20 16 Annual and Measure J & L Pavement Rehabilitation Project
The City's Measure L and J Program is funded each year through a combination of .5% Sales Tax (Measure L) and bond (Measure J) funds. The scope of work for this program consists of repairing/reconstructing the worst most used residential streets and the associated drainage pipes under the roadways. To see the list of streets scheduled for repair in 2016 and their construction status click here. 
 
Last week Bay Cities Paving & Grading, Inc. placed asphalt concrete (AC) along El Gavilan. 
 

Pavement cracking on Canon Drive, Charles Hill Road and Miner Road
As part of the repairs of the pavement cracks at Miner Road, on Saturday October 22nd, the contractor of the 2016 Annual and Measure J & L Pavement Rehabilitation Project completed soil stabilization between the addresses of #730 and #740 Miner Road.

North Lane Storm Water Mitigation Project
 
Last week Bay Cities Paving & Grading Inc. paved the trench along North Lane and patched different locations along Ardilla Road. Due to rainy weather, the replacement of the 48 inch storm drain pipe under North Lane was postponed. The contractor for the Central Contra Costa Sanitary District (CCCSD)  has also delayed the start of their sewer replacement project along North Lane until Monday October 31st.
  
Once the CCCSD project is finalized and the replacement of the 48 inch storm drain pipe under North Lane is completed, the City of Orinda will apply final pavement along North Lane as part of the 2016 Annual and Measures J & L Pavement Rehabilitation Project
2017 Annual and Measure J & L Pavement Rehabilitation Project
As part of the design phase and coordination with Pacific Gas and Electric Company (PG&E) related to the 2017 Annual and Measure J & L Pavement Rehabilitation Project, Badger Daylighting Corporation (Badger) is performing potholing activities in several Orinda roadways to determine the depth of PG&E gas lines. Badger's activities will last until early December 2016 and it is limited to the paved area of the streets, no work will be performed on driveways or private property. Santa Maria Park & Ride Lot Stabilization Project  
Last week, Freethy Excavating installed the remaining concrete piers at the Santa Maria Park & Ride lot. Next, they will begin forming the grade beam that connects all the piers at the top. They will also begin installing the catch basin that will capture the redirected drainage from the parking lot. They have cones and barriers around the spaces needed for their working area.
 

Proposed New Stop Sign - El Toyonal and Loma Vista
A neighborhood request for a stop sign at the eastern (downhill) intersection of El Toyonal and Loma Vista. There are currently stop signs at two legs of the three-way intersection. The City hired a traffic engineer to perform a stop warrant analysis at this intersection, who concluded that the non-standard geometry of the intersection and the poor sight distance for the driveway around the curve warranted a stop sign at that location (on El Toyonal). The proposed stop sign is on the November 1, 2016, City Council agenda, however staff is pulling the item to allow for more time to notify the neighborhood of this traffic safety recommendation.

PLANNING COMMISSION (ACTION UPDATES) OF OCTOBER 25, 2016 MEETING:
 
20 Irwin Way: The Planning Commission held a public hearing to consider an Historic Landmark application for a railroad trestle due to its part in the development of the City of Orinda, as part of the California and Nevada Railroad.
ACTION UPDATE: By unanimous (6-0) vote, Resolution #16-04 was adopted in support of the Historic Landmark Designation.
 
89 Grassy Hill Way (Lot 157 @ Wilder): T he Planning Commission held a public hearing to consider a Design Review application for a new single-family residence on Lot 157, in the Wilder subdivision.
ACTION UPDATE: The Design Review was approved and the Statement of Official Action was adopted by a majority (4-2) vote.
 
NEW PROJECT APPLICATIONS:
 
17 Paintbrush Lane (Lot 119 @ Wilder): A new 4,149.5 square-foot single-story, single-family residence on a 19,798 square-foot vacant lot in the Wilder subdivision
 
16 Park Lane Drive:  965 square foot addition to an existing 2,433 adjusted square foot single-family home. The addition requires design review because it would add a second story to the existing one-story home and because the floor area ratio for the resulting project would be larger than that allowed by Orinda Municipal Code without design review.
 
1 Dalewood Terrace:  A new 6,385 adjusted square-foot two-story, single-family residence on a 49,182 square-foot (net) vacant lot. The proposed project also involves an Exception Application for the 27-foot maximum building height limit as well as a Tree-Removal Permit Application for the removal of one protected tree.
   
