Chuck Swanson Retires

Please join the City in congratulating Chuck Swanson on his impending retirement from the City of Orinda.    

After 7 ½ years with the City, Chuck will step away from his position of Public Works and Engineering Services Director and will be relocating to Reno, Nevada with his wife.  Chuck looks forward to working on his cars, cooking, puttering in his backyard, and generally enjoying a well-earned rest after doing a fabulous job for our organization.
 
We will miss Chuck's attention to detail, responsiveness to day-to-day demands, and his commitment to fixing the City's infrastructure. 
 
In a continuation of Chuck's contribution to the Orinda community, please join us in congratulating Senior Civil Engineer, Larry Theis who will step in as the Acting Director of Public Works and Engineering Services effective upon Chuck's retirement.

Public Works and Engineering Services

20 16 Annual and Measure J & L Pavement Rehabilitation Project
Last week  Bay Cities Paving & Grading, Inc. completed raising utility valve/manhole covers to roadway surface level (raising utilities) and setting and adjusting survey monuments along Ivy Drive, Ramona Drive, Whitehall Drive and Descanso Drive. They also pulverized and mixed the old asphalt and base materials with cement and water, and compacted to produce a strong, durable base for the asphalt surface (AC) that will be installed this week along La Cresta Drive, Altamount Drive and Lost Valley Drive (see pictures below). This process is known as Full Depth Reclamation (FDR).

                           
 
The contractor also completed minor concrete work on Cedar Lane, Keith Drive, Alice Lane and Goodfellow Drive (see picture below). At 137/141 Goodfellow Drive and 1 Warford Terrace, the contractor will remove four (4) trees (two per location). These trees are being removed to replace the existing damaged curb and gutter next to them. If the curb and gutter is not replaced,  it could cause premature road base failure under the new pavement.

The tree is being removed in accordance to the Municipal Code Section 17.21.3, Exception B.3:   "For a city project on city property or for a city project within the public right-of-way."
 
Tree removal notices were posted on the trees and a certified biologist performed surveys for nesting birds in the four trees. The four (4) trees at 137/141 Goodfellow Drive and 1 Warford Terrace will be removed under the supervision of a certified arborist.


This week, the contractor will re-install speed bumps on Ivy Drive (at the same locations where there were speed bumps before the project started) and will place asphalt concrete (AC) along La Cresta Drive, Altamount Drive and Lost Valley Drive.  
 
North Lane Storm Water Mitigation Project
Last week, Bay Cities Paving & Grading Inc. completed the jack and bore of the 60-inch reinforced concrete pipe (RCP) from the launching pit at the south entrance of the East Bay Municipal Utility District (EBMUD) water treatment plant, under Camino Pablo, in direction to North Lane. The contractor also demobilized the jacking equipment and initiated the backfill of the launching pit. At San Pablo Creek, the contractor continued curing the wingwalls of the outfall structure.
 
They also continued trenching activities along North Lane (see pictures below). On North Lane, the contractor encountered differing site conditions that have impacted negatively the production of trenching activities. City engineering staff and construction management team are monitoring this situation.

                                   
This week the contractor will finalize the backfill of the launching pit and initiate the placement and connection of electrical conduits for the EBMUD's water treatment plant. The contractor will also continue curing the wingwalls of the outfall structure at San Pablo Creek and trenching along North Lane.
 
Santa Maria Park & Ride Lot Stabilization Project
City Council awarded the project to Freethy Excavating at the August 2 nd meeting. Freethy was the lowest bidder of two contractors who submitted bids for the project, with a contract amount of $219,610. The construction work will include stabilizing a portion of the Park & Ride lot on Santa Maria Way by installing 2-foot diameter concrete piers, installing a new storm drain to redirect runoff from the hillside to the storm drain system, and reconstructing the portion of the parking lot affected by this work. Construction will begin at the end of September.

BART - Downtown Access Ramp & Lighting Project
The City is currently advertising the BART - Downtown Access Ramp and Lighting Project for bids. A pre-bid meeting was held for interested contractors at City offices on Wednesday, August 31st. Bid Opening is scheduled for Tuesday, September 13, at 2:00 PM at City offices, located at 22 Orinda Way. This project will provide a new ADA-compliant path between the BART station and Theatre Square. Construction will include removal of the existing concrete walkway and stairs, installation of a new ADA-compliant curb ramp with walls and railings, construction of a new concrete pedestrian staircase with walls and railings, and installation of a new LED pole lighting at the ramp and staircase and a wall-mounted LED lighting at the existing pathway under SR 24 and BART overcrossings. The work will also include the installation of texturized and colored concrete at the pathways and walls, new landscaping, and a drip irrigation system.

Petty Theft from Vehicle - August 29, 2016 - Fallen Leaf Terrace
Victim parked his vehicle in the driveway of his home. Victim had personal items in the passenger seat. Suspect opened the unlocked door and took the items. 
 
Auto Burglary - August 31, 2016 - Safeway Parking Lot 
Report concerns the auto burglary of victim's vehicle. The unidentified suspect(s) gained entry to the vehicle's cab area and trunk by unknown means.   
 
Outside Assist CHP - September 1, 2016 - Hwy 24
Report concerns an outside assist for the California Highway Patrol. Five occupants fled from an overturned vehicle into the City of Orinda. All five subjects were detained and handed over to CHP for investigation. The driver of the vehicle was arrested for CVC-23152(a)- DUI. A male passenger was cite/released by CHP for a warrant.

Instructor Spotlight
There is an exciting class being offered through the Orinda Parks and Recreation Department this fall; Scuba with Edward Pais will begin September 10, 2016. This program is a one-month training certification program that will open the door to fascinating underwater adventures.  The course features safe SCUBA techniques and preparation for recreational dive trips. Students must pass a basic swimming test and be in good health. Participants will have classroom, pool, and ocean time in order to fully grasp the certification program. The pool portion will be held at Miramonte Pool. Register now before it's too late. Read below for information about the Instructor of this exhilarating new class.
 
"I first began scuba diving sixteen years ago in Lake Champlain in Vermont.  Like many people, I was fascinated by the underwater world introduced by Jacques Cousteau and reruns of Seahunt.  When I was invited on a family vacation to the Cayman Islands, I decided to take the plunge and learn to dive.  Since I first began diving, I continued to take specialty and advanced scuba courses.  I was encouraged by the instructors and dive shops to become an instructor.  I teach a wide range of scuba diving courses.  In addition, I am a Diving Emergency Specialist instructor through Divers Alert Network, instructing their First Aid/CPR/AED, Emergency Oxygen Administration, Neurological Assessment, and First Aid for Hazardous Marine Life Injuries classes.

I have had the opportunity to dive in many beautiful places across the world with some of my favorite places being the historic wrecks in Lake Champlain, the walls of the Caymans, the kelp forests in Monterey and Channel Islands, the turtles in Hawaii, and the soft corals of Fiji.  However, my favorite aspect of scuba diving is the ability to disappear into a different world that I can float effortlessly in and leave everything else behind. Through this class, I hope to introduce others into this world that few get to experience.  I will introduce the skills that they will need to be able to safely enter this underwater environment with the confidence to further explore it independently with a dive buddy.
 
I am looking forward to upcoming trips of diving in a bait-ball of silversides in the Caymans next summer and with the whale sharks, manta rays, and dolphins off of the coast of South Africa."
