expected to be replaced this week.
 
Also this week, after the 48 inch storm drain pipe is replaced, the contractor will apply temporary pavement along North Lane (final pavement to be applied later). CCCSD will start their 8-inch main sewer pipe replacement project along the upper portion of North Lane. This work will take two (2) to three (3) weeks to complete. Once the CCCSD sewer pipe replacement project is finalized, the City of Orinda will apply final pavement along North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project.
 

Santa Maria Park & Ride Lot Stabilization Project
 
Last week Freethy Excavating removed the concrete curb on the west side of the Park & Ride Lot and began drilling and pouring piers as part of the Park and Ride Stabilazation Project. This week's activities will include finishing the remaining concrete piers to stabilize the hillside and constructing the grade beam which will connect the piers.  
     
Proposed New Stop Sign - El Toyonal and Loma Vista
A new stop sign has been requested at the eastern (downhill) intersection of El Toyonal and Loma Vista. There are currently stop signs at two legs of the three-way intersection. The City hired a traffic engineer to perform a stop warrant analysis at this intersection, who concluded that the non-standard geometry of the intersection and the poor sight distance for the driveway around the curve warranted a stop sign at that location (southbound-uphill on El Toyonal). The map below shows the location of the proposed stop. The proposed stop sign will be on the November 1, 2016 City Council meeting agenda at 7:00 PM.

PLANNING COMMISSION UPDATES: October 25, 2016 Meeting
 
NEW PUBLIC HEARINGS -
 
20 Irwin Way: The Planning Commission will hold a public hearing to consider a Historic Landmark application for a railroad trestle due to its part in the development of the City of Orinda, as part of the California and Nevada Railroad. 
 
89 Grassy Hill Way (Lot 175 at Wilder):  The Planning Commission will hold a public hearing to consider a Design Review application for a new single-family residence on Lot 157, in the Wilder subdivision.
 
ZONING ADMINISTRATOR UPDATES:
 
18 Tarry Lane:  Elevated Deck Permit application to replace an existing 444 square foot deck with a new 420 square foot deck. The deck will be reconfigured so that it does not wrap around the side of the residence but will remain in the same general area.
 
42 Park Lane Drive:  The proposed project involves a new, 242 square foot addition to an existing 2,589 adjusted square foot single-family residence. The addition would be located beneath the existing roof in the southwest corner of the residence, in an area that is currently a covered patio. Design Review is required since the proposed addition would exceed the allowed Floor Area for the property by approximately 200 square feet, as stated in Orinda Municipal Code Section 17.6.8.

Sand and sandbags, which residents fill themselves, are available for Orinda residents
at the following Moraga-Orinda Fire District location:
 
Station #44 - 295 Orchard Road (nearest cross street Moraga Way)
 
Sand and sandbags will also be available for Orinda residents at the Wagner Ranch Sports Field off Camino Pablo.
 
NOTE:   This year, due to construction, sand/sandbags will NOT be available at Station #43 on Via Las Cruces.

Annual Halloween Parade is Here!
The Halloween Parade for Tots will be held Thursday, October 27, 2016  
at 1:00pm in the Orinda Community Center Park.  
Parents are encouraged to come and bring their toddlers in costume  
to follow Glenda the Good Witch in a stroll around the park.  
Halloween themed activities will also be available for those wanting to participate. 
 


Healthy Living for Brain & Body!
The Town of Moraga and City of Orinda are excited to offer the third  Lunch 'n Learn  in the Health & Wellness series on Tuesday, November 8, 2016.   Lisa Price from the Alzheimer Association will be discussing  Healthy Living for the Brain and Body.  She will discuss how science is able to provide insights into how to make lifestyle choices that may help you keep your brain and body healthy as you age. Join us to learn about research in the areas of diet and nutrition, exercise, cognitive  activity and social engagement, and use hands-on tools to help you incorporate these recommendations into a plan for healthy aging.
 
This workshop will be held at the Hacienda de las Flores located at 2100 Donald Drive in Moraga, on November 8, 2016 from 10:30am to 12:00pm.  Lunch will be served at 12:00pm.  Space is limited and pre-registration is required. Public Safety Forum

The Orinda Association (OA) will host a community forum on Public Safety on Wednesday November 9, 2016 from 7:00pm-9:00pm, in the Orinda Library Auditorium located at 26 Orinda Way.   Orinda Police Chief Mark Nagel will present an update on crime prevention in the City and will speak about ways citizens can increase their personal safety.  Representatives from both MOFD and Lamorinda CERT (Community Emergency Response Team) will also speak about fire safety and neighborhood security and emergency preparedness.   
 
Citizens with related questions can email them in advance to the 
Orinda Association office ( [email protected]) and they will be forwarded  to the speakers in advance. The OA hopes to have the event recorded on Contra Costa TV as well.

Election Day is November 8, 2016
Orinda residents will find it a little easier to vote this upcoming election, as the County Elections Office has teamed up with the City of Orinda to offer a convenient "CoCo Vote-N-Go" drop off location prior to and on Election Day at City Hall in Orinda,  located at 22 Orinda Way.
 
The new voter box is available during normal City business hours Monday - Friday 8am -  5pm (Closed between Noon - 1pm).

City staff members will also have the popular "I Voted" stickers upon request for those who drop off their ballots.
 
The secure, box is in place at the Orinda City Hall located at 22 Orinda Way!  
 
Ballots may also be dropped off 8 a.m. to 5 p.m. at the County Elections Office in Martinez, located at 555 Escobar St., or at any polling place on Election Day.