ZONING ADMINISTRATOR UPDATES:
 
554 Tahos Road:  The proposed project involves a 1,497 square-foot addition to an existing 2,701 square-foot single-story residence that is located within the Ridgeline and Environmental Preservation Overlay Zone. The proposed improvements also consist of updating the interior and exterior finishes of the existing residence, originally constructed in 1963.
 
1 Bel Air Drive:  Design Review and Exception Permit applications to construct a new, 638 square foot second-story above the existing garage. The proposed addition is located within the side yard setback and will not encroach further into the setback than the existing building footprint.

Sand Bag Information
 
Sand and sandbags, which residents fill themselves, are available for Orinda residents
at the following Moraga-Orinda Fire District location:
 
Station #44 - 295 Orchard Road (nearest cross street Moraga Way)
 
Sand and sandbags will also be available for Orinda residents at the Wagner Ranch Sports Field off Camino Pablo.
 
NOTE:   This year, due to construction, sand/sandbags will NOT be available at Station #43 on Via Las Cruces.
Parks and Recreation
 
The Triangle Trees are Back!
    
Newly planted trees now adorn the traffic triangle.  Earlier this year, three large sycamore trees  that were located in the 600-square foot median at the intersection of Orinda Way and Camino Sobrante were removed by PG&E.  The median is maintained by volunteers from the Orinda Garden Club and City staff collaborated with the members to choose a lovely purple leaf plum tree, known as Prunus Krauter Vesuvius, to replace the sycamores. Orinda Public Works staff graciously picked up the three 24" box trees from McDonnell Nursery and delivered them to the triangle earlier this week and staff from the City's landscaping contractor, MCE Corporation, completed the plantings on Wednesday. The undertaking was a very difficult job due to the existing roots of the previous sycamores. Special soil was used in the planting of each tree and irrigation bubblers will be added in the very near future. 
 
Upcoming Wisdom Workshop, 7 Misconceptions about Senior Living!
Join us for a lively and informative presentation about senior living communities on Tuesday, November 2 at 10:30 a.m. in Room 8 at the Orinda Community Center.  Kate Burkart, Community Relations Director at Merrill Gardens at Lafayette, will bust open the myths about what senior living is like now.  Be prepared to be surprised, bring your own myths, questions, and challenges for the Question & Answer portion of this workshop. This workshop is free and registration is not required.

If you have a great photo that captures why you ADORE ORINDA, we invite you to be a part of the contest. The contest is open to photographers of all ages and skill levels. Entrants will be separated into two divisions, Youth (17 years and younger) and Adult (18 years and older). Entrants under the age of 18 must have permission from a parent or legal guardian. Entrants may submit an entry in all four categories but may only submit one entry per category:

Public Safety Forum

The Orinda Association (OA) will host a community forum on Public Safety on Wednesday November 9, 2016 from 7:00pm-9:00pm, in the Orinda Library Auditorium located at 26 Orinda Way.  
Orinda Police Chief Mark Nagel will present an update on crime prevention in the City and will speak about ways citizens can increase their personal safety.  Representatives from both MOFD and Lamorinda CERT (Community Emergency Response Team) will also speak about fire safety and neighborhood security and emergency preparedness.   
 
Citizens with related questions can email them in advance to the 
Orinda Association office ( [email protected]) and they will be forwarded  to the speakers in advance.

The OA hopes to have the event recorded on Contra Costa TV as well.

Election Day is November 8, 2016
Orinda residents will find it a little easier to vote this upcoming election, as the County Elections Office has teamed up with the City of Orinda to offer a convenient "CoCo Vote-N-Go" drop off location prior to and on Election Day at City Hall in Orinda,  located at 22 Orinda Way.
 
The new voter box is available during normal City business hours Monday - Friday 8am -  5pm (Closed between Noon - 1pm).

City staff members will also have the popular "I Voted" stickers upon request for those who drop off their ballots.
 
The secure, box is in place at the Orinda City Hall located at 22 Orinda Way!  
 
Ballots may also be dropped off 8 a.m. to 5 p.m. at the County Elections Office in Martinez, located at 555 Escobar St., or at any polling place on Election Day.
